Call to Order Village President Abu-Taleb called the meeting to order at 7:01 P.M. II. Roll Call Present: 4- Village Trustee Barber, Village Trustee Lueck, Village Trustee Salzman, and Village President Abu-Taleb Absent: 3- Village Trustee Brewer, Village Trustee Button Ott, and Village Trustee Tucker III. Agenda Approval It was moved by Village Trustee Barber, seconded by Village Trustee Salzman, to approve the agenda. A voice vote was taken and the motion was approved. IV. Public Comment Ingo Schaefer. Mr. Schaefer expressed concern regarding enforcement of the vehicle sticker ordinance. Chris Donovan. Mr. Donovan quoted parts of the Freedom of Information Act and discussed results of his request. V. Regular Agenda ID 16-168 Discussion Regarding the Draft Letter of Intent for the Eisenhower Expressway (I-290) Reconstruction Project. Village Manager Pavlicek noted that this is the ninth meeting regarding the Eisenhower construction project. There will be a brief presentation in order to provide some public information and there will be approximately five to six weeks to assess it. Once the Board and residents have reviewed this during the month of June, there will be opportunities for detailed public comment and questions and comments from the Board. Village Engineer Bill McKenna stated that his presentation will describe the draft Letter of Intent, which is basically a summary of all the discussions that the Village has had with IDOT over the past 16 months. It includes items that directly affect the Village, such as roadway geometry, traffic impact, noise walls and cost sharing. Staff worked with IDOT to create charts that describe the Letter of Intent Items and breakdown of some of the cost sharing. There are still a number of items that staff is still working with IDOT on. Mr. McKenna gave an overview of each of the charts, which describe bridge and sidewalk widths, street lighting, roadway jurisdictions, bike and pedestrian accommodations, aesthetic elements, utility improvements, traffic signals and other items for consideration. He answered questions from the Board. Mr. McKenna also presented a cost summary for shared and local items. The Village's portion is $720,000 but does not include costs for the expanded decking, aesthetic improvements or any cost participation for the utility crossing at Oak Park Avenue. These are yet to be determined. Once additional comments are received, staff will work closer with IDOT on some of the outstanding items and will present a more refined Letter of Intent at a future session. Village Trustee Barber initiated a discussion about the expanded decking. He found the concept interesting but being responsible for one third of $67 million for the decking, foundations, etc. is a huge cost. Village Manage Pavlicek stated that staff is recommending retaining that option in the Letter of Intent. At this stage, it is simply indicating that this is an area of potential for the Village. It will most likely be a couple of years before a decision to work on designs has to be made. At that time there will be a better understanding of what Federal dollars are available for the Village to obtain for those expenditures. Staff does not want to remove it as an alternative because it hasn't fully been considered. Village Trustee Lueck added that this would be an opportunity to transform the landscape of Oak Park in a very positive way. Village Trustee Salzman clarified that the Board would be reserving an option for future boards to consider and are not forcing them to commit to an expensive proposition. Rick Kuner. Mr. Kuner noted that the next meeting regarding this topic is July 11. This gives the public plenty of time to take a look at the charts. VI. Adjourn It was moved by Village Trustee Lueck, seconded by Village Trustee Barber, to adjourn. A voice vote was taken and the motion was approved. Regular Agenda Village of Oak Park Page 1 Printed on 04:21 PM May 20, 2016 President and Board of Trustees Meeting Agenda May 23, 2016 ID 16-168 Discussion Regarding the Draft Letter of Intent for the Eisenhower Expressway (I-290) Reconstruction Project. Overview: As discussed at the February 18, 2015 meeting of the Village Board, a series of Village Board Study Session are being held to allow Village Staff to present information related to the future reconstruction of the I-290 through Oak Park. As a part of this meeting, staff will review information about the many elements which are proposed to be incorporated into a draft Letter of Intent (LOI) between the Village of Oak Park and Illinois Department of Transportation. Staff is not seeking comprehensive Village Board comment at this time about the information being presented at the meeting. Rather, staff will provide an overview of the information at the meeting and recommend a substantive discussion on July 11, 2016, as part of a proposed Special Meeting of the Village Board.
