Call To Order Call to order at 6:30 p.m. 2. Roll Call Present were members of the Contract Review Committee President Anan Abu-Taleb and Trustees Adam Salzman and Robert Tucker. Others present were Village Clerk Teresa Powell and staff members Village CFO Steve Drazner, Village Engineer Bill McKenna, Village Manager Cara Pavlicek, Village Attorney Paul Stephanides and Public Works Director John Wielebnicki. 3. Public Comment There was no public comment. 4. Approval of Minutes ID 16-244 Approval of Minutes from July 18, 2016 Motion to Approve Minutes for July 18, 2016 Contract Review Committee Meeting of the Village Board. It was moved by Trustee Salzman and seconded by Trustee Tucker to approve the minutes of the July 18, 2016, meeting. The minutes were approved as submitted. 5. New Business ID 16-243 Review of Applicable Items Scheduled for the August 1, 2016 Regular Meeting The committee reviewed the following contract items. RES 16-283 A Resolution Approving a Professional Services Agreement with Thomas Engineering Group LLC for the Design of the Lake Street Streetscape, Resurfacing, and Utility Improvement Projects in an amount not to exceed $1,080,000.00 and Authorizing its Execution Trustee Salzman asked for clarification of the projected total cost of this project and requested that the Board be informed of the total cost as each part is approved as a Village of Oak Park Page 1 Printed on 12/14/2018 Contract Review Committee Meeting Minutes August 1, 2016 check-in with the public about the overall Lake Street plan. There was discussion of whether this project could be done internally; staff are not available within the IDOT schedule deadline and are generally used for more routine projects such as current paving projects. There were questions about sharing engineering staff with other governments, but their projects tend to be much smaller and River Forest was concerned about liability issues. A traffic study and innovative ways to address the non-aligned streets at Lake Street were requested for future reports. RES 16-287 A Resolution Approving Releases in United States District Court Case No. 14 CV 8363 Trustee Tucker asked for clarification of which case was referenced. MOT 16-093 A Motion to Direct Staff to Prepare an Agreement between the Village and WDF-3 Wood Oak Park Owner, LLC As Developer of the Vantage Oak Park Project at Lake Street and Forest Avenue as Recommended by the Oak Park Economic Development Corporation (Oak Park EDC). Manager Pavlicek reported that this was recommended by the OPEDC; sales tax from the restaurant will recoup this investment. The agreement will include the fiscal impact of this project. ORD 16-092 An Ordinance Amending the Fiscal Year 2016 Annual Budget President Abu-Taleb noted that this is a further amendment to the budget related to carry-over spending from 2015. He explained that Manager Pavlicek and CFO Drazner agree that going forward there will be no carry-over but that funds not used would be reappropriated for the following year. Members of the Contract Committee agreed with this change. 6. Old Business There was no old business. 7.
