INFORMATION ABOUT MAPS 4 CITIZENS ADVISORY BOARD MEETINGS
The Oklahoma City MAPS 4 Citizens Advisory Board meetings will be held in the Council
Chamber at City Hall unless prior notice of a change is posted. If the Council Chamber is in use,
the MAPS 4 Citizens Advisory Board meeting will be held in the Executive Conference room
(same floor). To confirm meeting dates, call 405-297-3461.
It is the policy of the City to ensure that communications with participants and members of the
public with disabilities are as effective as communications with others. Anyone with a disability
who requires an accommodation, a modification of policies or procedures, or an auxiliary aid or
server to participate in this meeting should contact the ADA department coordinator at 405-
2971531 as soon as possible but not later than 48 hours (not including weekends or holidays)
before the scheduled meeting. The department will give primary consideration to the choice of
auxiliary aid or service requested by the individual with disability. If you need an alternate format
of the agenda or any information provided at said meeting, please contact the ADA department
coordinator listed above 48 hours prior to the scheduled meeting.
Addressing the Board
Citizens may address the Board on certain items by signing up to speak and providing the agenda
item number, their reason for appearing and their address, but all comments must be relevant to
the item. The Chair or presiding officer may in his or her discretion prohibit a person from
addressing the Board, or have any person removed from the Council Chamber, if that person
commits any disorderly or disruptive behavior. Disorderly conduct includes, but is not limited to,
any of the following: speaking without being recognized by the Chair or presiding officer;
continuing to speak after notice that the speaker’s allotted time has expired; presenting comments
or material not relevant to the item under discussion; failing to comply with the lawful instructions
of the Chair or presiding officer; engaging in other conduct, activity or speech that delays, pursuant
to 21 O.S.§280, disruptive conduct includes any conduct that is “violent, threatening, abusive,
obscene, or that jeopardizes the safety of self or others”. A person may also be subject to arrest
and removal from the Municipal Building for violation of Oklahoma City Municipal Code 2020,
§ 3081 – Disorderly conduct and/or violation of Okla. Stat. Tit. 21, §280 – Willfully Disturbing,
Interfering With or Disrupting State Business, Agency Operations or Employees.
If you know in advance that you wish to address the Board, you may call 405-297-3461 and
provide your name and the subject about which you wish to speak. PLEASE LIMIT YOUR
COMMENTS TO 3 MINUTES.
Board Actions
Official action can be taken only on items that appear on the agenda. The Board may adopt,
approve, amend, ratify, deny, defer, recommend, strike or continue any agenda item. When more
information is needed to act on an item, the Board may refer items to City staff. The Board may
also refer items to subcommittees of the Board for additional study. Under certain circumstances,
items are stricken from the agenda entirely or no action of any kind is taken.
Consent Docket
Items listed under “Consent Docket” are usually approved as a group with the proper motion from
a member of the Board. Board members may request discussion or separate action on any item on
the Consent Docket. Citizens may request to address the Board on any item on the Consent Docket.

Parking is available at the Sheridan-Walker Parking Garage, 501 West Sheridan.

L. Recommend approval of resolution extending time to award contract, Project

M. Recommend approval of Change Order No. 11, Project M3F003/M4VF001, MAPS
4 Fairgrounds Coliseum, 333 Gordon Cooper Boulevard, decrease of $105,872.

N. Recommend approval of resolution approving Addendum No. 1, Project M4‐
VA027, MAPS 4 Downtown Arena Building Upgrades, 100 West Reno Avenue;
extending time to award contract; awarding contract, base bid plus Alternates 1 and
2, to Wynn Construction Co., Inc., $2,858,000; and approving contract and bonds.

P. Recommend approval of resolution transferring $3,685,826 from the MAPS 3
Convention Center budget to Project MC0749, Oklahoma City RIVERSPORT
Improvements, 800 RIVERSPORT Drive. Ward 7.
Q. Recommend approval of resolution approving Change Order No. 17, Project
M3H005, MAPS 3 Senior Health and Wellness Center No. 4, 13660 South
Western Avenue, increase of $43,061; and authorizing use of excess Oklahoma City
Capital Improvement sales tax collections and/or interest to fund Change Order
No. 17. Ward 5.
R. Recommend approval of resolution approving Amendment No. 3 to architectural
services contract with GSB, Inc., Project M3H005, MAPS 3 Senior Health and
Wellness Center No. 4, 13660 South Western Avenue, increase of $80,000; and
authorizing use of excess Oklahoma City Capital Improvement sales tax collections
and/or interest in the amount of $80,000 to fund Amendment No. 3 and $550,000
for additional amenities for the facility. Ward 5.
S. Recommend approval of ratifying and approving Addenda Nos. 1, 2 and 3,
Project M3P019, MAPS 3 Union Station Renovation, 300 SW 7th Street; and
rejecting bids. Ward 7.
T. Recommend approval of resolution authorizing the use of a City annual contract
with Atlas Paving Company to construct sidewalks along South Western Avenue,
$139,698.39, using the remaining MAPS 3 Sidewalks budget of $31,209 and
excess Oklahoma City Capital Improvements sales tax collections and/or interest
in the amount of $108,489.39 to fund the project. Ward 5.
