ADDRESSING THE COMMITTEE Citizens may address the Committee on agenda items by responding to Chair’s call for speakers during discussion on each item. All comments must be relevant to the item. The Chair or presiding officer may in his or her discretion prohibit a person from addressing the Committee and/or remove that person from the Council Chambers, if that person commits any disorderly or disruptive behavior. Disorderly conduct includes, but is not limited to, any of the following: speaking without being recognized by the Chair or presiding officer; continuing to speak after notice that the speaker’s allotted time has expired; presenting comments or material not relevant to the item under discussion; failing to comply with the lawful instructions of the Chair or presiding officer; engaging in other conduct, activity or speech that delays, pursuant to 21 O.S. §280, disruptive conduct includes any conduct that is “violent, threatening, abusive, obscene, or that jeopardizes the safety of self or others”. A person may also be subject to arrest and removal from the Municipal Building for violation of Oklahoma City Municipal Code 2020, §30­81­ Disorderly conduct and/or violation of Okla. The Downtown Design Review Committee may adopt, approve, deny, defer, recommend, amend, strike or continue any Agenda item. Application by Isaac Hines, Tradesman Architectural Studios, for Cassi Poor, Oklahoma City Redevelopment Corp, to: Revise the cladding of the buildings. VII. Other Business A. Design Review District Consolidation Ordinance To provide a recommendation to the Planning Commission on a proposed ordinance amendment to Chapter 59 to restructure the City's design review bodies, consolidating the powers and duties of the Bricktown Urban Design Committee with the Downtown Design Review Committee and consolidating the powers and duties of both the Stockyards City Urban Design Committee and Riverfront Design Committee with the Urban Design Commission. Urban Agriculture Ordinance To provide a recommendation to the Planning Commission on a proposed ordinance amendment to Chapter 59 relating to certain urban agricultural uses, amending Articles VII and IX of Chapter 59 of the Oklahoma City Municipal Code, 2020 to add specific urban agricultural uses as conditional uses in the B. Urban Agriculture Ordinance To provide a recommendation to the Planning Commission on a proposed ordinance amendment to Chapter 59 relating to certain urban agricultural uses, amending Articles VII and IX of Chapter 59 of the Oklahoma City Municipal Code, 2020 to add specific urban agricultural uses as conditional uses in the Bricktown Core Development District, the Downtown Design Districts, and the Stockyards City Development District, to add standards for these specific urban agricultural uses and modifying standards to apply to these Districts. Oklahoma City National Memorial Sign Regulations Ordinance To provide a recommendation to the Planning Commission on a proposed ordinance amendment to Chapter 59 relating to certain types of signs being prohibited within a defined area around the Oklahoma City National Memorial.
