Regular Meeting at 6:30 p.m., Room 130. The Village Board is expected to adjourn
immediately into Executive Session and reconvene the Regular Meeting at 7:30 p.m.
in Council Chambers
The President and Board of Trustees welcome you. Statements may be made by
citizens at the beginning of the meeting, as well as when agenda items are reviewed. If
you wish to make a statement, please complete the "Instructions to Address the Village
Board" form which is available at the back of the Chambers, and present it to the staff
table at front. When recognized, approach the podium, state your name and address
first, and please limit your remarks to three minutes.
Instructions for Non-Agenda Public Comment
Non-agenda public comment is a time set aside at the beginning of each regular meeting
for citizens to make statements about an issue or concern that is not on that meeting�s
agenda. It is not intended for a dialogue with the board. You may also communicate with
the board at 708.358.5784 or e-mail board@oak-park.us.
Non-agenda public comment will be limited to 30 minutes with a limit of three minutes
per person. If comment requests exceed 30 minutes, public comment will resume after
the items listed under the regular agenda are complete.
Instructions for Agenda Public Comment
Comments are three minutes per person per agenda item with a maximum of three
agenda items to which you can speak. In addition, the Village Board permits a maximum
of three persons to speak to each side of any one topic that is scheduled for or has been

A. ID 20-114 Motion to Approve Minutes from the March 2, 2020 Regular Meeting of
the Village Board.
Overview: This is a motion to approve the official minutes of meetings of the Village
Board.

B. ID 20-101 Partner Agency 2019 Year End Reports
Overview: The Village of Oak Park assists in funding seven (7) partner agencies that serve
residents and customers of Oak Park. The seven Partner Agencies include the
following: Downtown Oak Park, Oak Park Area Arts Council, Oak Park Economic
Development Corporation, Oak Park Housing Authority, Oak Park Regional Housing
Center, Oak Park Residence Corporation and Visit Oak Park. These seven (7) partner
agencies have submitted 2019 reports which are being provided for review.

C. ORD 20-022 An Ordinance Granting an Extension of Time to Complete Construction of
the Planned Development Project Located at 715-717 South Boulevard
(Residences of South Boulevard)
Overview: 717 South Boulevard, LLC (Art Gurevich) is requesting approval of an extension
of their planned development ordinance deadline to allow additional time to
finish construction of the multi-unit residential condominium building
constructed at 715-717 South Boulevard. This is their second extension
request.

D. RES 20-100 A Resolution Approving a Purchase of Self-Contained Breathing
Apparatuses and Associated Equipment from Air One Equipment, Inc.
through the Houston Galveston Area Council Cooperative Purchasing
Program in an Amount Not to Exceed $209,800.00 and Waiving the
Village's Bid Process
Overview: The Fire Department received an Assistance to Firefighter Grant (AFG)
EMW-2018-FO-03732 (AFG) in the amount of $268,160.00 for the purchase of
self-contained breathing apparatuses along with associated equipment and
(2) PowerLoad Systems and Cots. The Village allocated the required 10% match
($26,816.00) for this grant in the 2020 capital equipment budget. This request
relates to only a portion of the total AFG for the self-contained breathing
apparatuses and associated equipment. The Powerload Systems and Cots were
purchased in the 4th quarter of 2019.
E. RES 20-106 A Resolution to Support and Consent to the Cook County Class 7a Property
Tax Incentive Application of 100 Marion Street Partners, LLC for the
Property Located at 100 Marion Street Consistent with the
Recommendation of the Oak Park Economic Development Corporation
(Oak Park EDC)
Overview: The applicant, 100 Marion Street Partners, LLC, has requested, through the Oak
Park Economic Development Corporation (“Oak Park EDC”), Village of Oak Park
support for his application seeking a Cook County Class 7a Property Tax
Incentive for 100 Marion Street.
F. ORD 20-026 An Ordinance Updating and Replacing the Map Codified as Part of Section
15-1-26 of the Oak Park Village Code to Reflect the Village’s Current Time
Restrictions, Time Limits and Prohibited Parking Areas
Overview: Based on recent Transportation Commission recommendations and Board
approval, staff presents the Village’s Daytime Parking Restrictions Map to the
Village Board for codification. This proposed map identifies all existing
on-street daytime parking restrictions, inclusive of changes to date, as
recommended by the Transportation Commission and authorized by the Board
of Trustees.
G. RES 20-110 A Resolution Approving the Purchase of a 2020 Terex LT40 Bucket Truck
from Terex Utilities, Inc. in an Amount Not to Exceed $123,470.00 through
the Sourcewell Purchasing Cooperative Joint Purchasing Program and
Waiving the Village’s Bid Process
Overview: The Fiscal Year 2020 Public Works Fleet Replacement Fund includes the
replacement of a 2002 Public Works, Street Division, Sign Maintenance Shop,
Versalift Bucket Truck to be replaced with a 2020 Terex LT40 Bucket Truck. The
purchase will be made through the Sourcewell Joint Purchasing Program, an
opportunity for governments to leverage and pool resources for better pricing.

H. RES 20-111 A Resolution Approving a Purchase Price Agreement with Core & Main LP
for Materials for Repair of Water Mains, Fire Hydrants, Water Services and
Sewer Services in an Amount not to Exceed $50,000.00 in Fiscal Year 2020
and Authorizing its Execution
Overview: The Water and Sewer Division of the Public Works Department is responsible
for maintaining the water distribution and sewer collection systems in the
Village. The department annually seeks competitive bids for water main parts
and materials and sewer pipe parts and materials.
I. RES 20-112 A Resolution Approving a Contract with DiNatale Construction Inc. for the
20-4 Alley Improvements Project, in an Amount not to Exceed
$1,250,279.50 and Authorizing its Execution
Overview: Competitive bids were opened on February 27, 2020, for the 2020 Alley
Improvements Project. Nine contractors picked up bid documents and four bids
were received. The low responsible bid was submitted by DiNatale
Construction Inc. in an amount of $1,250,279.50. The project includes
replacement of ten alleys throughout the village in which four are green alleys.
J. RES 20-113 A Resolution Approving a Professional Services Agreement with Edwin
Hancock Engineering Co. for Construction Engineering for Project 20-4,
Alley Improvements Project, in an Amount Not to Exceed $99,785 and
Authorizing its Execution
Overview: The Engineering Division requested proposals for construction engineering
services for the 20-4 Alley Improvements Project and received three proposals
for this construction management. The proposal from Edwin Hancock
Engineering best fit the needs of the Village for this project.
K. RES 20-116 A Resolution Approving a Customer Agreement and Rental Agreement
with Canon Solutions America, Inc., for a Five-Year Lease of an Oce
ColorWave 3500 Printing System in an Amount Not to Exceed $49,825 and
Authorizing Execution of the Agreements and Waiving the Village’s Bid
Process
Overview: The Engineering Division is currently leasing a large format printing system for
copying, scanning, and printing and is about to enter the fifth year of the
current five year lease. The current vendor, Canon Solutions America, is
offering a discount to purchase back the equipment and provide a discount for
new equipment under a new five year lease which will save the Village money.
Canon Solutions America, Inc. was previously selected five years agao as the
vendor using a request for proposal process and has the lowest competitive
cost and best service.

L. RES 20-117 A Resolution Authorizing the Use of Motor Fuel Tax Funds in the Amount
of $1,140,584.04 for Maintenance of Streets in the Village of Oak Park for
the 2020 Fiscal Year
Overview: The Village receives a monthly distribution of Motor Fuel Tax (MFT) funds from
the Illinois Department of Transportation (IDOT). The Illinois Highway Code
requires that each municipality receiving MFT funds use those funds for the
limited purposes described in the Highway Code. This item is for those
approved uses related to the costs of labor and materials for construction and
maintenance of the public right of way. The Village is required to adopt a
Resolution which obligates its share of MFT funds to one or more of the
approved purposes set forth in the Highway Code.
M. RES 20-118 A Resolution Approving an Amendment to the Purchase Price Agreement
with SNI Solutions, Inc. for the Purchase of Winter De-icing Materials in
Fiscal Year 2020 in an Amount Not to Exceed $55,000.00 and Authorizing its
Execution
Overview: The Public Works Department and Parking Services Division of the
Development Customer Services Department use de-icing materials in
response to snow and ice conditions. This item allows for the purchase of
additional materials should they be needed for this winter season and also for
the fall of 2021.
N. RES 20-119 A Resolution Authorizing the Release of Certain Executive Session Minutes
Overview: The Village Board is required pursuant to Section 2.06(d) of the Illinois Open
Meetings Act (“Act“), 5 ILCS 120/2.06(d), to conduct a semi-annual review of
its executive session minutes and make a determination regarding the release
of minutes.

O. ORD 20-028 An Ordinance Amending Section 15-3-18(F) of the Oak Park Village Code
Regarding Parking Rates for the Village’s Avenue Garage
Overview: Due to Lake Street construction project, staff recommends that the Village
extend the free parking times at the Avenue garage from 1 hour to 1.5 hours
consistent with the Village’s parking structures in the downtown parking
garage.
P. RES 20-109 A Resolution Approving a Purchase Price Agreement with Nettradez, Inc.
for the Acquisition of 65 Dell Personal Computers in an Amount Not to
Exceed $50,864.80 and Authorizing Its Execution
Overview: The Information Technology (IT) department is requesting the authorization to
purchase sixty-five Dell Optiplex personal computers (PCs) to replace computer
equipment used in police department.

Q. ID 20-115 Discussion and Possible Emergency Board Action for Matters Affecting
Public Health Due to the Outbreak of the COVID-19 Disease in the State of
Illinois
Overview: On Friday, March 13, 2020, the Village Board is being asked to declare a local
public health emergency, a procedural step under state law to respond to
rapidly changing challenges of the novel coronavirus disease, COVID-19. Both
the State of Illinois and Cook County have already taken such action.
Additionally, as a part of the March 16, 2020 regularly scheduled meeting of
the Village Board, staff is providing public notice of a discussion by the Village
Board of matters affecting public health due to the outbreaks of the COVID-19
disease in the state of Illinois and emergency actions may be considered and
taken.
