Five Mile River Commission February 20, 2025 Meeting Minutes In attendance: Matt Marion (Chairman) John deRegt (Commissioner) Wim Jessup (Commissioner) and Garth Griffiths (Harbor Superintendent) Absent: Craig Jung (Commissioner) The Five Mile River Commission commenced its regularly scheduled meeting at the Rowayton Community Center at 6:00 p.m. Chairman Marion requested a vote from the Commissioners to ratify the Commission’s prior online approvals of its January 16, 2025 meeting minutes and its January 31, 2025 supplemental decision regarding 97 Rowayton Avenue. Commissioner Jessup so moved, Commissioner DeRegt seconded, and the quorum of Commissioners in attendance unanimously approved the January 2025 minutes and supplemental decision. Next, the Commissioners reviewed the dock application for 149 Five Mile River Rd. and, after discussion, agreed to exchange comments before drafting a formal decision. The Commission then reviewed the January 2025 interim financial results and the current dredging funds subaccounts. On the latter issue, the Commission agreed to a reallocation of funds from one of its bank accounts into a longer term, interest bearing account. Then, the Commission discussed need for a local website to function as a bulletin board for current/expected activities that impact the public’s use of the river. Harbor Superintendent Griffiths agreed to investigate the process in more detail and revert with his findings in March. Finally, the Commission discussed the status of the ‘No Wake’ sign project, noting that G & C Marine Services has already completed the framing for the floating sign and that the Commission will need to initiate the design and creation of the sign with the assistance of a local company. The Commission then noted/discussed the following items in Harbor Superintendent Griffiths’ February 2025 report: (i) the process of soliciting additional mooring applicants; (ii) ongoing projects with Edwards Marine, including the replacement of the green buoy at the harbor mouth, the removal of the kayak trail buoys from the river, and the refurbishment of the transient moorings, all before the start of the 2025 season; (iii) issues related to a prior mooring permittee regarding the conditions for that permittee’s reinstatement in the river; (iv) aerial photos of the mooring strings; and (v) a PSA by the Commission for publication in the spring 2025 edition of RCA Currents. With no further business, the Commission adjourned its meeting at 7:00. The Commission’s next scheduled meeting will be held on Thursday, March 20, 2025, commencing at 6:00 p.m. at Rowayton Community Center, 33 Highland Avenue, Norwalk, Ct.
