INFORMATION ABOUT MAPS 4 CITIZENS ADVISORY BOARD MEETINGS
The Oklahoma City MAPS 4 Citizens Advisory Board meetings will be held in the Council
Chamber at City Hall unless prior notice of a change is posted. If the Council Chamber is in use,
the MAPS 4 Citizens Advisory Board meeting will be held in the Executive Conference room
(same floor). To confirm meeting dates, call 405-297-3461.
The following guidelines are in place for meetings in the Council Chamber at City Hall: only the
south entrance to City Hall will be open; air purifying machines have been installed in the
Chamber; hand sanitizer machines and disposable face masks will be available.
It is the policy of the City to ensure that communications with participants and members of the
public with disabilities are as effective as communications with others. Anyone with a disability
who requires an accommodation, a modification of policies or procedures, or an auxiliary aid or
server to participate in this meeting should contact the ADA department coordinator at 405-
2971531 or TDD 405-2972020 as soon as possible but not later than 48 hours (not including
weekends or holidays) before the scheduled meeting. The department will give primary
consideration to the choice of auxiliary aid or service requested by the individual with disability.
If you need an alternate format of the agenda or any information provided at said meeting, please
contact the ADA department coordinator listed above 48 hours prior to the scheduled meeting.
Addressing the Board
Citizens may address the Board on certain items by signing up to speak and providing the agenda
item number, their reason for appearing and their address, but all comments must be relevant to
the item. The Chair or presiding officer may in his or her discretion prohibit a person from
addressing the Board, or have any person removed from the Council Chamber, if that person
commits any disorderly or disruptive behavior. Disorderly conduct includes, but is not limited to,
any of the following: speaking without being recognized by the Chair or presiding officer;
continuing to speak after notice that the speaker’s allotted time has expired; presenting comments
or material not relevant to the item under discussion; failing to comply with the lawful instructions
of the Chair or presiding officer; engaging in other conduct, activity or speech that delays, pursuant
to 21 O.S.§280, disruptive conduct includes any conduct that is “violent, threatening, abusive,
obscene, or that jeopardizes the safety of self or others”. A person may also be subject to arrest
and removal from the Municipal Building for violation of Oklahoma City Municipal Code 2020,
§ 3081 – Disorderly conduct and/or violation of Okla. Stat. Tit. 21, §280 – Willfully Disturbing,
Interfering With or Disrupting State Business, Agency Operations or Employees.
If you know in advance that you wish to address the Board, you may call 405-297-3461 and
provide your name and the subject about which you wish to speak. PLEASE LIMIT YOUR
COMMENTS TO 3 MINUTES.
Board Actions
Official action can be taken only on items that appear on the agenda. The Board may adopt,
approve, amend, ratify, deny, defer, recommend, strike or continue any agenda item. When more
information is needed to act on an item, the Board may refer items to City staff. The Board may
also refer items to subcommittees of the Board for additional study. Under certain circumstances,
items are stricken from the agenda entirely or no action of any kind is taken.
Consent Docket
Items listed under “Consent Docket” are usually approved as a group with the proper motion from
a member of the Board. Board members may request discussion or separate action on any item on
the Consent Docket. Citizens may request to address the Board on any item on the Consent Docket.

Parking is available at the Sheridan-Walker Parking Garage, 501 West Sheridan.

Residents can watch the MAPS 4 Citizens Advisory Board meeting live by going to

If there are technical difficulties with either live stream during the meeting, a video will be posted
as soon as possible after the meeting.

A. Receive the MAPS 4 Revenue and Expenditure Report Ending March 31, 2022
B. Recommend resolution authorizing the purchase of land and related real estate
expenses and fees, not to exceed $1,695,000, Project M4TTG10, MAPS 4
Transit Planned Growth, SW 20th Street and South May Avenue. Ward 6.
C. Recommend receiving consultant review committee report, Project
M4TTG20, MAPS 4 Transit Planned Growth, and authorizing negotiation of
an engineering services contract with KimleyHorn and Associates, Inc.
D. Recommend approval of architectural services contract with C. H. Guernsey
& Company, Project M4TB010, MAPS 4 Beautification Master Plan,
$324,280. Wards 1, 2, 3, 4, 5, 6, 7 and 8.
E. Recommend joint resolution with the Oklahoma City Urban Renewal
Authority transferring $5,000,000, Project M4TB010, MAPS 4 Beautification
Phase 1, for land acquisition and remediation of the northeast corner of
intersection of Northeast 23rd Street and Martin Luther King Avenue. Ward 7.
F. Recommend receiving consultant review committee report, Project
M4NPC10, MAPS 4 Neighborhood and Community Parks Master Plan
Development and Phase 1A, and M4NPC11, MAPS 4 Neighborhood and
Community Parks – Phase 1B; and authorizing negotiation of an engineering
services contract with KimleyHorn and Associates, Inc.
G. Recommend approval of architectural services contract with Kimley-Horn and
Associates, Inc., Project M4DDC10, MAPS 4 Neighborhood Connectivity
Master Plan and Phase 1, $575,000. Ward 7.
H. Recommend resolution extending time to award contract, Project M4VA011,
MAPS 4 Downtown Arena Phase 1B Seating Replacement, 100 West Reno
Avenue; awarding contract to Irwin Seating Company, base bid plus Alternates
1, 2, 4, 5, 6, 8, and 9, $3,100,051.18; and approving contract and bonds. Ward
7.
I. Recommend authorizing negotiation of an operating agreement with Boys &
Girls Clubs of Oklahoma County for the MAPS 4 Youth Centers Operating
Partner, Projects M4NY010, M4NY020, M4NY030 and M4NY040.
J. Recommend authorizing negotiation of an operating agreement with Metro
Technology Centers for the MAPS 4 Henrietta B. Foster Center Operating
Partner, 586 North Durland Avenue, Project M4DDC40. Ward 7.
