Call To Order Village President Scaman called the meeting to order at 6:01 P.M. She authorized a statement be read providing that the meeting is being held remotely due to COVID-19 restrictions and guidelines and that it is not prudent to have people present at the Village Board's regular meeting location due to public health concerns related to that pandemic. 2. Roll Call Present: Village Trustees Enyia, Robinson, and Taglia; Village President Scaman Absent: None 3. Public Comment There was no Public Comment. 4. Approval of Minutes A. MOT 21-86 Minutes from the August 19, 2021 Meeting of the Personnel Committee It was moved by Village Trustee Robinson, seconded by Village Trustee Enyia, to approve the Minutes. The motion was approved. The roll call on the vote was as follows: AYES: 4 - Village President Scaman, Village Trustee Enyia, Village Trustee Robinson, and Village Trustee Taglia NAYS: 0 ABSENT: 0 5. New Business B. ID 21-244 Interviews of Executive Search Firms Selected by Personnel Committee to conduct Village Manager Search Pursuant to the Request for Proposals for Executive Search Services Human Resource Director / Assistant Village Manager Kira Tchang introduced the Item. She then introduced the three firm representatives who would be presenting that night: Art Davis from Baker Tilly, Dele Lowman Village of Oak Park Page 1 Printed on 10/21/2021 Personnel Committee Meeting Minutes August 19, 2021 from Gov HR , and Robert Slavin from Slavin Management consultants The representatives from the three firms then gave their presentations and answered questions from the Trustees. Village President Scaman then opened the floor for discussion. Village Trustee Taglia commented that all three firms were excellent. He thought that both GovHR and Slavin had strong engagement pieces in their proposals. He appreciates GovHR's focus on diversity and inclusion and that their engagement piece was made clear. Village Trustee Robinson commented all three firms were great options. GovHR stood out as they bring a significant amount of Oak Park recruitment experience and has recent recruitment within various government positions. The firm has a solid understanding of Oak Park and the industry and could bring a nice balance of the two to the process. They seem to have a robust electronic piece to their proposal, and the add-on features of leadership personality testing and a post hire 360 evaluation provides a full service level of assistance when bringing on a new Village Manager. Village Trustee Enyia agreed all three firms were very qualified. He thought GovHR stood out with their diverse leadership and their style of looking at Oak Park and finding the key differentiators for leadership. Their strong understanding of Oak Park as a community is also an advantage. He thought that Slavin brought a robust knowledge and skill set of filling these types of vacancies and appreciates their two-year guarantee as well as their passion for Oak Park and a genuine care in filling this position for the village. Village President Scaman commented that all three firms would do an amazing job and appreciates staff in bringing these firms forward for consideration. Village Trustee Taglia added he felt that Dele Lowman's discussion regarding the experience in Evanston was very heartfelt and honest. He was impressed with all three firms and felt they all provided a good feeling of a level of expertise. Village Trustee Taglia then moved to recommend GovHR be selected to be presented to the full Board as the selected vendor for this search. C.
