Call To Order President Pro Tem Tucker called the meeting to order at 7:03 p.m. 2. Roll Call Present: members of the Reinventing Committee; Trustee Andrews, Trustee Button, and Trustee Tucker. Absent: Village President Abu-Taleb. Also present: Village Manager Pavlicek, Deputy Village Manager Shelley, Village Attorney Stephanides, HR Director/Assistant Village Manager Valdez-Scott, CFO Drazner, and Sustainability Director Agnew. 3. Public Comment Kitty Conklin: Ms. Conklin requested members of the Reinventing Government Committee consider releasing minutes sooner when a meeting is not anticipated for several months or longer. In addition, Ms. Conklin commented on whether technology could be used more efficiently to reduce clerical tasks. 4. Approval of Minutes A. ID 19-75 Minutes from the April 9, 2018 Meeting of the Reinventing Government Committee It was moved by Trustee Button and seconded by Trustee Tucker to approve the minutes from the April 9, 2018 meeting of the Reinventing Government Committee. A voice vote was taken and the motion was approved. 5. New Business B. ID 19-76 Review and Recommend Amendment to the Finance Department Organizational Chart Village Manager Pavlicek explained the history of utilizing the Reinventing Government Committee for reviewing suggested organizational chart Village of Oak Park Page 1 Printed on 5/6/2019 Reinventing Government Meeting Minutes February 19, 2019 Committee changes outside of the regular budget approval process. Ms. Pavlicek explained the practice of reevaluating department needs when positions become vacant. One retirement and one resignation in the Finance Department have provided that opportunity. Analysis has resulted in proposing two Account Clerk II vacancies be collapsed into one Account III position. The proposed change was explained to allow for more flexibility in assigning duties and the ability to hire someone with a greater skillset. Members of the committee asked questions to clarify the justification for suggesting the change and provided consensus for approval. C. ID 19-80 Review and Recommend Amendment to the Village Manager’s Office Organizational Chart Village Manager Pavlicek provided an overview for requesting Village Board support to partner with Greenest Region Compact Corps (GRCorps) through the Metropolitan Mayor's Caucus to provide sustainability professional intern-type support for 10-months. The individual would work under the direction of the Sustainability Coordinator for assistance with various projects. The cost of the program is $17,000. Members of the Committee provided consensus for enthusiastically supporting participating in the program. 6. Old Business none 7. Adjournment It was moved by Trustee Button and seconded by Trustee Andrews to adjourn. A voice vote was taken and the motion was approved. There are currently two (2) vacancies among these three (3) positions. When vacancies occur, staff uses this opportunity to evaluate efficiencies and staffing levels. C.
