Chairman Frayer called the Roll: James Frayer, Anne Wennerstrand, Barbara Smyth
At Roll Call there were three (3) Committee members present, there was no quorum.
Heather Dunn, Darlene Young, Dajuan Wiggins, and Nora Niedzielski-Eichner were absent.

III. ACCEPTANCE OF MINUTES
A. REGULAR MEETING: JULY 1, 2025
Due to the lack of a quorum, there was no action taken on this item.
IV. PUBLIC PARTICIPATION
Diane Lauricella asked for a copy of the public education plan Win Waste stated they
would have. She talked about street sweeping and if it includes toxic testing. She said
$130/ton is quite steep and they should find a cheaper disposal. Yard Waste Contract
needs to find innovative and optimized ways to utilize leaves and perhaps give
residents some mulch back. She would like to have a more holistic approach like New
Canaan. She spoke about yard waste and food waste recycling and having mini sites.
She urged them to approach the issue of yard waste in a much more sustainable and
resilient way since Norwalk is attempting to be the greenest city.
Chairman Frayer closed public participation at 7:08p.m.

SCANNING SERVICES, FOR AN AMOUNT NOT TO EXCEED $228,745.00.

Mr. Ho reported on this. He explained that the software they currently use is for storing and
retrieving large format drawings digitally. They have been looking for an alternative company
because the one they have now has many capabilities that they do not need and that makes
managing it and maintaining it difficult for IT. This will also free up staff to do other things
while this is being done. There is a one-time initial fee, then there will be an annual fee.
B. TECHNICAL CORRECTION OF THE COMMON COUNCIL ACTION OF
FEBRUARY 11, 2025, ITEM VII.B.1 TO ADD AN ACCOUNT NUMBER 520000-5796-
MLK08 DESIGNATED FOR ON-CALL SURVEYING SERVICES.
AUTHORIZE THE MAYOR, HARRY W. RILLING, TO EXECUTE AN AMENDMENT

Ms. Valadares reported on this. This is an extension to the contract the committee has already

Ms. Valadares stated this is an extension to the contract the committee has already approved.
Once this contract expires, they will put out a new RFP. She said they are looking at alternatives.
They would like to have a place where they could process their yard waste and food composting.
They do not have a site yet or a permit that would allow that. They have been applying for grants
for this project. The committee talked about different possibilities for sites and possibly
collaborating with other cities and/or towns.

Mr. Meehan reported on this. The Engineering estimate was much lower than the lowest bidders.
Prices have increased along with the tariffs, so the bid costs were higher. They discussed the
numbers.
VI. REPORTS
A. TREE OPERATIONS AND PROGRAMMING JUNE 2025
Mr. Torre reported. Lantern flies are still around especially in East Norwalk. 19 removals: 9 in
the parks, 5 in the schools and 5 in the right-of-way. There were 42 pruning: 15 in the parks, 12
in the schools and 15 in the right-of-way. They were able to save a tree located on Flax Hill
Road that was being protested. In past years, they have planted more trees than they have
removed.
B. SOLID WASTE COLLECTION ROLL OUT UPDATE
Ms. Valadares gave an overview of the new garbage collection. They have just completed their
first month. They have a list of eligible units that they service. They did not receive extra cart
requests as they expected but believe they will get more in coming months. As of Monday, they
stopped collecting non-compliant or unqualified people. Bins have been tagged if they are not in
compliance and they have been receiving many calls. Over 90% of the people are complying.

Mr. Szabo reported that their percentages are just about the same as last year. He said the
recycling is down and their costs are up. He went over the rebates they received. The Eyerecycle
program has been successful. The Household Hazardous Waste Collection Day will be held on
the last Saturday in August.
D. FOOD SCRAP DROP-OFF REPORT JUNE 2025
Mr. Szabo reported. The committee discussed the percentages and how to improve/expand the
program. It was stated that some residents have begun to compost on their own.
E. UPCOMING PROJECTS STATUS
Mr. Meehan gave an overview of the projects in the city.
