I. Call to Order
Village President Abu-Taleb called the Meeting to order at 6:30 P.M.
II. Roll Call
Present: 6- Village Trustee Taglia, Village President Abu-Taleb, Village Trustee Tucker, Village
Trustee Moroney, Village Trustee Boutet, and Village Trustee Andrews
Absent: 1- Village Trustee Button
III. Consideration of Motion to Adjourn to Executive Session to Discuss Purchase
and Sale of Property, Collective Bargaining, Pending Litigation and Insurance.
Village Trustee Boutet asked for an explanation as to why the subject of purchasing
insurance is being discussed in Executive Session. Village Attorney Stephanides
responded, pursuant to 5 ILCS 120/2(c)(12).
It was moved by Village Trustee Andrews, seconded by Village Trustee Moroney,
to enter into Executive Session pursuant to 5 ILCS 120/2(c)(5) - purchase of
property, 5 ILCS 120/2(c)(6) - sale of property, 5 ILCS 120/2(c)(2) - collective
bargaining, 5 ILCS 120/2(c)11) - pending litigation and 5 ILCS 120/2(c)(12) -
insurance. The motion was approved. The roll call on the vote was as follows:
AYES: 5- Village Trustee Taglia, Village President Abu-Taleb, Village Trustee Tucker, Village
Trustee Moroney, and Village Trustee Andrews
NAYS: 1- Village Trustee Boutet

V. Reconvene to Regular Meeting in Council Chambers and Call to Order
The Regular Meeting reconvened at 7:36 P.M.

VII. Agenda Approval
Village Manager Pavlicek commented that staff had requested that Item R be removed
from the Agenda and brought back to the Board on December 4.
It was moved by Village Trustee Andrews, seconded by Village Trustee Taglia, to

approve the Agenda as amended. A voice vote was taken and the motion was
approved.
VIII. Minutes
A. MOT 17-263 Motion to Approve Minutes from November 6, 2017 Regular Meeting and
November 13, 2017 Special Meeting of the Village Board.
It was moved by Village Trustee Boutet, seconded by Village Trustee Moroney, to
approve the Minutes. A voice vote was taken and the motion was approved.
IX. Non-Agenda Public Comment
Bonita Robinson. Ms. Robinson spoke about her expectation that the Village Board
respond to her concerns rather than delegating to staff, who have abandoned the issue.
Chris Donovan. Mr. Donovan expressed concern that the Village Board is apparently not
responding to residents or instructing staff to do so. He discussed the Conflict of Interest
and Ethics Article of the Village Code and asked that an Ethics Committee be created.
X. Village Manager Reports
Village Manager Pavlicek stated that most Village offices will be closed this Thursday
and Friday for the Thanksgiving holiday. Refuse pick up will be affected as well. Free
shoppers' parking begins this Friday and continues every Saturday until December 25.
This includes free garage parking and two hours free at marked meters in Downtown and
South Town.
XIII. Public Hearing
It was moved by Village Trustee Tucker, seconded by Village Trustee Moroney,
to open the Public Hearing on the Fiscal Year 2018 Recommended Budget. A
voice vote was taken and the motion was approved.
B. ID 17-659 Public Hearing on the Fiscal Year 2018 Recommended Budget
Village Attorney Stephanides stated that Notice of the Public Hearing was published as
required by law and the Village Code in the Wednesday Journal on November 1, 2017.
Village Manager Pavlicek gave a timeline of previous meetings related to the budget and a
brief overview.
Village Trustee Andrews stated that he recalled the Board agreeing to keep all requested
funding for Public Health. Village Manager Pavlicek stated that staff will make the
adjustment.
Village Trustee Boutet reversed her decision regarding the multi-family housing incentive
program and would like to retain that in the budget. Village Trustee Tucker stated he is
comfortable with his decision. However, he stated that the Board and staff need to
remember to revisit that next near. Village Mananger Pavlicek clarified that this is
intended as a one-time cut; funding will be restored in FY2019.
Chris Donovan. Mr. Donovan stated that the budget was increased to include the bend in
the Madison Street Road Diet. He asked that it be removed from the budget.

Village Trustee Boutet asked why the levy is done before the funds are spent. CFO
Steven Drazner explained the tax levy schedule. Village Manager Pavlicek commented
that this is governed by State and Cook County law.
It was moved by Village Trustee Tucker, seconded by Village Trustee Moroney,
to close the Public Hearing. A voice vote was taken and the motion was
approved.
XIV. Second Reading
C. ORD 17-302 Second Reading and Adoption of an Ordinance Establishing the Annual
Building and Construction Permit Fees and Zoning Application Fees of the
Village of Oak Park
It was moved by Village Trustee Andrews, seconded by Village Trustee Moroney,
that this Ordinance be adopted. The motion was approved. The roll call on the
vote was as follows:
AYES: 6- Village Trustee Taglia, Village President Abu-Taleb, Village Trustee Tucker, Village
Trustee Moroney, Village Trustee Boutet, and Village Trustee Andrews
NAYS: 0
ABSENT: 1- Village Trustee Button
D. ORD 17-308 Second Reading and Adoption of An Ordinance Amending Chapter 20,
Article 7 of the Oak Park Village Code Regarding Rates for Garbage, Refuse,
Yard Waste and Recyclable Materials Collection Services
It was moved by Village Trustee Andrews, seconded by Village Trustee Moroney,
that this Ordinance be adopted. The motion was approved. The roll call on the
vote was as follows:
AYES: 6- Village Trustee Taglia, Village President Abu-Taleb, Village Trustee Tucker, Village
Trustee Moroney, Village Trustee Boutet, and Village Trustee Andrews

that this Ordinance be adopted. The motion was approved. The roll call on the
vote was as follows:

Park Village Code to Remove the Right Turn Only Restriction for
Northbound and Southbound traffic on Wisconsin Avenue at its

Signs at the intersection of Berkshire Street and Grove Avenue and Direct
Staff to Prepare the Necessary Ordinance
This Motion was approved.

Village President Abu-Taleb recused himself from the Meeting and the following Item was

(“Alcoholic Liquor Dealers”), Section 3-4-2 (“Classification and Number of
Liquor Licenses and Fees”), Section 3-8-1 (“Number of Licenses Permitted to
be Issued”) and Section 3-8-2 (“Licenses by Name and Address Per License”)
of the Oak Park Village Code Regarding Liquor License Annual Fees and the
Names and Numbers of Current Licensees
It was moved by Village Trustee Tucker, seconded by Village Trustee Andrews,
that this Ordinance be adopted. The motion was approved. The roll call on the
vote was as follows:

XVIII. Call to Board and Clerk
Village Clerk Scaman wished all a happy Thanksgiving.
Village Trustee Taglia did as well.
Village Trustee Boutet spoke about her attendance at a meeting of the Community
Relations Commission. She encouraged the other trustees to attend meetings of their
liaison commissions. She discussed the I-Gov assembly and noted that she and Village
Trustee Moroney were the only Village Board members in attendance, while the other
taxing bodies had full board attendance. She wished everyone happy Thanksgiving.
Village Trustee Andrews wished all a happy Thanksgiving.
