Call to Order Village President Abu-Taleb called the meeting to order at 6:36 P.M. II. Roll Call Village Trustee Lueck joined the meeting at 6:50 P.M. Present: 5- Village Trustee Brewer, Village Trustee Lueck, Village Trustee Salzman, Village Trustee Tucker, and Village President Abu-Taleb Absent: 2- Village Trustee Barber, and Village Trustee Ott III. Agenda Approval It was moved by Village Trustee Tucker, seconded by Village Trustee Salzman, to approve the agenda. A voice vote was taken and the motion was approved. IV. Public Comment There was no public comment. V. Regular Agenda A. RES 15-396 A Resolution Authorizing the Execution of an Amendment to the Electric Power Supply Contract with Constellation NewEnergy, Inc. to Extend the Term and Amend the Prices for the Oak Park Community Choice Aggregation Program through the December 2015 Meter Reads. Village Manager Pavlicek stated that Consultant Mark Pruitt of the Illinois Energy Choice Aggregation Network has been watching the market on behalf of the Village and has recommended a short-term extension with Constellation through December 2015. Rates will be reduced to 6.75 cents/kWh for standard power and 6.85 cents/kWh for standard power plus Renewable Energy Credits from the current 7.05 cents/kWh and 7.15 cents/kWh. Constellation will also allow those currently enrolled in Renewable Energy Credits to opt out into the standard power option if they wish. Mr. Pruitt explained why he is recommending a two-month extension versus a long-term contract. A significant portion of the Wholesale Transmission Charges, called Capacity, is expected to be reset by the Federal Energy Regulatory Commission and the regional wholesale market administrator in late August as opposed to May as originally planned. It is expected that the new Capacity charges will go up and will increase the suppliers' cost to serve consumers. In addition, the inability to pass those increases on to consumers has resulted in bidders being reluctant to provide Oak Park with price offers Village of Oak Park Page 1 Printed on 9/9/2015 President and Board of Trustees Meeting Minutes August 13, 2015 until the Capacity costs have been defined. Village President Abu-Taleb asked why they can't just lock in a new price that goes to June 2016 instead of extending the existing contract. Mr. Pruitt explained that at that price point, the rate would be higher than Com Ed's. The current Com Ed rate in effect through May 2016 is 7.17 cents/kWh and the best offer received from an alternate supplier is 7.25 cents/kWh. Mr. Pruitt also noted that the direction received from the Board was to secure a rate that the Village can insert a fee onto that would go towards various local energy efficiency projects while still being lower than Com Ed's. If that is no longer a priority, they can go for a long term price now. Both Village President Abu-Taleb and Village Trustee Salzman noted that these incremental changes cannot guarantee a future long term lower rate, as this is difficult to predict. Village President Abu-Taleb noted he is sensitive to staff time and all that goes into this for something that is not a significant amount of money one way or the other. Village Manager Pavlicek commented that it is worth continuing on this course until year end. However, if the reason the community went to electrical aggregation is no longer beneficial, then they can return to Com Ed and perhaps restart aggregation at a later date when market prices are well below the Com Ed rate. It was moved by Village Trustee Salzman, seconded by Village Trustee Tucker, that this Resolution be adopted. The motion was approved. The roll call on the vote was as follows: AYES: 5- Village Trustee Brewer, Village Trustee Lueck, Village Trustee Salzman, Village Trustee Tucker, and Village President Abu-Taleb NAYS: 0 ABSENT: 2- Village Trustee Barber, and Village Trustee Ott VI. Adjourn It was moved by Village Trustee Tucker, seconded by Village Trustee Salzman, to adjourn. A voice vote was taken and the motion was approved. Overview: The Village is working with Mark Pruitt, Principal of the Illinois Energy Choice Aggregation Network relative to the Community Choice Electrical Aggregation program and it is being recommended that the Village execute a 2-month contract extension with Constellation in order to reduce residential electric rates months at a price of 6.75¢/kWh (standard power) and 6.85¢/kWh (standard power plus Renewable Energy Credits) beginning with the October meter reads from the current 7.05¢/kWh (standard power) and 7.15¢/kWh (standard power plus Renewable Energy Credits).
