Public comments may be made by individuals at the beginning of the meeting, as well as when agenda items are discussed. If you wish to provide public comment, complete the "Instructions to Address the Village Board" form which is available at the back of the Chambers and present it to the Village Clerk at the Board table. When recognized, approach the podium and state your name first. If you wish to provide comment by virtual means, contact the Village Clerk's Office prior to 5:00 p.m. on the day of the meeting by calling 708-358-5670 or by email to publiccomment@oak-park.us. Your camera must remain on while speaking. Please limit your remarks to three minutes. Instructions for Non-Agenda Public Comment Non-agenda public comment is a time set aside at the beginning of a meeting for individuals to speak about an issue or concern that is not on that meeting's agenda. It is not intended for a dialogue with the Board. Non-agenda public comment is limited to 30 minutes with a limit of three minutes per person. If non-agenda public comment exceed 30 minutes, public comment will resume after the items listed under the regular agenda are complete. See instructions above on how to provide public comment. ID 26-399 Inclusionary Housing Ordinance Update Overview: This is an update to the Inclusionary Housing Ordinance update process. VIII. Village Board Committees This section is intended to be informational. If there are approved minutes from a recent Committee meeting of the Village Board, the minutes will be posted in this section. IX. Citizen Commission Vacancies This is an ongoing list of current vacancies for the Citizens Involvement Commissions. Residents are encouraged to apply through the Village Clerk’s Office. C. ID 26-392 Board and Commission Vacancy Report for June 16, 2026 Overview: This report lists the expected number of members, current number of members seated and number of active vacancies for the Village’s 18 citizen boards and commissions. There are currently 17 vacancies. X. Citizen Commission Appointments, Reappointments and Chair Appointments Names are forwarded from the Citizens Involvement Commission to the Village Clerk and then forwarded to the Village President for recommendation. If any appointments are ready prior to the meeting, the agenda will be revised to list the names. D. RES 26-201 A Resolution Approving an Intergovernmental Agreement Between the Village of Oak Park and the Oak Park Township to Participate in the Township’s Youth Engagement Program Overview: This item requests the Village Board’s approval to enter into a renewed Intergovernmental Agreement (IGA) with the Oak Park Township following the expiration of the current two-year agreement. F. RES 26-222 A Resolution Amending the Professional Services Agreement between the Village of Oak Park and Opticos Design, Inc. in an amount not to exceed $128,000 for Additional Services Overview: This resolution is seeking authorization for additional professional services with Opticos Design, Inc., related to Economic Feasibility Testing, Community Outreach, and the development of a Zoning Comparison Tool. G. RES 26-225 A Resolution Authorizing the Release of Certain Closed Session Minutes Overview: The Village Board is required to periodically determine whether closed session minutes should remain confidential pursuant to the Illinois Open Meetings Act, 5 ILCS 120/2.06(d). The Village Board recently approved closed session minutes from June 2024 through March 2026, but did not authorize those minutes to be publicly released. Separately, the Village Board must determine the need for continued confidentiality of those meeting minutes and certain past closed session minutes. XV. Regular Agenda H. RES 26-213 A Resolution Approving an Extension of an Independent Agreement with Thrive Counseling Center for an Additional Six-Month Term Through December 31, 2026, in an Amount Not to Exceed $83,000 and Authorizing its Execution Overview: The Village’s current agreement with Thrive Counseling Center expires on June 30, 2026. The proposed agreement is for an additional six-month term from July 1, 2026, through December 31, 2026. I. MOT 26-176 A Motion To Direct The Finance Committee To Identify Funding Sources Through The 2027 Budget Process To Implement The Staff Recommendation For Phase Two Of An Alternative Response Model And Direct Staff To Further Study The Expansion of The ECHO Program Overview: The purpose of this agenda item is to seek Board approval to move forward with Phase Two of an alternative response model that aligns with the Illinois Community Emergency Services and Supports Act (CESSA), the BerryDunn Community Safety Study, and the Village Manager’s Alternative Response Task Force for Mental Health Crisis.
