February 20, 2026 (Case Annex 2026-0001) Petition requesting an annexation pursuant to 11 O.S.§ 21-105 for an approximately 148.71-acre tract of land in Section Twenty-one, Township Twelve North, Range Six West, Canadian County said tract being located at 2701 North Gregory Road, bounded on the north by Interstate 40. Ward 3 This staff report evaluates the potential impacts of the proposed annexation on the City of Oklahoma City municipal service provision, and conformance with City of Oklahoma City polices such as planokc and other adopted policies. 1. GENERAL INFORMATION A. Petitioner/ Petitioner’s Representative The Oklahoma City Industrial and Cultural Facilities Trust (OCICFT) 105 N Hudson Avenue Oklahoma City, OK 73102 B. Case History • On December 2, 2025, The City Council of Oklahoma City approved a Memorandum of Agreement (MOA) between the City of Oklahoma City and the City of Yukon (Item No. IX. BK). The MOA outlines the terms for annexation of the subject parcel, which is owned by the Oklahoma City Industrial and Cultural Facilities Trust (OCICFT). • On January 14, 2026, The Office of the City Clerk published in the Journal Record the required notice for this case to be heard at the regular Planning Commission meeting scheduled for January 29, 2026. • On January 26, 2026, The Alliance for Economic Development of Oklahoma City (Alliance), which manages the Trust, submitted a petition to the City to annex, pursuant to 11 O.S. § 21-105, 2701 North Gregory Road, referred to in the MOA as the “CE Paige Parcel”, an approximately 148.71-acre tract of land currently situated within the corporate boundaries of the City of Yukon. • On January 29, 2026, at the regular Planning Commissions meeting, the Alliance requested a deferral to the Planning Commission meeting scheduled for February 26, 2026. • On February 3, 2026, the Council Ad Hoc Annexation-Deannexation Committee convened and passed a motion to defer the discussion and possible action to February 24, 2026, with possibility of meeting before such date. The meeting date for the deferred items is scheduled for February 20, 2026. • Pursuant to the MOA and 11 O.S.§ 21-105, this annexation request is being coordinated with the City of Yukon so that at no point in time does this parcel (referred to in the MOA as the CE Page Parcel) become unincorporated. Summary The City of Oklahoma City received a petition from the Alliance to annex 2701 North Gregory Road, an approximately 148.71-acre tract of land, currently situated within the corporate boundaries of the City of Yukon, with the intent to accommodate future industrial development. The site is close to major roadways and Interstate 40. The site does not include Environmentally Sensitive Areas as defined by planokc. The Petitioner will need to file a petition for water service from the Canadian County Water Authority. The Canadian County Water Authority claims the proposed annexation area is within its service area. The Canadian County Water Authority claims the right to be the exclusive water service provider under 7 U.S.C. §1926(b) for the proposed annexed area. Large, vacant industrial/employment sites with these characteristics are rare in Oklahoma City, and they are needed to provide employment opportunities and grow the local and regional economy. Based on the findings in this report, staff seeks a recommendation from the Committee to proceed to Planning Commission with the annexation. D. Economic Importance of Large Employment sites. The City and the Alliance updated the Employment Land Needs Assessment and Action Plan 2012 (ELNAAP), in 2023 to assess the demand for large industrial and office sites and identify actions needed to ensure the adequacy of these large sites in the future. According to ELNAAP, primary jobs created on industrial land are critical to Oklahoma City’s economic stability and future growth. Despite Oklahoma City’s very large land area, the City and its partners have difficulty recruiting large industrial companies due to a lack of suitable sites. Existing sprawling and low-density residential development close to high value industrial areas creates potential conflicts with existing/future businesses, results in smaller and more fragmented development sites, and creates competition for land between residential and industrial developers. As a critical part of the City’s recruitment process, the Greater Oklahoma City Chamber (Chamber) has determined through feedback from lost projects that companies are not locating in Oklahoma City due to a lack of large building/site locations. According to the Chamber, since 2020, Oklahoma City was considered as a location for nine different businesses seeking sites of approximately 1000 acres or more, but Oklahoma City did not have such a site ready and available. The ELNAAP also found that competing cities have become more aggressive in their efforts to attract companies, necessitating a stronger, more organized approach from the City. Another crucial aspect of this large building/site location pertains to the creation of well- paying jobs. According to the Chamber’s models, a sizable site like this one could potentially generate between 1,700 to 5,000 jobs with an estimated average wage of $63,000 Page 2 of 13 DRAFT STAFF REPORT FO PLANNING COMMISSON The City of Oklahoma City Ad Hoc Committee Item No. IV. The Chamber’s estimates are derived from the following sources: • The average of the Chamber’s manufacturing projects from 2021 shows an average wage of $63,000 and approximately 8 jobs per acre. • Current manufacturing facilities average between 4 and 7 jobs per acre. • For reference, Amazon, which is distribution, not manufacturing, generates approximately 9 jobs per acre. Chamber staff submit a conservative range for analysis is 2 to 6 jobs per acre. With an average wage of $63,000 per year, the Chamber’s economic impact model calculates an annual property and sales tax impact of $750 per employee. At 6 jobs per acre, the 149-acre site would generate $670,500 per year in property tax and sales tax revenue for the City. E. The Oklahoma City Economic Development Trust and the Oklahoma City Industrial and Cultural Facilities Trust The City Council of Oklahoma City, Oklahoma City Economic Development Trust (OCEDT), and the Chamber recognize that to effectively compete in today’s global marketplace requires very large development-ready sites. In December of 2023, the City Council, OCEDT and OCICFT voted to approve funds for use to assemble economic development sites consisting of approximately 1,000 acres development-ready land. The property being requested for annexation is owned by OCICFT. The property will be marketed as a potential location for Economic Development. It is anticipated that the property would ultimately be used by new-to-market large-scale manufacturing or industrial businesses. Infrastructure would be constructed and updated in conjunction with the development of the property. Location and Size The subject site is approximately 148.71 acres, currently located in the City of Yukon, west of North Gregory Road and south of Interstate 40. Figure 1 shows the location and size of the site, west of the Oklahoma City limits. The annexation would include the right-of-way to the center lines of North Gregory Road and NW 23rd Street. STATUS OF CITY IMPROVEMENTS, SERVICES AND EASEMENTS Review of this annexation petition request was sought from Utilities regarding water and sewer service, Public Works, and The City Surveyor. a. Water and Sewer Utilities: Public Water Supply The property is in the Canadian County Water Authority (CCWA) service area. The petitioner will need to file a petition for water service with the Canadian County Water Authority for water service. The Canadian County Water Authority claims the proposed annexation area is within its service area. The Canadian County Water Authority claims the right to be the exclusive water service provider under 7 U.S.C. §1926(b) for the proposed annexed area. Neither the City nor Oklahoma City Water Utilities Trust can participate in providing water to an area to which the exclusive right has been granted by federal law. Neither the City nor the Oklahoma City Water Utilities Trust may provide water services unless the Petitioner gets a release from the Canadian County Water Authority and the USDA. Water associations such as the Canadian County Water Authority are not required by federal law to provide water for fire protection. The City does not have a program for providing water or water systems for fire protection where the City does not provide water for consumption. The Oklahoma City water main serving C. E. [[!{{item.number}}!]]. February 20, 2026 b. Sewer Service The site has no sewer service. The Petitioner is proposing to extend sewer services to the site. Many industrial sites and operations require wastewater services to meet standards of the Oklahoma Department of Environmental Quality. [[!{{item.number}}!]]. February 20, 2026 c. Emergency and Fire Service: The site is currently served by the City of Yukon Fire Department. According to Oklahoma City Fire Department (OCFD), the OCFD would be responsible for serving this site if it is annexed into Oklahoma City. Future improvement to this site will have to meet Oklahoma City’s development and fire protection standards. The site falls outside the Rural or Urban response time for Emergency services. The closest current OKC Fire Stations are Fire Station 38 at 14500 SW 59th Street, approximately 8.1 miles from the site, and Fire Station 33 at 11630 SW 15th Street, approximately 9.7 miles from the site. A new fire station was approved in 2025 GO Bond 5 miles from the site in the vicinity of Reno Avenue and Frisco Road. This new station will improve the response time to this site. [[!{{item.number}}!]]. February 20, 2026 d. Street Typology and Capital Improvements: Street Typology: At the site Gregory Road is an unimproved road. It is designated as a Minor Arterial, the purpose of which is to provide regional connectivity and access to adjacent land uses. Interstate 40 is designated as an “Interstate or State Highway”, functioning as a major freight and commercial corridor for high-capacity through-traffic. Area Improvements: Capital Improvement Projects from the City’s 2025 General Obligation Bond are currently in the planning stage for the resurfacing of Gregory Road. February 20, 2026 3. EVALUATION AND FINDINGS: The City’s intentions are to ensure changes in municipal boundaries will tangibly benefit Oklahoma City and its residents. City staff evaluated the considerations outlined in planokc Chapters 1, stipulates the proposed annexation meets those considerations favorably: A. In terms of economic development, this annexation request supports the implementation of planokc’s Strengthen chapter, Initiative 1: Facilitate commercial and industrial development to grow and diversify our economy: We will create development-ready sites with access to infrastructure in strategic areas. This meets the ELNAAP recommendation to maintain a constant inventory of development-ready land (page 28). B. City’s ability to provide services efficiently will be made easier or will not be impacted. • If the Petitioner / site developer is able to bring services to this site, the level of service to City customers will not be impacted. The Petitioner / site developer will be required to meet the required demand and any increase in facilities at the same or better level of service as the surrounding community. • OCFD will serve the area and continue with the current Automatic Aid Agreement with the City of Yukon. • OCPD: Depending on how the property is used and what industry/business is put in place, OCPD’s ability to provide services to Southwest Division should be minimally impacted as well. However, if the location begins to generate a high volume of calls for police response, this could have a negative impact on OCPD’s ability to respond to calls for service in other areas of the Southwest Division. C. Future development brought about by the change in municipal boundaries will not create adverse impacts or untimely development pressure on Oklahoma City. • The addition of this large employment site would bring City infrastructure to an area that has not been able to develop due to the lack of infrastructure. • The site is served on the north and south by existing arterial street North Gregory Road and Interstate 40. It is anticipated that most traffic generated by this site will flow to and from I-40. Industrial uses generate relatively low traffic levels. • Staff will propose a Land Use Typology Area designation for this site with a Comprehensive Plan Amendment to the Planning Commission, provided the annexation is approved by City Council. D. Proposed boundaries do not create irregular geographies with confusing service areas, rather they follow significant features such as rights of way and/or topographic ridgelines (watersheds). • The proposed boundaries for annexation will follow centerlines of North Gregory Road Page 12 of 13 DRAFT STAFF REPORT FO PLANNING COMMISSON The City of Oklahoma City Ad Hoc Committee Item No. IV. [[!{{item.number}}!]]. February 20, 2026 and NW 23rd Street. The subject site is nearly squared, with an ODOT right-of-way parcel at the northeast corner. The annexation would not create irregular geographies or service boundaries. E. Jurisdictional responsibility for maintaining streets and rights-of-way is clearly defined. • There are no shared streets resulting from this annexation F. Agreements are established with neighboring jurisdictions defining how development along a shared street will be designed, reviewed, and approved. • There are no shared streets resulting from this annexation. 4. STAFF RECOMMENDATION Based on these findings, staff seeks the Committee’s recommendation to proceed to the Planning Commission with a final version of this report and a draft of the annexation ordinance. 5. Said parcel of land being described by metes and bounds as follows: Beginning at the Northeast corner of said SE/4; Thence South along the East line of said SE/4 a distance of 789.96 feet; thence North 89°59'00" West a distance of 70.00 feet; Thence North 04°15'00" West a distance of 672.05 feet; Thence South 87°26'42" West a distance of 2,534.56 feet to a point on the West line of said SE/4; Thence North along the West line of said SE/4 a distance of 228.38 feet to the Northwest corner of said SE/4; Thence East along the North line of said SE/4 a distance of 2,652.14 feet to the Point of Beginning. That the annexed area described above shall be deemed to be in the AA Agricultural Zoning District. SECTION 8. That all ordinances or portions of ordinances in conflict herewith are hereby repealed. SECTION 9. That if any part or parts hereof be held invalid or ineffective, the remaining portions shall not be affected. SECTION 10. That this ordinance shall become effective at 12:01 a.m. on May 1, 2026. February 20, 2026 (Case De-annex 2026-0001) City-initiated detachment of territory from within the corporate limits of the City of Oklahoma City, Canadian County, pursuant to 11 O.S.§ 21-110, approximately 24.76 acres of land in Section 27, Township 12 North, Range 5 West, Canadian County, located east of South Yukon Parkway and south of NW 23rd Street. Ward 1 This staff report evaluates the potential impacts of the proposed detachment on the City of Oklahoma City municipal service provision, and conformance with City of Oklahoma City polices such as planokc and other adopted policies. 1. GENERAL INFORMATION A. Requestor The City of Oklahoma City c/o Geoff Butler, Planning Director 420 W Main Street, 9th Floor, Oklahoma City, Oklahoma 73102 B. Case History • On December 2, 2025, The City Council of Oklahoma City approved a Memorandum of Agreement (MOA) between the City of Oklahoma City and the City of Yukon (Item No. IX. BK). The MOA outlines the terms for detachment of the subject parcels. • On January 14, 2026, The Office of the Clerk published in the Journal Record the required notice for this case to be heard at the regular Planning Commission meeting scheduled for January 29, 2026. • On January 29, 2026, at the regular Planning Commission meeting, the Planning Department, on behalf of the City of Oklahoma City, requested a deferral to the Planning Commission meeting scheduled for February 26, 2026. • On February 3, 2026, the Council Ad Hoc Annexation-Deannexation Committee convened and passed a motion to defer the discussion and possible action to February 24, 2026, with possibility of meeting before such date. The meeting date for the deferred items is scheduled for February 20, 2026. • Pursuant to the MOA and 11 O.S.§ 21-110, this detachment is being coordinated with the City of Yukon so that at no point in time does this territory become unincorporated. C. Summary The City of Oklahoma City (Oklahoma City) has initiated a detachment of approximately 24.76 acres of land situated east of South Yukon Parkway and south of NW 23rd Street (Site). This detachment is being pursued in accordance with a Memorandum of Agreement (MOA) between the City of Yukon (Yukon) and the City of Oklahoma City. The proposed detachment area has been identified to support the terms of the MOA and to facilitate coordinated municipal service provision and future development planning between the two cities. Based on the findings in this report, staff seeks a recommendation from the Committee to proceed to Planning Commission with the detachment. THE COMPREHENSIVE PLAN: A. planokc’s Guidance for Annexations and Detachments: Intention for development of the area: The City of Oklahoma City is initiating the request for detachment of the privately-owned Site in accordance with the terms of the MOA. Upon detachment of the Site, the City of Oklahoma City will no longer have jurisdiction or development authority over the site. Pursuant to the MOA, Yukon is taking action to annex the Site upon detachment by Oklahoma City so that at no point in time does the Site become unincorporated. Changes in levels of service with change of municipal responsibility: The Site is currently unimproved and undeveloped. The Site lies within an area served by City of Oklahoma City water and within an open-shed area for sewer service. While the Site is not served by EMBARK transit, it is included within the City’s long-range infrastructure planning. A future Capital Improvement project is identified for the segment of Old Highway 4 between South Yukon Parkway and NW 10th Street. The City will re- evaluate this planned improvement and make decisions consistent with the terms of the detachment ordinance and applicable law. B. Potential Economic and Fiscal Impact: Keeping the Site in Oklahoma City would likely mean low density residential development that could be a net loss due to the cost of providing services without additional revenue. The proposed detachment would remove approximately $3,260 in annual ad valorem revenue from the City’s property tax base, based on the current mill rate of 120.37. However, the fiscal impact is minimal, and detachment may ultimately support more efficient service delivery and reduce long-term obligations for the City. By detaching the Site, the City will not be responsible for future infrastructure, public safety, and maintenance costs which would likely exceed the modest ad valorem revenue. Area Improvements: A Capital Improvements Project from the City’s 2025 General Obligation Bond is currently listed for the resurfacing of Old 4 Highway extending from South Yukon Parkway to NW 10th Street. The Public Works Department intends to resolve the project’s boundaries prior to the sale of the bond for this project. EVALUATION AND FINDINGS: The City’s intentions are to ensure changes in municipal boundaries will tangibly benefit Oklahoma City and its residents. City staff evaluated the considerations outlined in planokc as follows and stipulates the proposed detachment meets those considerations favorably: A. Oklahoma City residents’ quality of life and levels of service will be maintained or improved: • Impacts on the City of Oklahoma City and its residents from the proposed detachment are expected to be negligible. B. The City’s ability to provide services efficiently will be made easier or will not be impacted: • The City’s Utilities and Public Works staff have identified no impact on the City’s ability to provide services to this area resulting from this detachment. C. Future development brought about by the change in municipal boundaries will not create adverse impacts or untimely development pressure on Oklahoma City; • The detachment of this approximately 24.76-acre site to the City of Yukon involves a relatively small area, which inherently limits the scale and density of any future development. Given its size and the surrounding context, the City of Oklahoma City does not anticipate that development on this site will create significant impacts or generate development pressure in the broader area. D. Proposed boundaries do not create irregular geographies with confusing service areas, rather they follow significant features such as rights of way and/or topographic ridgelines(watersheds): • The boundary for this detachment adheres to established parcel lines and do not create irregularities in the right of way, ensuring clarity and coherence in service areas without creating confusing or irregular geographies. E. Jurisdictional responsibility for maintaining streets and rights-of-way is clearly defined: • There are no shared streets resulting from this detachment. F. Agreements are established with neighboring jurisdictions defining how development along a shared street will be designed, reviewed and approved: • There are no shared streets resulting from this detachment. 5. STAFF RECOMMENDATION Based on these findings, staff seeks the Committee’s recommendation to proceed to the Planning Commission with a final version of this report and a draft of the detachment ordinance. 6.
