I. Call to Order
Village President Abu-Taleb called the meeting to order at 6:32 P.M.
II. Roll Call
Present: 5- Village Trustee Barber, Village Trustee Brewer, Village Trustee Lueck, Village
Trustee Ott, and Village President Abu-Taleb
Absent: 2- Village Trustee Salzman, and Village Trustee Tucker
III. Consideration of Motion to Adjourn to Executive Session to Discuss Sale of
Property, Collective Bargaining and Litigation.
It was moved by Village Trustee Brewer, seconded by Village Trustee Barber, to
enter into Executive Session pursuant to 5 ILCS 120/2(c)(6) - discussion of sale of
property, 5 ILCS 120/2(c)(2) - collective bargaining, and 5 ILCS 120/2(c)(11) -
litigation, in Room 130. The motion was approved. The roll call on the vote was
as follows:
AYES: 5- Village Trustee Barber, Village Trustee Brewer, Village Trustee Lueck, Village
Trustee Ott, and Village President Abu-Taleb
NAYS: 0
ABSENT: 2- Village Trustee Salzman, and Village Trustee Tucker
V. Reconvene to Special Meeting in Council Chambers and Call to Order
The Special Meeting reconvened at 7:00 P.M.

VII. Agenda Approval
It was moved by Village Trustee Tucker, seconded by Village Trustee Ott, to
approve the agenda. A voice vote was taken and the motion was approved.

IX. Regular Agenda
A. MOT 15-061 Motion to consent to the Village President’s Appointment of:
Citizen Involvement Commission - Appoint as Chair John Troelstrup
It was moved by Village Trustee Ott, seconded by Village Trustee Tucker, that
this Motion be approved. A voice vote was taken and the motion was approved.
B. ID 15-142 Eisenhower Expressway (I-290) Update and Discussion: Utility Crossings,
Drainage, Bridge Sidewalk and Road Widths
Village Manager Pavlicek stated that she, Village President Abu-Taleb and Village
Trustee Lueck, as well as several staff members, have formed a working group with
representatives from IDOT and CTA. They have been meeting routinely; development
plans for the Eisenhower can now be broken down into segments for discussion and then
presented to the Board. This is the first of those meetings.
Rick Kuner. Mr. Kuner made several suggestions related to the sidewalks and bridge
decks on the Eisenhower.
Marion Kessy. Mr. Kessy commended the Board for addressing this issue.
Michelle Murphy. Ms. Murphy expressed concern about the lack of attention to the
intersection near her home.
Village Engineer Bill McKenna stated that tonight's discussion would focus on roadway
and sidewalk width on bridges and several utility crossings throughout the Eisenhower
corridor. He gave a Powerpoint presentation that detailed existing conditions of the seven
bridges in Oak Park and the recommended improvements. In addition, there are utility
improvements that the Village would like to complete in conjunction with the
recommended improvements to the Eisenhower. Water crossings will be replaced and
reduced from fourteen to five, and the four sewer crossings will be reduced to two. This
includes a replacement on Ridgeland and modification of the East Avenue crossing as
well as an additional sewer at Oak Park Avenue. The cost will be approximately $5.4
million for water main replacement and $8 million for sewer rehab. Those costs continue
to be refined.
IDOT is also looking at doing improvements to their drainage system that would allow
them to have additional capacity to lower the flood elevation. The intent is to never have
flooding on the roadway during a storm event.
Mr. McKenna and Village Manager Pavlicek answered questions from the Board. There
was a discussion regarding the cost of the utility improvements. Village Manager Pavlicek
commented that the Engineering Department has escalated the cost projection, as there
is no definite construction date; there is some flexibility in that dollar amount. She also
stated that the Village is petitioning to make this an IDOT expense. This will depend on
what the Village agreed to regarding future costs in their agreement made during the
installation of the Eisenhower.
Village President Abu-Taleb asked if the infrastructure improvement costs would be the
Village's responsibility if this project never occurs. Village Manager Pavlicek stated that
the Village's Capital Improvement Program has consistently had some level of

investments in utility crossings under the Eisenhower. In addition, they have been paid
for out of the Water and Sewer Fund, which is funded by fees that residents pay for water
and sewer. Occasionally, some bonds are issued.
Village President Abu-Taleb asked the representatives from CTA and IDOT that were
present to introduce themselves. He thanked them for attending the meeting.
Village Manager Pavlicek announced that future meetings on the Eisenhower will include
increasingly larger and perhaps more interesting topics. She noted that the public
comment on the Village website has been appreciated.
X. Adjourn
It was moved by Village Trustee Tucker, seconded by Village Trustee Ott, to
adjourn. A voice vote was taken and the motion was approved. Meeting
adjourned at 7:44 P.M., Monday, April 27, 2015.

Overview: As discussed at the February 18, 2015 meeting of the Village Board, a series of
Village Board Study Session are being held to allow Village Staff to present
information related to elements of the future reconstruction of the I-290
through Oak Park. As a part of this meeting, information will be presented
related to:
· Village infrastructure for water and sewer utilities that cross
underneath I-290;
· A brief overview of I-290 drainage through Oak Park; and
· A recommendation related to bridges which cross over the I-290 in Oak
Park and the sidewalk and road width improvements, including the
Home Avenue bridge, that are proposed as part of the reconstruction
project. It is noted that this discussion does not include aesthetic
design of these bridge crossings, as that topic will be addressed at a
later date.
It is also noted that comment site has been opened on the Village website
related to the recommended sidewalk widths. Residents are encouraged to
review the information at the link and share their comments on the sidewalk
recommendations through Monday, April 27, 2015 at noon. The site can be
