Walker, 3rd Floor, Oklahoma City, Oklahoma, unless prior notice of a change is posted.  INFORMATION ABOUT ARTS COMMISSION MEETINGS The Oklahoma City Arts Commission meets the third Monday of each month at 4:00 p.m. in the City Council Chamber in City Hall, 200 N. Walker, 3rd Floor, Oklahoma City, Oklahoma, unless prior notice of a change is posted. To confirm meeting dates, call 405.297.1630. Safety Guidelines The following guidelines are in place for meetings in the Council Chamber at City Hall: Only the south entrance to City Hall will be open; air purifying machines have been installed in the Chamber; hand sanitizer machines and disposable face masks are provided. Disability Accommodations It is the policy of the City to ensure that communications with participants and members of the public with disabilities are as effective as communications with others. Anyone with a disability who requires an accommodation, a modification of policies or procedures, or an auxiliary aid or service in order to participate in this meeting should contact the ADA department coordinator at 405.297.2850 or TDD 405.297.2020 as soon as possible, but not later than 48 hours (not including weekends or holidays) before the scheduled meeting. The department will give primary consideration to the choice of auxiliary aid or service requested by the individual with disability. If you need an alternate format of the agenda or any information provided at said meeting, please contact the ADA department coordinator listed above 48 hours (not including weekends) prior to the scheduled meeting. Addressing the Arts Commission Members of the public may address the Arts Commission for up to three minutes during public hearings on any agenda item, or at the end of the meeting when the Chair asks for public comments. If you wish to address the Arts Commission, you may call 405/297-2515and provide your name and the topic of your remarks, or you may ask to speak at the meeting, but all comments must be relevant to an item on the Arts Commission Agenda. The Chair or presiding officer may, in his or her discretion, prohibit a person from addressing the Arts Commission, or have any person removed from the Council Chamber, if that person commits any disorderly or disruptive behavior. Disorderly conduct includes, but is not limited to, any of the following: speaking without being recognized by the Chair or presiding officer; continuing to speak after notice that the speaker’s allotted time has expired; presenting comments or material not relevant to the item under discussion; failing to comply with the lawful instructions of the Chair or other presiding officer; engaging in other conduct, activity or speech that delays, pursuant to 21 O.S. §280, disrupts or interferes with the lawful business of the Arts Commission. Disruptive conduct includes any conduct that is “violent, threatening, abusive, obscene, or that jeopardizes the safety of self or others.” A person may also be subject to arrest and removal from the Municipal Building for violation of Section 30-81 of Chapter 30 of the Oklahoma City Municipal Code, 2020, which prohibits disorderly conduct. Members of the public may also address the Arts Commission on individual concerns, including on the listed exceptions, at the end of the agenda under “Public Comments.” “Public Comments” is not provided as a forum for publicly announced or declared candidates for City public office, and they will not be allowed to speak as members of the public. Members of the public will not be allowed to campaign on any political issue during the Arts Commission meeting. Comments must concern Arts Commission programs or policies. Please fill out a "Request to be Heard" form located on the table outside the Chambers. Please return this form to the coordinating staff present and sitting at the desks 2 in front of the room at the Arts Commission meeting. PLEASE LIMIT YOUR COMMENTS TO 3 MINUTES. Continuing to speak beyond the time allowed by the Chair or presiding officer shall constitute grounds for removal from the Council Chamber. Members of the public who wish to be listed on the Agenda for comments to the Arts Commission may call the Arts Liaison’s Office at 405.297.1274 before 4 p.m. on the Monday a week prior to the Arts Commission meeting. Persons so listed on the Agenda for comments to the Arts Commission are subject to the same restrictions listed above. Persons may make presentations to the Arts Commission only if requested to do so by the Arts Liaison or the Arts Commission Chair and only if the presentation is provided to the Arts Liaison five business days in advance of the meeting Meeting Preparation Commissioners are provided a complete copy of all applications and staff reports several days before the meeting, so they may review proposals and visit project sites. • Incomplete applications may not be forwarded to the Commission for review. • Applications with incomplete documentation are subject to continuance or denial. • Late or additional documentation may not be accepted at the meeting. Public Meeting Procedures • The Chair will announce each case and ask any party having an interest in the case to indicate their presence by raising their hand. The Applicant or presenting Artist will be asked to stand at the center podium if questions are asked by the Chair, the Commission, or the public. • Commissioners will discuss the details of the case, calling on staff to provide details of the proposals. • Following this discussion, Commissioners may choose to ask questions of the parties present. • Interested persons may speak to support or protest the application. The applicant will be entitled to one brief rebuttal. Interaction between applicant and protestants on the floor is not permitted. • Persons speaking are asked to approach the side podium one at a time, to introduce themselves by name and address, and to present their position as succinctly as possible. The Commission asks each speaker to limit his or her remarks to no more than three minutes. Commission Actions Official action can be taken only on items which appear on the Agenda. The Commission may adopt, approve, ratify, deny, defer, recommend, amend, strike, or continue any Agenda item. When more information is needed to act on an item, the Commission may refer the matter to the Arts Liaison. The Commission may also refer items to standing committees of the Commission or to another board or commission for additional study. Under certain circumstances, items are deferred to a specific later date or stricken from the agenda entirely. Consent Docket Items listed under "Consent Docket" are usually approved as a group, with the proper motion from a member of the Arts Commission. Members of the Arts Commission may request discussion or separate action on any item on the Consent Docket. 3 action on any item on the Consent Docket.
