Call to Order Village President Scaman called the meeting to order at 7:05 P.M. She authorized a statement be read providing that the meeting is being held remotely due to COVID-19 restrictions and guidelines and that it is not prudent to have people present at the Village Board's regular meeting location due to public health concerns related to that pandemic. II. Roll Call Trustee Parakkat arrived at 7:06pm. Present: 6- Village President Scaman, Village Trustee Buchanan, Village Trustee Enyia, Village Trustee Parakkat, Village Trustee Robinson, and Village Trustee Taglia Absent: 1- Village Trustee Walker-Peddakotla III. Agenda Approval It was moved by Village Trustee Buchanan, seconded by Village Trustee Robinson, to approve the Agenda. The roll call on the vote was as follows: AYES: 6- Village Trustee Enyia, Village Trustee Parakkat, Village Trustee Robinson, Village Trustee Taglia, Village President Scaman, and Village Trustee Buchanan NAYS: 0 ABSENT: 1- Village Trustee Walker-Peddakotla IV. Non-Agenda Public Comment Stephen Morals: Deputy Village Clerk Linda DeViller read their comment regarding the American Rescue Plan (ARP) funds allocated to the Village. Mr. Morales requests transparency regarding the disbursement of the funds and how they will be utilized in the village. V. Regular Agenda A. ID 21-141 Review and Discuss the Draft Fiscal Year 2020 Comprehensive Annual Financial Report (CAFR), Single Audit, Board Communication Letters, and all Other Supporting Documents Village Manager Cara Pavlicek introduced this item. This is an annual meeting in which the Village’s auditor presents and reviews information in the draft audit Village of Oak Park Page 1 Printed on 7/7/2021 President and Board of Trustees Meeting Minutes June 14, 2021 with the Village Board. Final adoption is scheduled for the Regular Meeting on June 21, 2021. Jim Savio, a Partner at Sikich LLP, presented an overview of the documents and the audit process. Trustee Parakkat requested clarification on the water revenue/ ratio numbers - they appeared in reverse. Jim Savio confirmed the numbers were entered in reverse, but the percentages are still accurate. The Village Chief Financial Officer, Steve Drazner, clarified the general fund includes funding for the Farmers Market and the Sustainability Fund. Trustee Taglia asked Village Manager Cara Pavlicek for clarification on the water loss from last year and how the Village evaluates any water loss and overall usage. Village Manager Cara Pavlicek provided a response. B. ORD 21-47 An Ordinance Amending Chapter 20 (“Public Health”), Article 1 (“Oak Park Department of Public Health”), Section 20-1-6 (“Authority and Duties of the Director”) of the Oak Park Village Code to Permit the Public Health Director to Make Reasonable Rules, Regulations, and Orders Due to the Outbreak of COVID-19 Disease as Discussed at the June 7, 2021, Regular Meeting Village Manager Cara Pavlicek introduced this item. Trustee Robinson requested clarification on the need for this extension as the state has moved into Phase 5. Doctor Theresa Chapple-McGruder, the Health Director for the Village of Oak Park, addressed the need for the extension stating we are still in a pandemic with only about 57% of the population vaccinated to date. As the state re-opens, there are still concerns for infection numbers to rise again and the Village should be ready to act quickly if necessary. Village Manager Cara Pavlicek and further clarified part “Z” of the Ordinance will end June 15th. The proposal ensures part Z is extended through November 15, 2021. Village Attorney Paul Stephanides further clarified that part Z enables the Heath Director with the authority to act quickly and in targeted ways if an outbreak occurs. Trustee Parakkat had questions about the Board being able to restrict the extension to focus on congregate living or younger age groups. Doctor Chapple-McGruder explained the need for a holistic approach to the pandemic and not attempt to focus too closely on one age group or another. Trustee Taglia voiced his support for this item and a more holistic approach to the pandemic. Trustee Buchanan also supports this item; Trustee Buchanan spoke to how Village of Oak Park Page 2 Printed on 7/7/2021 President and Board of Trustees Meeting Minutes June 14, 2021 much at risk we are at with only half of Illinois being vaccinated, leaving the village at risk of a variant coming through. Trustee Taglia commended the Health Department’s initial response to the pandemic and reiterated his support of this Ordinance. Trustee Enyia requested clarification on if the Village can determine where the spikes will be coming from now that we are entering into Phase 5. Doctor Chapple-McGruder indicated initially the spikes were seen in school-related activities and expects to see the spike in camp-related activities this summer. Doctor Chapple-McGrudder hopes to mitigate this by discussing continued mask use and social distancing for those who are not yet vaccinated. Trustee Parakkat expressed concern for village residents possibly becoming exposed to the virus through attending large events in the city and surrounding communities, and requested clarification on how this extension will be effective in protecting our community. Village Manager Cara Pavlicek provided a response. Doctor Chappel-McGruder spoke to the importance of public health education and communicating to the community as to the reasons why we need to do things, not just the messaging to do things, to help the public better understand these requests and make better public health choices. President Scaman commended the previous Board and the Health department for keeping our community safe during the pandemic. Trustee Robinson clarified her initial question was on why we need the extension - why is “this” (extension) required to do “that”; how is extending it to November help advance the goals, and if we didn’t extend it, how does that bring us further from those goals. l Village Attorney Paul Stephanides explained this allows the Health Director to act without delay expeditiously in response to a targeted matter that needs addressing right away. Otherwise, the Health Director would be delayed two weeks or more in acting in any targeted action as the Board of Health and the Village Board would both have to convene for meetings to enact whatever the Health Director was seeking to do. It was moved by Village Trustee Parakkat, seconded by Village Trustee Buchanan, that this Ordinance be adopted. The motion was approved. RES 21-143 A Resolution Adopting the 2021-2023 Village Board Goals as Revised at the June 7, 2021, Village Board Regular Meeting President Scaman read Trustee Walker-Peddakotla’s concern regarding the Village of Oak Park Page 3 Printed on 7/7/2021 President and Board of Trustees Meeting Minutes June 14, 2021 Village Values Community Safety goal; Trustee Walker-Peddakotla’s stated that there is confusion by striking the wording “include in RFP” that was on the original draft document. Trustee Walker-Peddakotla’s is requesting transparency at the community level that we are still, as a village, going to be reviewing an RFP and choosing a contractor to assist us with reaching our community safety goals. President Scaman recommended adding an additional line item to the goal to state “Contract for short term one-time specialized expertise to guide elements for our community safety goals.” Trustee Parakkat requested clarification on the timeline for the goals. Village Manager Cara Pavlicek provided clarification on the process, and will provide a draft timeline at the next Board meeting. It was moved by Village Trustee Parakkat, seconded by Village Trustee Buchanan, that this Resolution be adopted as amended. The motion was approved. Remote Meetings of the Oak Park Village Board of Trustees is authorized pursuant to Section 7 (e) of the Open Meetings Act. The Village President has determined that an in-person meeting is not practical or prudent due to the COVID-19 outbreak during the Governor’s disaster proclamation. It is also not feasible to have a person present at the Board’s regular meeting location due to public safety concerns related to the COVID-19 outbreak. The President and Board of Trustees welcome your statement into the public record of a meeting. Public statements of up to three minutes will be allowed during Non-Agenda public comment or Agenda public comment, as an individual designates. ID 21-141 Review and Discuss the Draft Fiscal Year 2020 Comprehensive Annual Financial Report (CAFR), Single Audit, Board Communication Letters, and all Other Supporting Documents Overview: The Village Board meets to review and discuss drafts of the annual Comprehensive Annual Financial Report, Board Communication Letter (Management Letter), Communication of Deficiencies Letter, Single Audit, and TIF Compliance Report for the year ending December 31, 2020. These draft audit reports will be presented by the Village’s independent auditing firm, Sikich LLP. Subsequently, the final Audit documents will be presented to the Village Board on Monday, June 21, 2021, for acceptance. The Village is required to file the audit with the State by June 30. B. ORD 21-47 An Ordinance Amending Chapter 20 (“Public Health”), Article 1 (“Oak Park Department of Public Health”), Section 20-1-6 (“Authority and Duties of the Director”) of the Oak Park Village Code to Permit the Public Health Director to Make Reasonable Rules, Regulations, and Orders Due to the Outbreak of COVID-19 Disease as Discussed at the June 7, 2021, Regular Meeting Overview: On January 19, 2021, the Village Board adopted Ordinance 21-8 to provide ongoing COVID-19 public health response authority to the Public Health Director through June 15, 2021. Due to the continued outbreak of the COVID-19 disease in the State of Illinois and Oak Park, staff recommends extending that authority through November 15, 2021. This will allow the Oak Park Public Health Director to continue to take the necessary steps to respond to the pandemic and adapt services and allocate and administer vaccination campaigns. C. RES 21-143 A Resolution Adopting the 2021-2023 Village Board Goals as Revised at the June 7, 2021, Village Board Regular Meeting Overview: Attached is a draft copy of the revised Village Board Goals for 2021-2023 per the discussion at the June 7, 2021, Regular Meeting.
