Public comments may be made by individuals at the beginning of the meeting, as well as when agenda items are discussed. If you wish to provide public comment, complete the "Instructions to Address the Village Board" form which is available at the back of the Chambers and present it to the Village Clerk at the Board table. When recognized, approach the podium and state your name first. If you wish to provide comment by virtual means, contact the Village Clerk's Office prior to 5:00 p.m. on the day of the meeting by calling 708-358-5670 or by email to publiccomment@oak-park.us. Your camera must remain on while speaking. Please limit your remarks to three minutes. Instructions for Non-Agenda Public Comment Non-agenda public comment is a time set aside at the beginning of a meeting for individuals to speak about an issue or concern that is not on that meeting's agenda. It is not intended for a dialogue with the Board. Non-agenda public comment is limited to 30 minutes with a limit of three minutes per person. MOT 25-232 A Motion to Approve a Proclamation Designating September 2025 as National Recovery Month in Oak Park, IL. Overview: This is a motion to approve Village President, Vicki Scaman, proclaiming the month of September 2025 as National Recovery Month in Oak Park, Illinois. B. MOT 25-233 A Motion to Approve a Proclamation Designating September 2025 as National Hunger Action Month in the Village of Oak Park. Overview: This is a motion to approve Village President Vicki Scaman proclaiming September 2025 as National Hunger Action Month in the Village of Oak Park, recognizing the impact of hunger on millions of Americans, the prevalence of food insecurity in Chicago and Oak Park, and honoring the vital work of organizations such as the Greater Chicago Food Depository and Beyond Hunger in addressing this urgent need. C. MOT 25-234 A Motion to Approve a Proclamation Designating September 2025 as Suicide Prevention Awareness Month in Oak Park, IL. Overview: This is a motion to approve Village President Vicki Scaman proclaiming September 2025 as Suicide Prevention Awareness Month in the Village of Oak Park, recognizing the importance of raising awareness, reducing stigma, and supporting individuals and families affected by suicide. VII. Village Manager Reports D. ID 25-488 Review of the Tentative Village Board Meeting Calendars for September, October, November 2025. Overview: Calendars are presented to the Board for the purpose of highlighting Special Meeting topics. These topics are based on adopted Village Board Goals and/or previous Village Board direction. VIII. Village Board Committees This section is intended to be informational. If there are approved minutes from a recent Committee meeting of the Village Board, the minutes will be posted in this section. IX. Citizen Commission Vacancies This is an ongoing list of current vacancies for the Citizens Involvement Commissions. Residents are encouraged to apply through the Village Clerk’s Office. E. ID 25-545 Board and Commission Vacancy Report for September 9, 2025 Overview: This report lists the expected number of members, current number of members seated and number of active vacancies for the Village’s 18 citizen boards and commissions. There are currently 16 vacancies. X. Citizen Commission Appointments, Reappointments and Chair Appointments Names are forwarded from the Citizens Involvement Commission to the Village Clerk and then forwarded to the Village President for recommendation. If any appointments are ready prior to the meeting, the agenda will be revised to list the names. ID 25-546 A Motion to Consent to the Village President’s Appointment of: Citizen Involvement Commission - Carollina Song, Reappoint as Commissioner Member Overview: Board and Commission Information The mission of the Citizen Involvement Commission is to foster citizen participation in the Village's various boards, commissions, and committees, and to encourage volunteer participation in Village government and its activities. XI. Consent Agenda G. ORD 25-160 An Ordinance Granting an Extension of the Time for the Issuance of a Building Permit to December 18, 2025, to Construct a Townhome Development at 427 Madison Street Pursuant to an Approved Special Use Permit by Ordinance 24-129 Overview: The Applicant, 427 Madison, LLC, is requesting a six (6) month extension to obtain a building permit pursuant to an approved special use permit to construct a six (6) unit townhome development at the premises commonly known as 427 Madison Street, in the NC Neighborhood Commercial Zoning District. H. ORD 25-163 Concur with the Historic Preservation Commission and Adopt an Ordinance Authorizing the Revised Historic Preservation Guidelines for Roofing - Solar Panels Overview: The Historic Preservation Commission recommends that the Village Board adopt an Ordinance Authorizing amendments to Requirements for Roofing - Solar Panels of the Historic Preservation Guidelines (p-123 and p-124). I. RES 25-239 A Resolution Approving a Contract with Lyons Electric Company, Inc. for Project 25-14, Garfield Traffic Signal Upgrade, in an Amount Not to Exceed $116,000 and Authorizing its Execution Overview: Bids were opened on August 28, 2025 for Project 25-14, Garfield Traffic Signal Upgrade. The Village received one bid for this project from Lyons Electric Company in an amount of $116,000, which is under the budgeted amount for the project and represents a competitive bid. The work includes traffic signal improvements to add left turn arrows to eastbound Garfield at Oak Park Avenue to improve traffic flow on Garfield primarily during AM peak times which will reduce traffic congestion on Garfield and hopefully discourage the use of alternative side streets. J. RES 25-253 A Resolution Approving An Amendment To A Professional Services Agreement With T.Y. Lin International Great Lakes, Inc For The Completion Of An Electric Shuttle Feasibility Assessment To Change The Amount Not To Exceed From $58,114 To $65,732 And Authorizing Its Execution. Overview: This amendment to the agreement with T.Y. Lin increases the contract amount by $7,618 to cover extending the timeline beyond the original scope. RES 25-255 A Resolution Authorizing The Submission Of A Special Projects Grant Application With The Illinois Department Of Human Services Office Of Community And Positive Youth Development For Supporting The Cross Community Climate Collaborative’s Youth Leadership Programming. Overview: A resolution authorizing the submission of a Special Project Grant Application to accept an awarded re-appropriations grant from the Illinois Department of Human Services of the monies remaining from the FY2025 appropriation in the amount of $187,216. L. RES 25-259 Concur with the Housing Programs Advisory Committee and Adopt the Resolution Authorizing a Single-Family Housing Rehabilitation Loan (SFR-105) Overview: The purpose of the Single-Family Housing Rehabilitation (SFR) Loan Program is to address and correct deteriorated and blighted homes throughout the Village. The eligible homeowner requests a deferred loan of $20,842 from the Village. M. RES 25-260 Concur with the Housing Programs Advisory Committee and Adopt the Resolution Authorizing a Single-Family Housing Rehabilitation Loan (SFR-103B) Overview: The purpose of the Single-Family Housing Rehabilitation (SFR) Loan Program is to address and correct deteriorated and blighted homes throughout the Village. The eligible homeowner requests a deferred loan of $25,000 from the Village. N. RES 25-261 A Resolution Approving an Intergovernmental Agreement between the Village of Oak Park and the County of Cook for the Invest in Cook Grant for the 2026 Neighborhood Greenway Project in an Amount of $250,000 and Authorizing its Execution Overview: The Village received an Invest in Cook Grant in the amount of $250,000 to help fund the construction of the 2026 Neighborhood Greenway/Bike Boulevard project. The Intergovernmental Agreement (IGA) defines the terms and conditions of the grant and construction processes. The 2026 projects are currently being designed fall for construction to occur in the summer of 2026. The estimated cost for construction is $2.5M. O. RES 25-248 A Resolution Approving a Professional Services Agreement with Greenprint Partners for the Biodiversity and Green Infrastructure Study and Plan in an Amount Not to Exceed $120,035 and Authorizing its Execution. Overview: This resolution authorizes the execution of a Professional Services Agreement with Greenprint Partners for the Biodiversity and Green Infrastructure Study and Plan in an amount not to exceed $120,035. S. ID 25-512 A Presentation and Discussion of Police Oversight Recommendations Overview: This item is a presentation from Pivot Consulting Group regarding recommendations to modernize the Village’s citizen police oversight function. T. MOT 25-220 A Motion to Approve the Design Concept and Scope of the Chicago Ave Streetscape Project Honoring Dr. Percy Julian U. ORD 25-154 An Ordinance Amending Chapter 12 (“Housing”), Article 2 (“Residential Rental License”) And Article 6 (“Residential Tenant And Landlord Ordinance”), Section 4 (“Rental Agreements”) And Section 11 (“Security Deposits”) And Amending Chapter 13 (“Human Rights”), Article 5 (“Unlawful Management Practices”), Section 1 (“Unlawful Management Practices; Regulations”) as reviewed by the Village Board at its June 17, 2025 study session. Overview: To further implement recommendations from the 2024 HOPE Fair Housing Study, staff developed the attached ordinance that amends the Village’s existing requirements for rental licensing by requiring a local property manager or agent, changing the manner in which the annual property owner management seminars are conducted, adding a section for the suspension and revocation of a rental license, and adding a section for the responsibilities of the property owners.
