CONNPAC MEETING MINUTES Date: February 4, 2010 Time: 10:00 am Location: Department of Public Safety, Meriden ATTENDEES: Farmington, Coventry, Norwalk, Monroe, Danbury, Wilton, Glastonbury, CSP, Enfield, Manchester, and Simsbury SECRETARY‘S REPORT: Motion made by Wilton and seconded by Farmington to accept December 1, 2009 minutes as presented. TREASURER’S Report: $3582.16 balance. Motion made by Farmington and seconded by Monroe to provide coffee for the meetings. Vote: Unanimous CORRESPONDENCE: CT Police Chief’s Association Hotline (Newsletter): Coventry submitted article about the CONNPAC. OLD BUSINESS: Last meeting there was a problem with a member not being admitted to MGM in uniform with duty weapon. Event organizer did not advise CONNPAC ahead of time of the no weapons policy. Chief Palmer expressed disappointment to the event organizer and suggests that we probably not hold any further meeting there. ANNOUNCEMENTS: Naugatuck - POST Tier III onsite went well Watertown POST Tier I onsite Glastonbury CALEA onsite - Chief attended public hearing. Onsite went well. Berlin CALEA onsite - Coventry placed phone call during phone in session. Onsite went well. Connecticut State Police CALEA onsite: Still ongoing. There was a generator fire during onsite. Coventry sent letter. Avon - Mock CALEA onsite conducted. April 10-13 onsite. Public Hearing April 12th at 5:30 PM Enfield - Mock CALEA onsite conducted. April 10-13 onsite. Public Hearing April 12th at 7PM Coventry - CALEA onsite April 24-27. Public Hearing April 26th at 6 PM. NEW BUSINESS: Simsbury new to the CONNPAC. Received POST Tier III accreditation in 2007. In July 2009 entered CALEA process. Chief Palmer suggests they partner with other agency. Farmington has already met with them. New Juvenile Public Act: Manchester has revised their policies to comply and has had their State’s Attorney review it. Farmington adds that FOI requirements have changed. Warrant face sheet and Juvenile summons have changed. Manchester will distribute their policy. CALEA Tables for onsite: Farmington suggests keeping up with the tables yearly. Most information is also in the yearly report however traffic warnings and summons data is not. Flying armed policy: Wilton request policy on officers flying armed. Enfield advised they are now using their insurance carrier for Risk management. Insurance Carrier, CIRMA gives a class on accreditation. Enfield has a power point they use for accreditation training.
