Joint Board Meeting of District 97, District 200 and the Village Board with the Early
Childhood Collaboration. The meeting will be held at Oak Park and River Forest High
School - Room 293E, 201 N. Scoville Ave, Oak Park, IL.
I. Call to Order

President Abu-Taleb called the meeting to order at 7:04 p.m.
Present: Trustees Andrews, Boutet, Moroney, Taglia, Tucker, Button (7:10
p.m.) and President Abu-Taleb
Also Present: Village Manager Cara Pavlicek, and Village Clerk Vicki
Scaman
District 97 Board: President Spurlock, Vice President O'Connor, Board
Members Breymaier, Broy, Datta, Murray-Liebl, and Spatz. Also present:
Superintendent Dr. Carol Kelley and Board Secretary Sheryl Mariner.
District 200 Board: President Dr. Moore, Vice President Spivy, Secretary
Cassell, and Board Members Arkin, Baron, and Cofsky. Absent: Board
Member Iseli. Also present: Superintendent Joylynn Pruitt-Adams.
II. Review and Approval of Agenda
A. ID 17-724 Review and Approval of Agenda.
The agenda was approved as presented.
III. Public Comment
Chris Donovan: Mr. Donovan addressed the Tri-Board erging them to not
allow the Village Board to extend the Madison Street TIF if requested.

IV. Collaboration Report on Progress: Building Oak Park's Early Childhood
Community System July 2013 to Present
B. ID 17-725 Collaboration Report on Progress
The Executive Director for the Early Childhood Collaboration, Carolyn
Newberry, presented a summary report: "Report on our progress: Building
Oak Park's Early Childhood Community System, July 2013 - Fall 2017".
Her report outlined the movement that eventually became the Early
Childhood Collaboration (2013), beginning in 2002 with an understanding
at District 97 that opportunity gaps in early childhood lead to significant
disparities by kindergarten, to identified strategies for decreasing those
disparities, recent data, and progress made toward reaching the goal that
every child has acess to high-qualitu early care and education. Ms.
Newberry responded to questions.
V. Using Data to understand our children and inform our work
C. ID 17-728 Using Data to understand our children and inform our work
Mr. Robert George from ChapinHall at the University of Chicago and Ms.
Carolyn Newberry, Executive Director for the Early Childhood
Collaboration, presented "Using data to understand our children and inform
our work". The data presented helps guide the work of the Early Childhood
Collaboration by accurately defining the population needing services, as
well as help the Foundation evaluate their progress and understand better
what additional data they need to collect to reach their goal of ensuring
every child has access to high-quality early care and learning experiences.
Some of the Early Childhood Collaboration accomplishes regarding dara
for the communiary are listed below:
- We have more linked data about children and services for longitudinal
analyses in one location than any other community.
- We have a growing number of partners participating in our efforts and
contributing to outcomes and data collection.
- We have increased our sources of data through the execution of data
sharing agreements between Chapin Hall and the Illinois Department of
Human Services and by enacting data sharing agreements with all three
home visiting agencies.
- Data collection by the Collarboration staff and key partners continues to
improve in accuracy and completeness.

-We have created a plan that we will implement in 2017-2018 with funding
from Grand Victoria Foundation ($90,000 over two years) to develop a
robust profile of the 2015-2016 kindergarten children including their risk
characteristics. We will engage in anyalyses of trends and characteristics
related to engagement in early childhood education and early intervention.
Mr. George and Ms. Newberry responded to questions from all three
Boards to better understand the process, concerns and accomplishments
of the Early Childhood Collaboration.
VI. Finance Report
D. ID 17-726 Finance Report
The Early Childhood Collaboration Treasurer, Gordon Hellwig, presented
the independent auditors report completed by Sassetti certified public
accountants. Sassetti's opinion stated the financial statments of
Collaboration for Early Childhood Care and Education as of June 30, 2017
and 2016, and the changes in its net assets and its cash flows for the years
then ended in accordance with accounting principles generally accepted in
the United States of America. Mr. Hellwig also presented a financial report
as of October 31, 2017 (revised) with the current balances for the Early
Childhood Collaboration (ECC) account as well as the the amount that will
be paid to the Collaboration for Early Childhood for services (CEC).
President of the IGA Board stated that the IGA Governing Board will
determine how much of the remaining funds should remain in reserve and
how much should be returned to the perspective Boards.
VII. Miscellaneous Updates
E. ID 17-727 Miscellaneous Updates
The President of the IGA Board, Bob Spatz, shared additional updates with
the Tri-Board.
- Oak Park applies for a competitive grant process with the State of Illinois
every year, PreSchool for all. The work of the Early Childhood
Collaboration is helpful in remaining competitive with that process however
priorities have changed to favor communities with higher percentages of
poverty. We do not know how much we will get for 2018. Currently the
amount is over $500,000.00.
- Representative Lightford helped pass a bill for Statewide mandatory
developmental screening. Enforcement priorities and methods are
unknown.
- D97 and D200 do not expect to get additional State funds, relative to

inflation, but also do not expect to lose current funding.
- The Early Childhood Collaboration was chosen as a pilot program for the
Erickson Institute EDI project. Involvement has brought additional
educational opportunities for key staff and Board members.
