Norwalk Facilities Construction Commission March 4, 2009 Minutes (Draft) CITY OF NORWALK NORWALK FACILITY CONSTRUCTION COMMITTEE REGULAR MEETING MARCH 4, 2009 ATTENDANCE: Mayor Richard A. Moccia, Joseph Beggan, Richard Tavella, Richard Bonenfant, Glenn Iannaccone, Steven Kerschner, Dr. Dan Cook STAFF: Alan Lo, Building and Facility Manager, Amar Shamas, Gilbane, CALL TO ORDER The Mayor called the meeting to order at 5:35 p.m. MINUTES OF PREVIOUS MEETING January 7, 2009 ** MR. BEGGAN MOVED THE MINUTES OF JANUARY 7, 2009 ** THE MOTION TO APPROVE THE MINUTES OF JANUARY 7, 2009 MEETING AS SUBMITTED. NORWALK SCHOOL PROJECTS The Mayor said that he had not applied for any “Shovels in the Grounds” for school projects because Norwalk had just completed renovation of a number of schools. Mr. Bonenfant asked if there was any possibility of the State not paying their reimbursement for the school projects. The Mayor said that he did not believe that this would happen. Norwalk High School Mr. Shamas said that there were still some punch items and that the list was becoming shorter. He said that the “as builts” and manuals have been turned over to the school. There are some corrections that remain to be done and the Fire Marshal needs to do a final inspection. Mr. Lo then reviewed the budget figures with the committee. He said that there were a number of items that were less than $15,000 that still needed to be addressed. The Mayor said that the Committee needed to wait until the final closeout before dealing with the other issues. He said that he does not wish to exceed the current budget of 41 million dollar. The Mayor said that if there were safety issues involved, then the issues need to be addressed. Mr. Shamas said that there was another issue with glycol in the heating system. The Mayor said that it would be important to compile a list in terms of priority and costs. PCO#00412 $ 4,842.44 CM Contingency Provide work associated with epoxy of column straps and misc. carpentry at plumbing chases. PCO#00413 $ 2,392.21 Increase GMP Final bond costs reconciliation for flooring contractor. PCO#00414 ($ 2,436.00) Decrease GMP Credit for labor only for installation of articulating arms for lap tops per NPS direction. PCO#00432 $ 1,020.00 CM Contingency Provide additional controls work at unit ventilators per A/E direction. Roton Middle School Mr. Shamas said that the appropriate documents have been filed. Ponus Ridge Middle School Mr. Shamas gave a brief update on the finalization of this project. CA#0040 $ 1,483.00 CM Contingency Provide additional painting at Nurse area due to field conditions. Ben Franklin Central Heating system project update. Mr. Lo said that this project had gone through a process and that the energy reduction for half the season was $16,226, which is a 51.1% from 2006-7 and a 62.7% reduction for 2007-8. The Mayor said that for the next meeting the Committee needed to start thinking about what the focus should be for the next few months. The discussion then moved to the routine maintenance programs for the schools. Mr. Shamas then reviewed the maintenance programs for the co-gen and chiller systems at Norwalk High School.
