INFORMATION ABOUT MAPS 4 CITIZENS ADVISORY BOARD MEETINGS
The Oklahoma City MAPS 4 Citizens Advisory Board meetings will be held in the Council
Chamber at City Hall unless prior notice of a change is posted. If the Council Chamber is in use,
the MAPS 4 Citizens Advisory Board meeting will be held in the Executive Conference room
(same floor). To confirm meeting dates, call 405-297-3461.
It is the policy of the City to ensure that communications with participants and members of the
public with disabilities are as effective as communications with others. Anyone with a disability
who requires an accommodation, a modification of policies or procedures, or an auxiliary aid or
server to participate in this meeting should contact the ADA department coordinator at 405-
2971531 as soon as possible but not later than 48 hours (not including weekends or holidays)
before the scheduled meeting. The department will give primary consideration to the choice of
auxiliary aid or service requested by the individual with disability. If you need an alternate format
of the agenda or any information provided at said meeting, please contact the ADA department
coordinator listed above 48 hours prior to the scheduled meeting.
Addressing the Board
Citizens may address the Board on certain items by signing up to speak and providing the agenda
item number, their reason for appearing and their address, but all comments must be relevant to
the item. The Chair or presiding officer may in his or her discretion prohibit a person from
addressing the Board, or have any person removed from the Council Chamber, if that person
commits any disorderly or disruptive behavior. Disorderly conduct includes, but is not limited to,
any of the following: speaking without being recognized by the Chair or presiding officer;
continuing to speak after notice that the speaker’s allotted time has expired; presenting comments
or material not relevant to the item under discussion; failing to comply with the lawful instructions
of the Chair or presiding officer; engaging in other conduct, activity or speech that delays, pursuant
to 21 O.S.§280, disruptive conduct includes any conduct that is “violent, threatening, abusive,
obscene, or that jeopardizes the safety of self or others”. A person may also be subject to arrest
and removal from the Municipal Building for violation of Oklahoma City Municipal Code 2020,
§ 3081 – Disorderly conduct and/or violation of Okla. Stat. Tit. 21, §280 – Willfully Disturbing,
Interfering With or Disrupting State Business, Agency Operations or Employees.
If you know in advance that you wish to address the Board, you may call 405-297-3461 and
provide your name and the subject about which you wish to speak. PLEASE LIMIT YOUR
COMMENTS TO 3 MINUTES.
Board Actions
Official action can be taken only on items that appear on the agenda. The Board may adopt,
approve, amend, ratify, deny, defer, recommend, strike or continue any agenda item. When more
information is needed to act on an item, the Board may refer items to City staff. The Board may
also refer items to subcommittees of the Board for additional study. Under certain circumstances,
items are stricken from the agenda entirely or no action of any kind is taken.
Consent Docket
Items listed under “Consent Docket” are usually approved as a group with the proper motion from
a member of the Board. Board members may request discussion or separate action on any item on
the Consent Docket. Citizens may request to address the Board on any item on the Consent Docket.

Parking is available at the Sheridan-Walker Parking Garage, 501 West Sheridan.

I. Recommend approval of Engineering Services Contract with TEIM Design,
PLLC, Project M4-TS030, MAPS 4 Sidewalks and Related Amenities Phase
3A, and Project M4-TS031, MAPS 4 Sidewalks and Related Amenities Phase
3B, nine locations, fee of $772,000. Wards 1, 2, 3, 4, 6, 7, and 8.
J. Recommend approval of Change Order No. 1 with RCC Traffic, LLC, Project
M4-TK010, MAPS 4 Bike Lanes Phase 1A, NW 16th/NW 19th Streets between
East Overholser Drive and North Indiana Avenue, no increase. Wards 1, 2, 3,
and 6.
K. Recommend approval of Engineering Services Contract with Garver, Project
M4-TB030, MAPS 4 Beautification – Phase 3, multiple locations, fee of
$506,900. Wards 1, 3, 4, 5, 6, 7 and 8.
L. Recommend approval for Change Order No. 20, Project M3-F003/M4- VF001,
MAPS 4 Fairgrounds Coliseum, 333 Gordon Cooper Boulevard, increase of
$39,754; Maintenance Bond No. 1 and Maintenance Bond No. 2; partial
acceptance; and placing Maintenance Bond No. 1 into effect. Ward 6.
M. Recommend approval of Amendment No. 1 to Architectural Services Contract
with Populous, Inc., Project M4-VM010, MAPS 4 Multipurpose Stadium,
increase of $5,892,593.
N. Recommend approval of Change Order No. 3, Project M4-NPR11, MAPS 4
Park Enhancements, Public Spaces Transformation River – Phase 1 – Pedestrian
Bridge, vicinity of First Americans Boulevard and I-40, increase of $29,197.43.
Ward 7.
O. Recommend adoption of resolution extending time to award the construction
contract, Project M4-NPS10, MAPS 4 South Lakes Park Improvements, 4210
SW 119th Street; ratifying and approving Addenda Nos. 1 and 2, awarding the
construction contract, base bid plus Alternate 2 and accepting the unit prices, to
Shiloh Enterprises, Inc., $6,881,203.16; approving contract and bonds; and
authorizing the use of $142,151.40 from the MAPS 4 Neighborhoods/Park
Enhancements/Cameron and South Lakes Parks Admin/A&E/Design/Testing
category and $197,751.76 from the MAPS 4 Neighborhoods/Park
Enhancements/Cameron and South Lakes Parks Contingency category to assist
with funding the construction contract. Ward 3.
P. Recommend approval of Amendment No. 1 to Engineering Services Contract
with CEC Corporation, Project M4-NPS10, MAPS 4 C.B. Cameron Park
Improvements and South Lakes Park Improvements, 11711 North Portland
Avenue and 4210 SW 119th Street, increase of $620,500. Wards 3 and 8.
Q. Recommend approval of Amendment No. 1 to Architectural Services Contract
with Allford Hall Monaghan Morris LLC, Project M4-MM041, MAPS 4
Restoration Center, increase of $30,000.
R. Recommend approval of Change Order No. 3 with Crossland Construction
Company, Project M4-MJ010, MAPS 4 Family Justice Center, 1135 North
Hudson Avenue, increase of $73,358. Ward 6.
S. Recommend approval of Lease and Management Agreement with The Freedom
Center of OKC, LLC, and the Oklahoma City Economic Development Trust,
Project M4-RFOPR, MAPS 4 Clara Luper Civil Rights Center, vicinity of North
Martin Luther King Avenue and NE 25th Street. Ward 7.
T. Recommend adoption of resolution approving Change Order No. 2 with Pillar
Contracting, Inc., Project M3-H005B, MAPS 3 Senior Health and Wellness Center
No. 4 Additional Improvements, 13660 South Western Avenue, increase of
$13,340; and authorizing the use of excess MAPS 3 Oklahoma City Capital
Improvements Sales Tax collections and/or interest to fund Change Order No. 2.
