Mr. Sead called the meeting to order at 7:00 PM.

Mr. Sead called the roll, and all members listed were in attendance. There was not a quorum present.

IV. NEW BUSINESS
A. AUTHORIZE THE MAYOR HARRY W. RILLING, TO EXECUTE A
CONTRACT WITH MES FOR A TOTAL NOT TO EXCEED $247,690.00, FOR
THE PURCHASE OF NEW SELF-CONTAINED BREATHING APPARATUS
(SCBA) FACEPIECES AND REGULATORS

Assistant Chief McCabe said the firefighter SCBA comprises four main components: the air
bottle, the harness, the regulator, and the face piece. These funds will replace the regulators and

facepieces so the fire department will comply with the 2024 NFPA regulations. The NFPA will
not allow new components to be retrofitted with older components, so the SCBAs that we
currently have are still within regulations. Still, we cannot purchase other components and
retrofit them with older packs, so we will need to purchase all of the components to comply with
the new regulation.
Mr. Goldstein asked if this would complete the project or if there was another stop. Asst. Chief
McCabe said, “Yes,” this would complete the components and get them back into compliance.
Mr. Frayer joined the meeting at 7:06 PM.

SAFETY GROUP FOR PAYMENT OF HARDWARE AND SOFTWARE
SUPPORT OF THE ALPR’S. THIS PAYMENT IS FOR THE FIRST YEAR OF A
24-MONTH AGREEMENT FOR SERVICES COMMENCING AUGUST 25, 2025,
AND ENDING AUGUST 24, 2027.

Deputy Chief Lepore said last year the Department of Justice awarded the police department grant
funding under project safe neighborhood grant which paid for the first year to FLOCK for the
automatic license plate readers which were installed around the City of Norwalk to include areas that
were identified where crimes, car burglaries, and stolen motor vehicles had occurred. The system
allowed officers to work and coordinate efforts with other state and federal agencies. She said they
are requesting to utilize the non-competitive procurement justification form for Flock Safety Group
for hardware and software support of the ALPRs. The payment is for the first year of a 24-month
agreement commencing August 25, 2025, and ending August 24, 2027. The Police Department is
budgeted for it, and the purchasing department has approved the payment.
Mr. Frayer asked if the units are fixed in specific locations or can be moved around. Deputy Chief
Lepore said there are fixed cameras on telephone poles. Mr. Frayer asked if they have other products
that can be moved around. Deputy Chief Lepore said, “Yes,” but they have license plate readers
installed on all patrol cars.
Mr. Sead asked what would be recorded with the license plates, how that information would be
stored, and whether there would be a period when that information would be wiped out. Deputy
Chief Lepore said no data is stored and is not part of the DMV system or any national crime
database.
Mr. Sead said that these cameras will be a good tool for the police department on the main
thoroughfares, where people are speeding.

FUNDING UNDER THE DEPARTMENT OF TRANSPORTATION 2025 SPEED
AND AGGRESSIVE DRIVING GRANT, PROJECT NUMBER 0205-0706-AR.
Deputy Chief Lepore said that on an annual basis, the Police Department applies to the Connecticut
Department of Transportation for the 2025 speed and aggressive driving grant and has received a
grant award of $69,942 based on crash data. The crashes in Norwalk have remained consistently
high in past years, resulting in increased injuries. The UCONN crash repository indicated that
Norwalk would benefit from additional police presence and enforcement on our roadways. The
additional enforcement actions will help deter speed-related crashes and encourage safe and
responsible motor vehicle operation. The officers will focus on moving violations and will issue
verbal warnings, written warnings, infraction tickets, and make arrests when appropriate. The grant
parameters are set to increase patrols on Fridays through Mondays during peak traffic hours, where
data show increased speed and aggressive driving problems. The grant is for July 1, 2025, through
September 5, 2025.

Mr. Goldstein said he thinks it would be interesting to see the police eventually working with TMP
to put together a strategy to combine the powers of police enforcement and the presence and
strategic placement of automatic traffic cameras to clamp down on people speeding unnecessarily
because that is one of the biggest complaints we get as elected officials.

PROVIDED BY THE BJA FY 24 EDWARD BYRNE MEMORIAL JUSTICE
GRANT (JAG) AWARD# 15BJA-24-GG04596-JAGX
Deputy Chief Lepore said the Norwalk Police Department is requesting the purchase of
investigative equipment from Motorola Solutions. The equipment will interface with other
agencies that have it, and it is for covert operations, and the funding is available through the
grant. Mr. Goldstein asked if the funding is available or will be made available once approved.
Deputy Chief Lepore said they were awarded the grant for $18,000 for equipment and personnel
hours. Once they decide to purchase equipment, it needs to be approved to create a purchase
order, which will be reimbursed through the grant. The grant was accepted and approved at the
January 14, 2025, Common Council meeting.

CITY OF NORWALK COMMENCING ON OCTOBER 19, 2024 AND ENDING
JUNE 30, 2025, IN THE AMOUNT OF $209,958 TO BE PAID FROM ACCONT#

Deputy Chief Lepore said the MOA is with the Recovery Network Program Inc. and funds the
Behavioral Health Unit for the social workers assigned to the Police Department. The MOA does
not have a termination date, but the staff was increased in 2022 to two social workers, so there
needs to be an amendment to the MOA, which expired in October, stating that they would like to
continue to use the two full-time social workers. The funding is in place.
Mr. Goldstein said this program seems to have been a phenomenal success and requested that
Department Chief Lepore elaborate on it. Deputy Chief Lepore provided an overview of the
program and said that each month, the two social workers go out on 55-60 cases and help people
with services that the City of Norwalk or the State of Connecticut offers, and help to get people
in the right direction.
Mr. Sead thanked the Deputy Chief for providing an overview of the program and said it is
wonderful and leading in the state.

C. APPROVE THE RECOMMENDED VAPE SHOPS FEES RE VAPE SHOPS

Mr. Livingston said this is simply a matter of having the Common Council acting first through
this committee to approve the fees established by the city clerk for the license, license renewal,
and replacement fee for a vape shop license. The license will be administered through the city
clerk’s office, and the ordinance will go into effect on August 1, 2025. The goal is to have the
ordinance up and running no later than the middle of next month, and we are well on the way to
setting up the license process.
Mr. Sead said he thinks this ordinance is very important. Each week, the police respond to vape
shops selling dangerous products, and this is a step in making the community safer.

LOCAL SOLICITATION AND ITS CERTIFICATIONS AND ASSURANCES
FORM.
Deputy Chief Lepore said the JAG grant awarded by the Department of Justice in January 2025
was missing a certification and assurances form, so she requested that she forward it to the
committee this week so it can go to the Common Council for approval. She presented and read
the form to the committee, which indicates that the Norwalk Police Department may utilize the
grant funds to pay overtime for increased patrols, improve safety and security, and reduce crime
at multiple locations throughout the city. The JAG funds may also be used to purchase
equipment necessary to assist in policing, protecting the public, conducting investigations, and
improving citizens' compliance with the laws. The mayor has already signed off on the grant,
which has already been accepted and approved.

VI.
Mr. Sead said he thinks it's important to discuss the work that the police department is doing,
especially in the community services division. Community policing is an important part of
building trust in the community, and the Norwalk Police are doing a great job.
Deputy Chief Lepore said last month the Community Police Division took 1,041 calls for
service. The Community Police Division includes three traffic unit officers, three patrol officers,
two sergeants, a lieutenant who oversees the division, the Behavioral Health Unit, which also has
an officer assigned, and the Animal Control Division. She provided an overview of the events
that the Community Police Division attended. She said they also did selective enforcement at 86
locations throughout the city, and all of the locations are based upon requests from citizens and
high-accident areas to hopefully reduce the number of accidents in those locations. The traffic
officers are certified in installing children's car seats, assisting with two-car seat installations, and
giving out seven DUIs over March.
Deputy Chief Lepore said the Behavioral Health Unit opened 55 cases in March, addressed 55
cases, closed out 45 cases, hospitalized 31 cases, partnered with the state’s attorney in three,
referred 24 cases for services, and worked with the families on 22 cases.
Deputy Chief Lepore reported on Animal Control that 64 incidents were addressed, four animal
bite incidents were reported, six enforcement/infractions/summonses were issued, and three dogs
were adopted.
Mr. Sead said it is really good to see the Norwalk Police Department entrenched in the
community and a part of its fabric, with children, senior citizens, etc. He was very excited to see
all of the great things they are doing and thanked them for that.
Mr. Goldstein agreed with Mr. Sead’s comments and said the Community Police Officers are
everywhere, which makes such a big difference, and he always appreciates that.

Background:
The facepieces and regulators are being replaced citywide to comply with the new 2024
NFPA regulations for Self-Contained Breathing Apparatus (SCBA). The new regulations do
not allow retrofitting for compatibility with our current equipment. This purchase is part of
a three-phase upgrade that includes face-pieces/regulators, SCBA cylinders and filling
stations, and SCBA harnesses. This portion was approved in the 24-25 Capital budget. The
SCBA cylinders were obtained last year through ARPA funding. The harnesses are being
replaced using the 25-26 approved capital funding. MES is the regional vendor used by the
Norwalk Fire Department for Scott equipment under the Sourcewell Cooperative
Purchasing Agreement contract #011824.

The Connecticut Department of Transportation (DOT) has approved the application submitted by
the City of Norwalk Police Department for an award under the application entitled 2025 Speed
and Aggressive Driving grant award. The grant award is approved for $69,942.06. The grant
effective date runs from July 1, 2025 to September 5, 2025. The grant is focused on increasing
public safety.
According to the Crash Data Repository at UCONN, aggressive driving-related crashes in
Norwalk has remained consistently high in past years 1,221 in 2021 to 968 in 2023. Accidents
attributed to aggressive driving also has resulted in an increase of injuries. UCONN Crash Data
Repository indicates that Norwalk would benefit from additional police presence and
enforcement on our roadways. The additional enforcement actions will help in the deterrence of
speed related crashes and encourage safe and responsible motor vehicle operation.
The most problematic areas in Norwalk are the main thoroughfares which serve as the municipal
arteries of the City. Additional primary roads, used to access these thoroughfares, will also be
target areas. Officers will focus on enforcing moving violations. They will issue verbal

STATEMENT OF THE PROBLEM AND BACKGROUND INFORMATION
According to the US Census, in 2020, Norwalk had a population of 91,142 people. Since 2000, when the
population was 82,951, the population in Norwalk has grown by 9.9%. According to the UConn Connecticut Crash
Data Repository, the number of aggressive driving-related crashes in Norwalk has remained consistently high
over recent years, ranging from 1,221 in 2021 to 968 in 2023. Accidents with injuries attributed to aggressive
driving during the same period, 2020-2023, have decreased from 462 to 356. The UConn Connecticut Crash
Data Repository indicates that the most problematic areas in Norwalk are along the main thoroughfares of Rt. 1,
Rt. 7, East Ave, and West Ave. Additionally, the primary roads used to access our local beach and parks during
the summer months —Gregory Blvd, Beach Rd, West Rocks Rd, East Rocks Rd, Fillow St, Grumman Ave, and
Newtown Ave —would benefit from an increased police presence and enforcement. Data gleaned through the City
of Norwalk's Streetlight Data program for the year 2024 indicates that the roadways with the highest volume of
vehicles and most significant incidents of speeding are West Rocks Rd, Newtown Ave, Strawberry Hill Ave, Van
Buren Ave (section of Rt. 1), Dr. Martin Luther King Blvd, Lower Wilson Ave, Highland Ave, and Upper Main Ave.
The periods of the day when motor vehicle traffic is most voluminous are during the morning rush hours, the
midday lunch hour, and the evening rush hours. Additionally, we observe an increase in aggressive driving and
speeding during the evening hours on weekends, likely due to the abundance of restaurants, bars, and social
establishments in Norwalk. From 2019 to 2023, Norwalk has experienced five aggressive driving crash-related
fatalities and 2075 aggressive driving crash-related injuries. During the 2024 Speed and Aggressive Driving
Grant, Norwalk Officers conducted 1,202 stops and wrote 1,153 infractions.

To Increase High Visibility Speed and Aggressive Driving Enforcement, especially in areas with high population, high
traffic volumes and roadways with low posted speed limits. These areas have been identified through state level problem
identification as the most likely to effect the greatest number of speed related crashes through HVE speed enforcement.
To reduce or maintain speed related crashes during the grant period below the 3 year average (2019 - 2021).
Describe the objectives to be accomplished during this project.
The objectives should be specific, clearly written, measurable, and time-framed.
Through a focused police presence and enforcement at targeted times and locations, as determined by compiling statistical
data (UConn data repository), we will enhance our enforcement capacity, deter speeding and aggressive driving, and
promote safe and responsible motor vehicle operation on City streets. We intend to reduce the frequency of m/v accidents,
as well as the incidents of injuries resulting from crashes in Norwalk. This will be achieved through an increased police
presence and enforcement activity. Officers will issue infractions and make arrests, when appropriate, for Title 14 moving
violations and criminal offenses. With the increasing population in Norwalk comes a greater need for responsible safety
measures to maintain public safety and well-being. This grant will focus on matching the dynamic growth Norwalk has
experienced and enhancing public safety. The correlation between increased enforcement and a decrease in crash-related
injuries in 2024 is noted in the "Problem ID" for this grant.

locations identified through statistical analysis as having a higher-than-normal frequency of violations and crashes. Officers will
conduct motor vehicle stops and will issue verbal warnings, written warnings, infraction tickets, and make arrests when appropriate.

Under the terms and conditions of this project application, ALL SUPPORTING DOCUMENTATION must be submitted to the
Highway Safety Office no later than thirty (30) days after the project's ending date. Please verify the project start date, project

All reimbursements must include the invoice as well as proof of payment (examples: for airfare or hotel; a billing statement
showing a zero balance, a screen shot from system showing vendor and payment amount with voucher number, copy of front
and back of canceled check, or notarized letter which includes check number and date when expenditure was paid).
Deadline for all federal reimbursements for salary positions must be invoiced to the CT Highway Safety Office (HSO) no later
than October 30th. Failure to do so may jeopardize your reimbursement.
All salary reimbursements must be accompanied by signed timesheets and/or reports. Signature of both the employee and
authorizing Supervisor is required.
Deadline for all federal reimbursements for commodity purchases and other pre-approved grant items should be submitted to
the HSO no later than October 30th.
Photocopies of any media coverage (if applicable) or supportive documentation can be included. Grant category budgets
should be adhere to, funding is not fluid between budget categories. Only expenses contained in the approved Highway Safety
Project application may be claimed for reimbursement.

The State highway safety agency—
Will take all measures necessary to ensure that no person in the United States shall, on the grounds of race, color, national
origin, disability, sex, age, limited English proficiency, or membership in any other class protected by Federal
Nondiscrimination Authorities, be excluded from participation in, be denied the benefits of, or be otherwise subjected to
discrimination under any of its programs or activities, so long as any portion of the program is Federally-assisted;
Will administer the program in a manner that reasonably ensures that any of its subrecipients, contractors, subcontractors, and
consultants receiving Federal financial assistance under this program will comply with all requirements of the
NonDiscrimination Authorities identified in this Assurance;
Agrees to comply (and require its subrecipients, contractors, subcontractors, and consultants to comply) with all applicable
provisions of law or regulation governing US DOT’s or NHTSA’s access to records, accounts, documents, information,

determine are appropriate, including but not limited to withholding payments to the contractor/funding recipient under the
contract/agreement until the contractor/funding recipient complies; and/or cancelling, terminating, or suspending a contract or
funding agreement, in whole or in part; and
e. To insert this clause, including paragraphs (a) through (e), in every subcontract and subagreement and in every solicitation for
a subcontract or sub-agreement, that receives Federal funds under this program.
POLITICAL ACTIVITY (HATCH ACT)

The State will comply with provisions of the Hatch Act (5 U.S.C. 1501-1508), which limits the political activities of employees whose
principal employment activities are funded in whole or in part with Federal funds.

whose salary is supported with NHTSA funds from engaging in direct communications with State or local legislative officials, in
accordance with customary State practice, even if such communications urge legislative officials to favor or oppose the adoption of a
specific pending legislative proposal.

products produced in the United States, unless the Secretary of Transportation determines that such domestically produced items
would be inconsistent with the public interest, that such materials are not reasonably available and of a satisfactory quality, or that
inclusion of domestic materials will increase the cost of the overall project contract by more than 25 percent. In order to use Federal
funds to purchase foreign produced items, the State must submit a waiver request that provides an adequate basis and justification
for approval by the Secretary of Transportation.
PROHIBITION ON USING GRANT FUNDS TO CHECK FOR HELMET USAGE

The State and each subrecipient will not use 23 U.S.C. Chapter 4 grant funds for programs to check helmet usage or to create
checkpoints that specifically target motorcyclists.

The following sanctions policy will be in effect for sub grantees who do not submit Audit Reports or who do not correct findings in
