REGULAR MEETING
JANUARY 7, 2009
ATTENDANCE: Mayor Richard A. Moccia, Richard Bonenfant, Stuart Wells,
Richard Tavella, Paul Arcario, Glenn Iannaccone, Joseph

ROLL CALL
The Mayor called the meeting to order at 5:30 p.m. The Mayor announced that
there was a new member, Glenn Iannaccone as the representative from the Board
of Education.
Mr. Beggan and Mr. Hempstead joined the meeting at 5:33 p.m.
II. MINUTES OF PREVIOUS MEETING(S)
November 13, 2008 – Special Meeting
** MR. BONENFANT MOVED THE MINUTES OF THE NOVEMBER 13,
2008 SPECIAL MEETING AS SUBMITTED.
** THE MOTION PASSED UNANIMOUSLY.
III. NORWALK SCHOOL PROJECTS
A. Norwalk High School
1. Project update - by Amar Shamas (Program Manager)
Mr. Shamas said that the final stages of the close out were in progress. This
includes the mechanical start-ups. The fire alarm panel has been inspected and
there are no problems. The close out process is in progress, along with the final

paper work and demobilization. Mayor Moccia asked if the Norwalk High
Building Committee had finished up. Mr. Shamas said that there might be one
more meeting in the spring.
Mr. Iannaccone said that he had noticed that there were some florescent lights
stored in a walkway. Mr. Shamas explained that the lights were purchased and
installed and then the Building Committee had changed the design in the main
entrance lobby of the high school. These lights have been turned over to the Board
of Education. The Mayor reminded everyone that the NHS Building Committee
insisted on the change of design.
2. Review and approve the following change orders:
PCO#00313 $ 27,875.00 CM Contingency Provide Haz. Mat. Abatement at 2nd floor
A house at pipe penetrations.
Mr. Shamas then reviewed the details of the full containment required for
abatement of pipes in A House on the 2nd floor. He added that in the coming
months there should be a very few items for Norwalk High School.
** MR. HEMPSTEAD MOVED TO APPROVE THE FOLLOWING
CHANGE ORDER:

accommodate duct work due to field cond.

Per A/E request.
PCO#00407 $ 3,076.55 Increase GMP Provide 2 concrete pads at Cafeteria exterior
doors per Building Official’s request.
PCO#00409 $ 18,419.85 Increase GMP Provide additional Fire Alarm work needed
to correct the system.
PCO#00410 $ 16,295.33 CM Contingency Provide additional break metal at various
windows thru the building due to field cond.
The Commission reviewed the change orders approved by staff. There were no

B. Roton Middle School

Mr. Shamas said that the project is basically done. The closeout documents have
been turned over to the State and Certificate of Occupancy have been issued. The
State still needs to audit the project. Mr. Lo commented that the State is coming
next week to audit Columbus and Tracey projects.
C. Ponus Ridge Middle School
1. Project update - by Amar Shamas (Program Manager)
The project is completed, including the conversion of the auxiliary gym, which is
now occupied. All of the items for the final Certificate of Occupancy have been
completed. Next month there will be a few more items. All of the State Change
Orders have to be submitted before Nathan Hale and Ponus can be submitted to the
Board of Education for final acceptance. The Mayor suggested that the schools be
presented on separate agendas and that the principals of the various schools be
present at the meeting.

previously approved change orders,
correction by Newfield.
PCO#0074 $ 14,338.45 Increase GMP Provide window limiters at various
window locations per Building Official.
PCO#0078 $ 5,175.41 Increase GMP Provide black-out tint at gym windows
due to field conditions.
The Commission reviewed the change orders approved by staff. There were no
additional questions or comments on the items.
D. Nathan Hale Middle School

Nathan Hale is also completed and only minor housekeeping needs to be attended
to.

window locations per Building Official.
CA#0036 $ 9,213.77 CM Contingency Provide additional hardware and keying
at various building locations.
The Commission reviewed the change orders approved by staff. There were no
additional questions or comments on the items.
III. STATUS ON THE SCHOOL FACILITIES ASSESSMENT REPORT
UPDATE
Mr. Shamas said that the report was sent to Mr. Gorian for review and then the
comments will be sent back for updating before the presentation to the Board of
Education. The report evaluates all eighteen buildings. Mr. Iannaccone suggested
that this report go to the BOE Finance Committee before going to the full Board of
Education.

There were no miscellaneous items to discuss.
