March 20, 2025 Meeting Minutes

The Five Mile River Commission commenced its regularly scheduled meeting at the
Rowayton Community Center at 6:02 p.m.
Chairman Marion requested a vote from the Commissioners to ratify the Commission’s
prior online approval of its February 20, 2025 meeting minutes. Commissioner Jessup so
moved, Commissioner Jung seconded, and the Commissioners unanimously approved the
February 2025 minutes.
On its substantive agenda, the Commission discussed the ongoing bulkhead replacement
project at 97 and 101 Rowayton Avenue, including its jurisdiction over the landward
construction work at marina facilities. Next, the Commissioners discussed several concerns
regarding the dock application for 149 Five Mile River Rd., including comments by guests
Morgan and Jennifer Kennedy, and agreed to schedule a site visit at low tide prior to issuing
a formal decision regarding the application. In addition, the Commission discussed the
availability and location of service moorings in the river. The Commission then reviewed
the February 2025 dredging fund subaccounts, including recent transfers under its direction
into higher interest-bearing accounts. Harbor Superintendent Griffiths confirmed that he is
reviewing the logistics of setting up a local website for current/expected Commission
activities and agreed to provide an update at the Commission’s May meeting. Finally, the
Commission discussed the status of the ‘No Wake’ sign project.
The Commission then noted/discussed the following items in Harbor Superintendent
Griffiths’ March 2025 report: (i) new mooring applicants; (ii) the planned drone
photos/footage of the Five Mile River; (iii) the updated 2025 mooring map and database;
and (iv) the updated 2025 dock owner/user database.
With no further business, the Commission adjourned its meeting at 6:50. The
Commission’s next scheduled meeting will be held on Thursday, May 15, 2025,
commencing at 6:00 p.m. at Rowayton Community Center, 33 Highland Avenue, Norwalk,
Ct.
