Minutes of Regular Meeting
The Regular Meeting of the Housing Authority of the City of Norwalk was held
Wednesday, January 21 at 5:30 P.M.

Deidra Davis, Treasurer
Larry Katz, Commissioner
Brenda Penn-Williams, Commissioner
Jeffrey Ingraham, Vice Chairman
ATTENDING: Curtis O. Law, Executive Director
Candace E. Mayer, Deputy Director
Thomas Hickey, Director of Finance
Patricia Marsden-Kish, Director of Education
Dan Williamson, Director of Maintenance
Greg Lickwola, Construction Manager
Kras Carlucci, Director of Housing Operations
The Regular Meeting began at 5:30 P.M. Roll call was taken.
Curtis Law asked Candace Mayer to present a CNI update to include DEEP
proceedings. Commissioners tabled items b. Video describing learning programs
at Washington Village Learning Center and item c. Curtis Law’s video comments
when accepting the M. Justin Herman Memorial Award October 14, 2014.
Old Business:
Commissioners discussed items:
a. Work to End Chronic Homelessness in Norwalk.
b. Request for implementation of Housing First Policy
It was determined that these matters should be discussed with Mayor Rilling prior
to making policy decisions.
Commissioner Katz arrived at 5:38.

12-95 Commissioner Ingraham moved to adjourn to the Executive Session.

c. Treasurers Report.
d. Bills and Communications.
e. Admissions and Occupancy Report.
f. Maintenance Report.
g. MOD Report.
h. Education Program and Head Start Budget Report and Budget.
j. 2013 Capital Fund Revision.
k. 2014 Capital Fund Revision.
l. Amendment to Option to Purchase Agreement by and Between
the City of Norwalk and Norwalk Housing Authority.
m. Staff to Attend Head Start Annual Spring Conference: Imagine the
Past..Celebrate the Future to be held in Rockport Maine, April 14,
2015 at a NEHSA Member Discount of $365 after Saturday February
28, 2015.
n. Staff to Attend HAB User Group Workshop – New England, Tuesday
March 10, 2015 -Thursday March 12, 2015 at Norwood Housing
Authority, Norwood, MA at a cost of $399 per person, $750 per
two.
Commissioner Katz seconded the motion.
