Call to Order Village President Abu-Taleb called the meeting to order at 7:00 P.M. II. Roll Call Present: 6- Village Trustee Barber, Village Trustee Brewer, Village Trustee Lueck, Village Trustee Salzman, Village Trustee Tucker, and Village President Abu-Taleb Absent: 1- Village Trustee Ott III. Consideration of Motion to Adjourn to Executive Session to Discuss Personnel in Conference Room 130. It was moved by Village Trustee Tucker, seconded by Village Trustee Lueck to enter into Executive Session pursuant to 5 ILCS 120/2(c)(1) - discussion of personnel. The motion was approved. The roll call on the vote was as follows: AYES: 6- Village Trustee Barber, Village Trustee Brewer, Village Trustee Lueck, Village Trustee Salzman, Village Trustee Tucker, and Village President Abu-Taleb NAYS: 0 ABSENT: 1- Village Trustee Ott V. Reconvene to Special Meeting in Council Chambers and Call to Order The Special Meeting recovened at 7:30 P.M. VI. Agenda Approval It was moved by Village Trustee Tucker, seconded by Village Trustee Barber, to approve the agenda. A voice vote was taken and the motion was approved. VIII. Non-Agenda Public Comment Chris Donovan. Mr. Donovan discussed a Freedom of Information Act request he made regarding the Madison Street Coalition, as well as his efforts to inform residents about the Village of Oak Park Page 1 Printed on 4/19/2016 President and Board of Trustees Meeting Minutes April 11, 2016 Madison Street Road Diet. IX. Regular Agenda A. ID 16-128 Discussion regarding Construction Staging and Effects for the Eisenhower Expressway (I-290) Reconstruction Project Village Manager Pavlicek stated that Pete Harmet from IDOT will review construction staging of the project. Because the project is still in the early phases, this will not be a detailed construction plan but a series of slides regarding what is currently known about the construction elements. Rick Kuner. Mr. Kuner commented that IDOT needs to work closely with other transportation agencies during this project and that the Village should consider consulting with a NEPA attorney, as the National Environmental Policy Act is what is governing the Environmental Impact Statement that IDOT is putting together. Pete Harmet of IDOT stated that this presentation will focus on the three major phases of project development; Phase One - Planning, Phase Two - Final Design and Phase Three - Construction. It will also address overall guiding principles, I-290 construction approach and schedule, construction mitigation and best practices. Mr. Harmet spoke about the current phase of the project, Planning. They are looking at the basic constructability and construction sequence. Also being addressed are the need, if any, for construction right-of-ways and temporary easements, traffic management, and the conceptual outline of commitments and costs in the Letter of Intent. Phase Two, Design, will include working on contract plans for the project that contractors will bid on, soil surveys in order to identify any special circumstances, detailed engineering plans and entering into intergovernmental agreements regarding details and refined costs of the project. Phase Three, Construction, will implement the project plans and specifications and adjust to field conditions as appropriate. They will also communicate status and coordinate construction activities with the communities involved. Some of the overall guiding principles are to provide a safe and efficient work zone, minimize adverse effects to travelers in all modes of transportation, implement strategies to minimize community disruptions and communicate with surrounding communities and affected users regarding impacts and available travel options. Mr. Harmet noted that several improvements will be done on the I-55 in addition to off-system arterial improvements prior to commencement of construction. The estimated duration of the actual construction will be eight years. The first four years will be spent completing advance work such as local cross road and pedestrian bridges, utilities and retaining walls. The next four years will be dong mainline construction. This includes work on the expressway, major interchanges, mainline drainage as well as retaining and noise walls. He referred to several maps and discussed the sequence of construction in Oak Park and ways to minimize disruption to residents and commuters. Mr. Harmet answered questions from the Board. X. As a part of this meeting, information will be presented related to: o Construction Staging and Effects for the Eisenhower Expressway (I-290) Consistent with prior I-290 Study Sessions, the comment page has been opened on the Village website related to the conceptual construction staging and effects for the Eisenhower Expressway (I-290) reconstruction project.
