MEETING INFORMATION
The Oklahoma City Water Utilities Trust usually meets twice per month on Tuesdays at 2:00 p.m. in
Council Chambers at City Hall, unless different or prior notice of a change is posted. Call 297-2422 to
confirm meeting dates.
It is the policy of the Trust to ensure that communications with participants and members of the public with
disabilities are as effective as communications with others. Anyone with a disability who requires an
accommodation, a modification of policies or procedures, or an auxiliary aid or service in order to
participate in this meeting should call (405) 297-2422 or TDD (405) 297-2020 at least 48 hours in advance
(not including weekends or holidays). The staff will give primary consideration to the choice of auxiliary
aid or service requested by the individual with disability. If you need an alternative format of the agenda, or
any information provided at this meeting, please call (405) 297-2422 at least 48 hours before the meeting.
Safety Guidelines
The following safety guidelines are in place during the COVID-19 pandemic for meetings in the Council
Chamber at City Hall: face coverings are strongly recommended throughout the building (disposable face
masks will be available); only the south entrance to City Hall will be open; air purifying machines will be in
the Chamber; hand sanitizer machines will be available; and the Chamber will be cleaned and sanitized
daily.
Addressing the Trust
Citizens may address the Trust on certain items by signing up to speak and providing the agenda item
number, their reason for appearing and their address, but all comments must be relevant to the item. If
you wish to address the Trust, you may call 297-2422 or you may sign up to speak at the meeting. The
Chairman or presiding officer may in his or her discretion prohibit a person from addressing the Trust, or
have any person removed from the Council Chamber, if that person commits any disorderly or disruptive
behavior, which includes without limitation any of the following: speaking without being recognized by the
Chairman or presiding officer; continuing to speak after notice that the speaker’s allotted time has expired;
presenting comments or material not relevant to the item under discussion; failing to comply with the
lawful instructions of the Chairman or presiding officer; engaging in other conduct, activity, or speech that
delays, disturbs, interferes, or disrupts the effective or timely conduct of the meeting, or is otherwise
violent, threatening, abusive, obscene, or jeopardizing the safety of self or others. A person may also be
subject to arrest and removal from the Municipal Building for violation of Oklahoma City Municipal Code
2020, § 30-81 – Disorderly conduct and/or violation of Okla. Stat. tit. 21, §280- Willfully Disturbing,
Interfering With or Disrupting State Business, Agency Operations or Employees. Citizens will be limited to
three minutes to speak to the Trust.
Trust Actions
The Trust may take any of several actions including but not limited to adopt, approve, ratify, deny, defer,
recommend, amend, strike, or continue any item. The Trust is not limited by staff recommendations as to
the actions it may take. If more information is needed, the Trust may refer matters to the General
Manager or to Legal Counsel, or submit them to committees, boards, commissions, or independent
consultants for additional study. The Trust may authorize the General Manager or Legal Counsel to take
certain actions. Items may be stricken from the agenda, or no action may be taken.
Consent Docket
Consent Docket items are usually approved as a group with the proper motion from a Trustee. Consent
Docket items usually involve routine actions or standard contracts. Trustees, staff, or citizens may request
discussion or separate consideration of any Consent Docket item. A separate vote may be taken upon the
motion of a Trustee.

Approve the minutes of the March 1, 2022, meeting.
III. Consent Docket
A. Receive the Engineering Report from Olsson, Inc., Project WC-1022, Canadian
River waterline aerial crossing replacement, Canadian River near the NW 10th
Street bridge; and authorize engineering services.
B. Plans and Specifications to be advertised for bids, Project WT-0151, ozone
system expansion upgrades, Hefner Water Treatment Plant.
C. Ratifying and approving Addendum No. 1; awarding a contract to Archer Western
Construction, LLC, WT-0250-1, filter influent flume rehabilitation, Draper Water
Treatment Plant, $250,925; and approving the contract and bonds.
D. Pricing Agreement award and approval, Elastec, Inc. (C229021), one new utility
boat, estimated cost $72,000.
E. Pricing Agreements award and approval, Pencco, Inc. (C229022), and Univar
Solutions USA, Inc. (C229023), fluoride for water treatment plants, April 2,
2022, through April 1, 2025, estimated annual cost $220,000.
F. Amendment No. 1 and Change Order No. 1 revising the construction contract
with Urban Contractors, LLC, Project SC-1083, sanitary sewer rehabilitation, 13
locations, increase of $110,399.82.
G. Amendment No. 1 and Change Order No. 1 revising the construction contract
with Wynn Construction Company, Inc., Project WT-0222-1, Large Valve
Actuation (Package 1A), Draper Water Treatment Plant, increase of $3,997.53.
H. Amendment No. 7 to the Award/Contract with The City of Oklahoma City and
the United States of America for the municipalization of the water and wastewater
systems at Tinker Air Force Base, expiring October 31, 2071.
I. Amendment No. 2 and Change Order No. 3 revising the construction contract
with Jordan Contractors, Inc., Project SC-1017, sanitary sewer rehabilitation, NE
4th Street to East Park Place from Stonewall Avenue to Martin Luther King
Avenue; NE 23rd Street to NE 26th Street from Prospect Avenue to Martin
Luther King Avenue; and NE 24th Street to NE 30th Street from Lincoln
Boulevard to Kelly Avenue, decrease of $736,179.48; and accepting the project
and placing the maintenance bond into effect.

J. Amendment No. 1 and Change Order No. 2 revising the construction contract
with Krapff-Reynolds Construction Company, Project SC-1091, emergency 8-
inch sanitary sewer repairs, 300 NW 19th Street, decrease of $32,250; and
accepting the project and placing the maintenance bond into effect.
K. Agreement with The City of Oklahoma City and the Central Oklahoma
Transportation and Parking Authority, Project No. WC-1029, for design,
construction, and inspection services for the relocation, replacement, and
betterment of the two-inch and four-inch water main along Classen Boulevard
between NW 35th Street and NW 36th Street and between NW 22nd Street and
NW 23rd Street.
L. Agreement with The City of Oklahoma City and the City of Warr Acres, Project
WC-1030, relocation of water main, fire hydrants, and water line lowering,
MacArthur Boulevard from NW 34th Street to NW 47th Street.
M. 1. Recommend The City of Oklahoma City approve perpetual Pipeline
Crossing Agreement with Union Pacific Railroad Company, Project
WC-0930, water transmission main and Booster Station No. 9
improvements for Draper-Hefner system interconnection, 7628 West Reno
Avenue; and
2. Authorize payment of claim, $5,000.
N. Special Permit with The City of Oklahoma City and OKAYAK Tour, LLC (AC-
22-0004-OR), to operate a kayak rental concession on the Lake Overholser
Reservoir and Reservation and Stinchcomb Wildlife Refuge, annual revenue of
$3,500, April 1, 2022, through October 31, 2026.
O. Recommend The City of Oklahoma City accept a permanent easement, Project
WC-0974, waterline replacements, Villa Avenue to Virginia Avenue from NW
33rd Street to NW 28th Street and Classen Boulevard to Western Avenue from
NW 51st Street to NW 46th Street.
P. Accept a permanent easement from The City of Oklahoma City, Projects WF-
4984, waterline, and SD-3495, wastewater line, NE 36th Street and Lincoln
Boulevard.
Q. Resolution to receive and approve the Lake Atoka Reservation Association Fiscal
Year 2023 Budget, $410,581.
R. Receive the resolution adopting the McGee Creek Authority Fiscal Year 2023
budget, capital improvement projects, and pay plan; and directing the General
Manager to implement and administer the budget, capital improvement projects,
and pay plan, including but not limited to development of plans, specifications, bid
solicitations, bid evaluations, contract negotiations, and award recommendations in
accordance with the McGee Creek Authority Purchasing Policy and Procedures;
and delegating to the Chairman the authority to award and execute contracts as
needed, which comply with applicable law and do not exceed the funds available
in the McGee Creek Authority Fiscal Year 2023 budget, pursuant hereto for
ratification by the Trustees.
S. Fiscal Year 2023 Loan Agreement with the McGee Creek Authority, AC-22-
0004-LA, estimated cost $1,280,000.
T. Joint Resolution with The City of Oklahoma City electing and the Oklahoma City
Water Utilities Trust agreeing to pay The City of Oklahoma City’s annual aliquot
costs for Fiscal Year 2023 in accordance with the McGee Creek Authority
Amended Trust Indenture.
U. Ratification of payments from February 9, 2022, through March 8, 2022.

IV. Concurrence Docket
A. Concurrence with The City of Oklahoma City in approving Amendment No. 4 and
Change Order No. 7, revising the construction contract with Brewer Construction
Oklahoma, LLC, Projects DC-0308, storm sewer improvements, and WC-0977,
waterline relocation, SW 25th Street and Walker Avenue to the Oklahoma River,
increase of $55,891.27. (No OCWUT funds.)
B. Concurrence with the McGee Creek Authority ratifying the actions of the General
Manager in adopting a resolution approving the plans and specifications to be
advertised for bids; ratifying and approving Addendum No. 1; and approving
revised plans and specifications to be advertised for bids, Project WMC-035
Revised, facility road improvements, McGee Creek Reservoir Dam Road and
Pump Station Road.
C. Concurrence with the McGee Creek Authority in renewing the Contract for
Professional Engineer Services with Smith Roberts Baldischwiler, LLC, Project
WMC0TE, independent engineer to serve the McGee Creek Authority, annual fee
not to exceed $350,000, March 19, 2022, through March 18, 2023. (No
OCWUT funds.)
D. Concurrence with the McGee Creek Authority in adopting the resolution ratifying
the actions of the General Manager in issuing a four percent pay plan adjustment
for full-time McGee Creek Authority employees retroactive to July 1, 2021; and
revising the recognized holidays to be consistent with The City of Oklahoma City,
estimated cost $12,900.
E. Concurrence with the McGee Creek Authority in adopting a resolution authorizing
the General Manager to utilize arbitrage services from the firm selected by The
City of Oklahoma City, Fiscal Year 2023, estimated cost $500. (No OCWUT
funds.)
