Call to Order Village President Abu-Taleb called the meeting to order at 7:30 P.M. II. Roll Call Present: 6- Village Trustee Barber, Village Trustee Lueck, Village Trustee Ott, Village Trustee Salzman, Village Trustee Tucker, and Village President Abu-Taleb By Phone: 1- Village Trustee Brewer Absent: 0 III. Agenda Approval It was moved by Village Trustee Tucker, seconded by Village Trustee Ott, to approve the agenda. A voice vote was taken and the motion was approved. IV. Village President's Welcome Village President Abu-Taleb welcomed the newly elected trustees and their families. He gave an overview of tonight's agenda, which is dedicated to the swearing in of the newly elected trustees and traditions such as reaffirming the Diversity Statement. V. Public Comment There was no public comment. VI. Resolution Certifying Election Results RES 15-264 A Resolution Proclaiming the Results of the Consolidated Election Held on April 7, 2015 Village Clerk Teresa Powell read the resolution aloud. It was moved by Village Trustee Brewer, seconded by Village Trustee Barber, that this Resolution be adopted. The motion was approved. Oath of Office Swearing in of Village Trustee Andrea Ott (4 year Term) Village Clerk Powell administered the Oath of Office to newly elected Village Trustee Andrea Ott. Swearing in of Village Trustee Adam Salzman (4 year Term) Village Clerk Powell administered the Oath of Office to newly re-elected Village Trustee Adam Salzman. Swearing in of Village Trustee Robert Tucker (4 year Term) Village Clerk Powell administered the Oath of Office to newly re-elected Village Trustee Robert Tucker. VIII. Regular Agenda RES 15-267 A Resolution Adopting the Diversity Statement Village Trustees Ott, Salzman and Tucker each read a part of the Diversity Statement aloud. It was moved by Village Trustee Barber, seconded by Village Trustee Ott, to adopt the Diversity Statement. The motion was approved. The roll call on the vote was as follows: AYES: 7- Village Trustee Barber, Village Trustee Brewer, Village Trustee Lueck, Village Trustee Ott, Village Trustee Salzman, Village Trustee Tucker, and Village President Abu-Taleb NAYS: 0 ABSENT: 0 IX. Regular Agenda for Items Pursuant to Village Code Chapter 2- Alcoholic Liquor Dealers or Realted Items (President Pro-Tem Ott) Village President Abu-Taleb recused himself from the meeting and Village President Pro Tem Ott presided over the following Item. RES 15-268 A Resolution Appointing the Local Liquor Control Commissioner Village President Pro Tem Ott read the Resolution aloud. It was moved by Village Trustee Lueck, seconded by Village Trustee Tucker, that this Resolution appointing Village Trustee Adam Salzman as Local Liquor Control Commissioner be adopted. The motion was approved. The roll call on the vote was as follows: AYES: 6- Village Trustee Barber, Village Trustee Brewer, Village Trustee Lueck, Village Trustee Ott, Village Trustee Salzman, and Village Trustee Tucker Village of Oak Park Page 2 Printed on 5/19/2015 President and Board of Trustees Meeting Minutes May 4, 2015 NAYS: 0 ABSENT: 0 ABSTAINED: 1- Village President Abu-Taleb X. Remarks Village President Abu-Taleb rejoined the meeting. Remarks from Newly Elected Trustee Ott Village Trustee Ott thanked her family for being present this evening and the residents of Oak Park for allowing her to serve them for another four years. She stated that Oak Park is a special place and it is no small task to carry on its legacy; the Village is going through a period of growth and renewal that will require strong leadership. She thanked her colleagues on the Board for their support. Remarks from Newly Elected Trustee Salzman Village Trustee Salzman wished a speedy recovery to the Oak Park police officer who was injured over the weekend and commended all police and fire personnel for their work. He expressed gratitude to his family and friends and fellow Oak Parkers for giving him the opportunity to serve. He also thanked Village Manager Pavlicek and her staff as well as each of his colleauges on the Board. In closing, he spoke about his daughters and told them that what he does as a trustee is important and encouraged them to serve their community should they ever be given the opportunity. Remarks from Newly Elected Trustee Tucker Village Trustee Tucker thanked his family for their support and praised Village Manager Pavlicek and other staff members. He described the Board as a talented group of individuals with diverse skill sets and stated that they are lucky to have Village President Abu-Taleb's leadership. He also spoke fondly about his running mates, Village Trustees Ott and Salzman. Remarks from Trustee Barber Village Trustee Barber stated that he is elated to have Trustees Ott, Salzman and Tucker on the Board for another term. Having a collaborative Board is more pleasant and productive and although they don't always agree, their discussions explore all sides of an issue in order to make the right decisions. He spoke about some of the intiatives that have begun and added that they are moving in the right direction. Remarks from Trustee Brewer Village Trustee Brewer congratulated his colleagues and stated that they each bring a unique set of talents to the Board. Over the next two years, the Board has a great opportunity to improve the quality of life in so many areas in Oak Park for so many people. By working diligently, cooperatively and collaboratively, they will get some of these things done. Remarks from Trustee Lueck Village Trustee Lueck congratulated her colleagues and thanked them for running for Village of Oak Park Page 3 Printed on 5/19/2015 President and Board of Trustees Meeting Minutes May 4, 2015 re-election. She commended Village Trustee Salzman for his willingness to learn and sincere interest in the opinions of others, Village Trustee Ott for her spirit and energy and Village Trustee Tucker for his humor, adding that it makes their work easier and creates the bond between them that allows them to disagree without taking it personally. She looks forward to the next four years. Remarks from President Abu-Taleb Village President Abu-Taleb congratulated and welcomed back Village Trustees Ott, Salzman and Tucker. He stated that he is proud of how this Board comes together. He announced that the Huffington Post reported that Oak Park has been named seventh in one of the ten best cities in the United States to relocate to. He noted that even though they don't always agree, the Board has the common goal of moving Oak Park forward. XI. Adjourn It was moved by Village Trustee Tucker, seconded by Village Trustee Salzman, to adjourn. A voice vote was taken and the motion was approved. A reception willl be held prior to the Swearing-In Ceremony for the newly elected at 7:00 p.m. in the Council Chambers. The President and Board of Trustees welcome you. Statements may be made by citizens at the beginning of the meeting, as well as when agenda items are reviewed. If you wish to make a statement, please complete the "Instructions to Address the Village Board" form which is available at the back of the Chambers, and present it to the staff table at front. When recognized, approach the podium, state your name and address first, and please limit your remarks to three minutes. Instructions for Public Comment Public comment is a time set aside at the beginning of each regular meeting for citizens to make statements about an issue or concern that is not on that meeting�s agenda. It is not intended for a dialogue with the board. You may also communicate with the board at 708.358.5784 or e-mail board@oak-park.us. Public comment will be limited to 30 minutes with a limit of three minutes per person. Regular Agenda RES 15-267 A Resolution Adopting the Diversity Statement Overview: It is a tradition in Oak Park for the Village Board of Trustees to reaffirm the diversity statement after each election. This is done at the first meeting in which the newly elected are sworn into office. IX. Regular Agenda for Items Pursuant to Village Code Chapter 2- Alcoholic Liquor Dealers or Realted Items (President Pro-Tem Ott) RES 15-268 A Resolution Appointing the Local Liquor Control Commissioner Overview: A resolution has been prepared for the appointment of the Local Liquor Control Commissioner in accordance with Section 5/4-2 of the Illinois Liquor Control Act of 1934, 235 ILCS 5/4-2, and Section 3-2-2 of the Oak Park Village Code, which require that when the Village President has an interest in the sale or distribution of alcoholic liquor, the President must direct the Village Board to appoint, by majority vote, a person other than him or her to serve as the Local Liquor Control Commissioner.
