INFORMATION ABOUT OCPEB TRUST MEETINGS
The Oklahoma City Post-Employment Benefits Trust (OCPEBT) generally meets as
needed in the Council Chamber at City Hall unless prior notice of a change is posted.

It is the policy of the City to ensure that communications with participants and members
of the public with disabilities are as effective as communications with others. Anyone
with a disability who requires an accommodation, a modification of policies or
procedures, or an auxiliary aid or service in order to participate in this meeting should
contact the ADA department coordinator at 297-2225 as soon as possible but not later
than 48 hours (not including weekends or holidays) before the scheduled meeting. The
department will give primary consideration to the choice of auxiliary aid or service
requested by the individual with disability. If you need an alternate format of the agenda
or any information provided at said meeting, please contact the ADA department
coordinator listed above 48 hours prior to the scheduled meeting.
Addressing the Trust
Interested Parties may address the Trust during public hearings on any matter on the
agenda. Interested Parties may also address the Trust on individual concerns at the
end of the agenda when the Chairman asks if there are any comments by interested
parties. If you know in advance that you wish to address the Trust, you may call 297-
2225 and provide your name and the subject about which you wish to speak.
Trust Actions
Official action can be taken only on items that appear on the agenda. The Trust may
adopt, approve, ratify, deny, defer, recommend, amend, strike, or continue any agenda
item.
When more information is needed to act on an item, the Trust may refer items to the
staff or Legal Counsel. The Trust may also refer items to committees of the Trust or to
independent consultants for additional study.
Under certain circumstances, items are stricken from the agenda entirely or no action of
any kind is taken.

OCPEBT staff will issue a validation ticket at the Trust meeting.

B. Receive Quarterly Investment Report period ending September 30, 2025
C. Receive Monthly Investment Reports for August 31, 2025, September 30,
2025, and October 31, 2025.
D. Acceptance of the Annual Financial Report for fiscal year ended June 30,
2024.
E. Receive Calendar Year 2026 Meeting Schedule.
F. Approve Request for Proposals to be advertised for Custody Bank Services
(RFP-OPEBT-007)
G. Joint Resolution authorizing Renewal No. 2 of Agreement with Dearborn
Life Insurance Company, doing business as Blue Cross and Blue Shield of
Oklahoma, the Oklahoma City Municipal Facilities Authority, and the
Oklahoma City Post-Employee Benefits Trust, as the public entities
contracting with Dearborn Life Insurance Company, doing business as Blue
Cross and Blue Shield of Oklahoma, on behalf of The City of Oklahoma
City, to provide group life insurance plans; for eligible retirees, employees
and their eligible dependents, and eligible retirees, employees and their
eligible dependents, of participating public trusts, estimated cost $1,320,000,
effective January 1, 2026 through December 31, 2026.
H. Joint Resolution authorizing Renewal No. 2 of an Administrative Services
Agreement with UnitedHealthcare of Oklahoma, Inc., the Oklahoma City
Municipal Facilities Authority, and the Oklahoma City Post-Employment
Benefits Trust, as the entities contracting with UnitedHealthcare of
Oklahoma, Inc., on behalf of The City of Oklahoma City to provide
Medicare Advantage service plan(s) for eligible retirees and retirees of
participating public trusts, estimated cost $4,000,000, effective January 1,
2026 through December 31, 2026.
I. Joint Resolution authorizing Renewal No. 5 of an Administrative Services
Agreement with Blue Cross and Blue Shield of Oklahoma, a Division of
Health Care Service Corporation, a Mutual Legal Reserve Company, the
Oklahoma City Municipal Facilities Authority, and the Oklahoma City Post-
Employment Benefits Trust, as the public entities contracting with Blue
Cross and Blue Shield of Oklahoma, on behalf of The City of Oklahoma
City, to provide dental care insurance for eligible employees and retirees, and
eligible employees and retirees of participating public trusts, estimated cost
of $4,100,000, effective January 1, 2026 through December 31, 2026.
J. Joint Resolution with The City of Oklahoma City and the Oklahoma City
Post-Employment Benefits Trust, approving Renewal No. 2 and Amendment
No. 2 of the Administrative Services Only Agreement and Stop Loss
Insurance with Blue Cross and Blue Shield of Oklahoma, a division of
Health Care Service Corporation, a mutual legal reserve company, and Prime
Therapeutics, LLC for third-party prescription administration services for
The City of Oklahoma City’s PPO and EPO indemnity major medical plans,
for City and participating public trust employees, retirees, and eligible
dependents, estimated cost $103,345,000, effective January 1, 2026 through
December 31, 2026.
K. Joint Resolution approving Amendment No. 4 to the Master Service
Agreement with Premise Health Employer Solutions, LLC, the Oklahoma
City Municipal Facilities Authority, and the Oklahoma City Post-
Employment Benefits Trust, as the public entities contracting with Premise
Health Employer Solutions, LLC, on behalf of The City of Oklahoma City, to
provide an Employee Medical Center program for eligible employees and
retirees, and eligible employees and retirees of participating public trusts, and
their eligible dependents, estimated cost $2,181,029, extending the term
through December 31, 2026.
L. Ratify Claims from August 6, 2025 to November 4, 2025.
