Call to Order Village President Abu-Taleb called the Meeting to order at 7:34 P.M. II. Roll Call PRESENT: Village Trustees Brewer, Button, Lueck, Taglia and Tucker; Village President Abu-Taleb ABSENT: Village Trustee Barber III. Agenda Approval It was moved by Village Trustee Tucker, seconded by Village Trustee Button, to approve the Agenda. A voice vote was taken and the motion was approved. IV. Public Comment Jim Kelly. Mr. Kelly thanked the outgoing clerk and trustees for their service, and gave a special tribute to Trustee Lueck. He also congratulated the incoming clerk and trustees. Kevin Scott. Mr. Scott, a resident of Mills Park Tower, spoke about problems associated with the new public parking lot 119. Joseph Sarpy. Mr. Sarpy also discussed issues that have occurred due to that parking lot. V. Resolution Certifying Election Results A. RES 17-534 A Resolution Proclaiming the Results of the Consolidated Election Held on April 4, 2017 Village Manager Pavlicek commented that this is a traditional action of the Board to accept the election results from the Cook County Clerk. The resolution is prepared with their certified results. It was moved by Village Trustee Tucker, seconded by Village Trustee Button, to adopt the Resolution. VI. Oath of Office: VILLAGE CLERK B. ID 17-475 1. Remarks from Outgoing Village Clerk Teresa Powell 2. Swearing-In of Newly Elected Village Clerk Victoria (Vicki) Scaman 3. Remarks from Newly Elected Village Clerk Victoria (Vicki) Scaman Village Clerk Powell stated that it has been an honor serving the people of Oak Park for the past eight years and that she enjoyed working with staff and members of other government bodies. She expressed concern regarding the future of the Village Clerk's Office. Village Clerk Powell administered the Oath of Office to newly elected Village Clerk Vicki Scaman. Village Clerk Scaman stated that she is honored to serve as clerk and grateful to the voters of Oak Park. She thanked her family and friends for their support during her campaign. VII. Village Trustee Daniel (Dan) Moroney (4 year term) Village Trustee Tucker described Village Trustee Lueck as judicious, careful and compassionate and Village Trustee Brewer as big hearted, dedicated, loyal and with unquestionable integrity. He noted that he will miss Village Trustee Barber's sense of humor and thanked him for serving the Village in various capacities. Village Trustee Tucker thanked Village Clerk Powell for always doing her job with a smile and her Village of Oak Park Page 2 Printed on 5/16/2017 President and Board of Trustees Meeting Minutes May 1, 2017 dedication to finding great volunteers to serve on Village boards and commissions. He stated that the new trustees and clerk will bring energy, excitement and dedication to their new positions and welcomed Village President Abu-Taleb back to the table. Village Trustee Button spoke about all she has learned from Village Trustee Lueck, including how to fight to be heard as a woman on the Board. She discussed her work with Village Trustee Brewer on the Fair Housing Task Force and praised his leadership style. She called Village Clerk Powell an institution in Oak Park and expressed appreciation for her commitment to her job as clerk. Village Trustee Button spoke about and welcomed the incoming trustees and clerk and said she looks forward to working with them. Village Trustee Taglia thanked Village Trustees Barber, Brewer and Lueck and Village Clerk Powell for their years of service to the Village as well as for their guidance and support to all people in the Village. They have set a high standard of public service, that the new and veteran Board members can all aspire to. He congratulated the new trustees and clerk and stated that their campaigns set a new standard for public engagement in Oak Park. Village Trustee Brewer felt honored and privileged to serve the community as a member of the Board of Trustees and will remember the people with whom he has served, issues they covered and the people that make the Village work. He encouraged the new Board to continue to deliberate acts that send the message that all are represented and all are welcome in Oak Park. He spoke of Village Trustee Lueck as a public servant role model and stated that he and Village Trustee Tucker view each other as the ideological center of the Board. Village Trustee Brewer wished Village President Abu-Taleb continued success and thanked Village Clerk Powell for her often unrecognized service. He welcomed the incoming trustees and passed along some valuable advice. Village Trustee Lueck stated that her years of public service for the Village was one of the most joyous experiences of her life that leaves her with an understanding of the meaning of community. She stated that this will be the first time in probably 20 years that there are no African-American or LGBT representation on the Village Board, which means the Board needs to create some way of making sure they engage those voices. She thanked the citizens of Oak Park, her friends and her family, and spoke about some of the memorable topics that were discussed. In closing, Village Trustee Lueck also gave the new trustees some words of wisdom. Village Clerk Scaman administered the Oath of Office to Village Trustee Simone Boutet. RES 17-539 A Resolution Adopting the Diversity Statement Village President Abu-Taleb stated that it is a tradition in Oak Park to reaffirm the diversity statement after each election. This is done at the first meeting of the new Board. Village Trustee Andrews read the diversity statement aloud. It was moved by Village Trustee Tucker, seconded by Village Trustee Boutet, to adopt the Resolution. The roll call on the vote was as follows: AYES: Village Trustees Andrews, Boutet, Button, Moroney Taglia and Tucker; Village President Abu-Taleb NAYS: None ABSENT: None The Resolution was adopted. XI. Regular Agenda for Items Pursuant to Village Code Chapter 2 Alcoholic Liquor Dealers or Related (President Pro-Tem Ott ) Village President Abu-Taleb recused himself from the Meeting and the following Item was presided over by Village President Pro Tem Button (Ott). G. RES 17-535 A Resolution Appointing the Local Liquor Control Commissioner Village President Pro Tem Button gave an overview stating why a Local Liquor Control Commissioner needs to be appointed in Oak Park. Village Attorney Paul Stephanides Village of Oak Park Page 4 Printed on 5/16/2017 President and Board of Trustees Meeting Minutes May 1, 2017 added that because Village President Abu-Taleb holds a liquor license, it is a conflict of interest for him and he must direct the Board to appoint a person other than him to serve as Local Liquor Control Commissioner. Village Trustee Tucker nominated Village Trustee Button as Local Liquor Control Commissioner. It was seconded by Village Trustee Boutet. The nomination was accepted by Village Trustee Button. A voice vote was taken and the motion was approved and the Resolution was adopted. XII. Remarks from the Newly Elected and Re-Elected H. ID 17-479 1. Remarks from Trustee Simone Boutet 2. Remarks from Village President Anan Abu-Taleb Village Trustee Boutet thanked the people of Oak Park for putting their trust in her. She spoke fondly of the outgoing trustees and noted that Village Trustee Lueck is her inspiration and role model. She looks forward to serving with the existing and new Board members. Village Trustee Andrews thanked his family, and the outgoing clerk and trustees, as well as the citizens of Oak Park. He also congratulated the new trustees and clerk. Village Trustee Moroney looks forward to representing all of Oak Park. He thanked the outgoing and sitting trustees for their kindness and willingness to give him advice. He congratulated the new clerk and trustees, noting they have worked together as a team for the last six months and that from this point forward, they are all a team of seven. Village Trustee Moroney spoke about themes discussed during the campaign and noted that although many things have been accomplished by past Boards, the citizens of Oak Park are looking to them to raise the bar regarding communication and transparency. Village President Abu-Taleb welcomed all in attendance, noting that this meeting is a tradition that celebrates the work of all elected officials. He thanked Village Clerk Powell for her work on the Citizen Involvement Commission and wished her great joy with her family. He commented that Village Trustee Barber, who was not in attendance, was a great advocate for residents such as seniors, those on fixed incomes, and many others. He asked a lot of good questions and always helped the Board reach a better conclusion. Village Trustee Brewer often said the most by saying the least and a lot can be learned from that. Over the years they have developed a great friendship and he will miss him. He stated that he and Village Trustee Lueck did not start off on the right foot but through the years have come to appreciate one another. Village President Abu-Taleb recognized the remaining Board members and spoke about the Village Manager's accomplishments over the past four years as well as the Board's. He thanked additional staff members and his family. XIII. RES 17-535 A Resolution Appointing the Local Liquor Control Commissioner Overview: A Resolution has been prepared for the appointment of the Local Liquor Control Commissioner in accordance with Section 4-2 of the Illinois Liquor Control Act of 1934, 235 ILCS 5/4-2, and Section 3-2-2 of the Oak Park Village Code, which require that when the Village President has an interest in the sale or distribution of alcoholic liquor, the President must direct the Village Board appoint, by majority vote, a person other than him to serve as the Local Liquor Control Commissioner.
