Call To Order Village President Scaman called the meeting to order at 6:35 P.M. She authorized a statement be read providing that the meeting is being held remotely due to COVID-19 restrictions and guidelines and that it is not prudent to have people present at the Village Board's regular meeting location due to public health concerns related to that pandemic. 2. Roll Call Present: Village Trustees Enyia, Robinson and Taglia; Village President Scaman Absent: None 3. Public Comment There were no Public Comments. 4. Approval of Minutes MOT 21-126 Minutes from the October 28, 2021, Meeting of the Personnel Committee It was moved by Village Trustee Robinson, seconded by Village Trustee Taglia, to approve the Minutes. The motion was approved. The roll call on the vote was as follows: AYES: 4 - Village President Scaman, Village Trustee Enyia, Village Trustee Robinson and Village TrusteeTaglia NAYS: 0 ABSENT: 0 5. New Business MOT 21-127 A Motion to Approve the Interview Process for Village Manager Candidates as Set Forth in GovHR USA’s Memorandum Dated December 9, 2021 Human Resource Director and Assistant Village Manager Kira Tchang introduced the Item. Katy Rush and Dele Lowman from GovHR then gave an overview of next Village of Oak Park Page 1 Printed on 1/20/2022 Personnel Committee Meeting Minutes December 14, 2021 steps in the interview process. For the first round of interviews, Katy Rush suggested interviewing 3 candidates in one day. If 5-6 candidates are selected, they suggested holding it over two days. The interviews would be virtual - 45 minutes long with a 15 minute break. After the first round of interviews they will have the opportunity to narrow the field further. For the second round of interviews, Katy Rush proposed a two-day interview process as follows: day one would include a tour of the community, a virtual community meet-and-great, and a department head interview panel; day two would include three different group panels (a Collaboration and Partnership Panel, an Inclusion and Diversity Community Panel, and a Village Board Panel), followed by panel debriefs, with the hope a candidate would be selected at the end of day two. Katy Rush and Dele Lowman from GovHR then requested the committee to confirm as soon as possible the days to interview the first-round candidates as well as the two-day final round in-person interviews. It was moved by Village Trustee Taglia, seconded by Village Trustee Robinson, to approve the Motion. The motion was approved. The roll call on the vote was as follows: AYES: 4 - Village President Scaman, Village Trustee Enyia, Village Trustee Robinson, and Village Trustee Taglia NAYS: 0 ABSENT: 0 6. Motion to Adjourn to Executive Session for Personnel Committee Meeting It was moved by Village Trustee Taglia, seconded by Village Trustee Robinson, to enter into Executive Session to enter into Executive Session pursuant to 5 ILCS 120/2(c)(21) - Approval of Executive Session Minutes, pursuant to 5 ILCS 120/2(c)(1) - the Appointment of a Specific Employee of the Village, and pursuant to 5 ILCS 120/2(c)(3) - the Selection of a Person to Fill a Vacancy in a Public Office. The motion was approved. The roll call on the vote was as follows: AYES: 4 - Village President Scaman, Village Trustee Enyia, Village Trustee Robinson, and Village Trustee Taglia NAYS: 0 ABSENT: 0 7. Call To Order A Personnel Committee Meeting is being conducted remotely at 6:30 p.m. with live audio available and optional video. The meeting will be streamed live and archived online for on-demand viewing at www.oak-park.us/boardtv as well as cablecast on VOP-TV, which is available to Comcast subscribers on channel 6 and ATT Uverse subscribers on channel 99. Remote Meetings of the Oak Park Village Board of Trustees are authorized pursuant to Section 7(e) of the Open Meetings Act. The Village President has determined that an in-person meeting is not practical or prudent due to the COVID-19 outbreak during the Governor’s disaster proclamation. It is also not feasible to have a person present at the Board’s regular meeting location due to public safety concerns related to the COVID-19 outbreak. 2. Roll Call 3. New Business Village of Oak Park Page 1 Printed on 03:45 PM December 14, 2021 Personnel Committee Meeting Agenda December 14, 2021 MOT 21-127 A Motion to Approve the Interview Process for Village Manager Candidates as Set Forth in GovHR USA’s Memorandum Dated December 9, 2021 Overview: The Personnel Committee previously discussed various components of the interview process for candidates for the Village Manager of Oak Park on October 20, 2021. Based on committee member feedback and input, GovHR is proposing an interview process that consists of the following recommended components: 1) Initial Interviews to be conducted virtually by the Personnel Committee. Will include approximately 6 candidates as identified by the Personnel Committee. *Optional written exercise. 2) Finalist Interviews to be conducted in person (in accordance with COVID protocols). Will include approximately 3 or 4 candidates as identified by the Personnel Committee. Will consist of a two-day process inclusive of: Village Tour (Village facilities, new developments, points of interest) Community Meet & Greet *Optional Q&A opportunity Department Head Panel Inclusion, Belonging & Sustainability Panel Collaboration & Partnership Panel Village Board Interview Panel Debrief It is recommended that the Inclusion, Belonging & Sustainability Panel be made up of 6-12 community leaders. Each Trustee may recommend 1-2 participants and the Village President may invite these stakeholders to participate. It is recommended that the Collaboration & Partnership Panel be made up of the chief administrative official of each Oak Park taxing body and supplemented with 2-3 commission chairs and 2-3 partner agency leaders. 6.
