I. ROLL CALL
The Mayor called the meeting to order at 5:35 p.m. and thanked everyone for attending.
II. MINUTES OF PREVIOUS MEETING(S)
January 6, 2010
** MR. BONDI MOVED TO APPROVE THE MINUTES OF JANUARY 6, 2010 AS
SUBMITTED.
** THE MOTION PASSED UNANIMOUSLY.
III. NORWALK SCHOOL PROJECTS
A. Elementary Schools Facilities Study
1. Review recommendation for design consultant for the Elementary Schools Facilities
Study and refer the following to the Common Council:
“Authorize, the Mayor, Richard A Moccia, to execute an agreement with Partners
for Architecture, Inc. to provide professional design services for the Elementary
Schools Facilities Study for a total not to exceed $37,500.00 plus a reimbursable
allowance of $2,000.00. (Acct. # 090-45010 5777 B0291)”
Dr. Cook explained that the Board of Education had directed the District staff to research the
enrollment projections and prepare an evaluation on the existing space in the elementary schools.
An RFP was created and there were five respondents, four of which were interviewed. At the
most recent meeting of the Board of Education, the Board approved the hiring of Partners for
Architecture. The Mayor said that he appreciated everyone’s hard work on this issue. Dr. Cook
said that he hoped to have this study to present to the Board in May.

EXECUTE AN AGREEMENT WITH PARTNERS FOR ARCHITECTURE, INC. TO

IV. MUNICIPAL BUILDING IMPROVEMENT PROJECTS
A. Old Police Station – Project update
Mr. Lo explained that DPW has requested $1.75 million for the demolition of the former Police
Station in Mathews Park in the upcoming Capital Budget. The abatement process has started.
Mr. Lo then reviewed the site plans with the Commission members. He added that he is looking
to go out to bid soon and have the project start in July in the event that the City approves funding
.
The Mayor said that there were Open Space grants available and Ms. Pytleski would be in touch
with Mr. Mocciae and Mr. Lo about this. These grant funds will cover landscaping, trees and
park benches. These funds are specifically targeted towards remediating space into open space.
Mr. Lo reviewed the details of the demolition and explained how the foundation walls will be
removed down to three feet below grade level and the foundation will be filled in.
