INFORMATION ABOUT
THE
BOND ADVISORY COMMITTEE MEETINGS
The Bond Advisory Committee generally meets at 3:00 p.m. in Council Chambers on the third floor of City
Hall, 200 N. Walker. The meetings are scheduled on the first Monday of every month unless there is a holiday.
A cancellation of a scheduled meeting will be posted with the City Clerk’s Office prior to the meeting date.
The meetings are open to the public.
The following guidelines are in place for meetings in the Council Chamber at City Hall: only the south
entrance to City Hall will be open; air purifying machines have been installed in the Chamber; hand sanitizer
machines and disposable face masks will be available.
It is the policy of the City to ensure that communications with participants and members of the public with
disabilities are as effective as communications with others. Anyone with a disability who requires an
accommodation, a modification of policies or procedures, or an auxiliary aid or service in order to participate
in this meeting should contact the Finance Department ADA Coordinators Matt Boggs at 297-2348, or as soon
as possible but not later than 48 hours (not including weekends or holidays) before the scheduled meeting. The
department will give primary consideration to the choice of auxiliary aid or service requested by the individual
with disability. If you need an alternate format of the agenda or any information provided at said meeting,
please contact one of the ADA department coordinators listed above 48 hours prior to the scheduled meeting.
Duties of the Bond Advisory Committee
The Bond Advisory Committee shall review requests for allocations or major reallocations of monies in
general obligation bond funds and make its recommendations to the Council.
Addressing the Committee
Citizens may address the Committee during the meeting on any matter that is on the agenda. Citizens may also
address the Committee on individual concerns at the end of the agenda under “Citizens to be Heard”. If you
know in advance that you wish to address the Committee, you may call the Office of Management and Budget
at 297-2257 and provide your name and the subject about which you wish to speak.
Citizens to be Heard is not provided as a forum for publicly announced or declared candidates for City public
office, and they will not be allowed to speak as Citizens to be Heard. Citizens will not be allowed to campaign
on any political issue during the Committee meeting. Comments must concern matters under the Committee’s
oversight. PLEASE LIMIT YOUR COMMENTS TO 3 MINUTES. Continuing to speak beyond the time
allowed by the Chairman or presiding officer shall constitute grounds for removal from the Council
Chamber. The Chairman or presiding officer may in his or her discretion prohibit a person from addressing the
Committee, or have any person removed from the Council Chamber, if that person commits any disorderly or
disruptive behavior. Disorderly conduct includes, but is not limited to, any of the following: speaking without
being recognized by the Chairman or presiding officer; continuing to speak after notice that the speaker’s
allotted time has expired; presenting comments or material not relevant to the item under discussion; failing to
comply with the lawful instructions of the Chairman or presiding officer; engaging in other conduct, activity or
speech that delays, pursuant to 21 O.S. §280, disruptive conduct includes any conduct that is “violent,
threatening, abusive, obscene, or that jeopardizes the safety of self or others”. A person may also be subject to
arrest and removal from the Municipal Building for violation of Oklahoma City Municipal Code 2020, § 30
81 – Disorderly conduct and/or violation of Okla. Stat. tit. 21, §280- Willfully Disturbing, Interfering With or
Disrupting State Business, Agency Operations or Employees.
Committee Actions
Official action can be taken only on items that appear on the agenda. The Council may adopt, approve, ratify,
deny, defer, recommend, amend, strike, or continue any agenda item. The Committee may dispose of business
on the agenda by recommending approval, denial, deferral or amendment. When additional information is
requested, the Committee may also refer items to staff or legal counsel.

A. Recommend to City Council the approval of unlisted project TC-0690,
Intersection Improvements, at the intersections of Northwest 192nd Street,
Northwest 178th Street, and Northwest 164th Street and North Portland
Avenue, and a total allocation of Unlisted General Obligation Bond Funds
from Proposition 3 of the 2017 General Obligation Bond Authorization in the
amount of $80,000. Ward 8.
B. Recommend to City Council the approval of unlisted project PM-0801,
Pavement Management Solution, Citywide, and a total allocation of Unlisted
General Obligation Bond Funds from Proposition 1 of the 2017 General
Obligation Bond Authorization in the amount of $500,000. Wards 1, 2, 3, 4,
5, 6, 7 and 8.
C. Recommend to City Council the approval of unlisted project PC-0669-II,
Street Reconstruction, I-44 and North May Avenue, and a total allocation of
Unlisted General Obligation Bond Funds from Proposition 1 of the 2017
General Obligation Bond Authorization in the amount of $1,250,000. Ward 2.
