MEETING INFORMATION
The Oklahoma City Water Utilities Trust usually meets twice per month on Tuesdays at 2:00 p.m. in
Council Chambers at City Hall, unless different or prior notice of a change is posted. Call 297-2422 to
confirm meeting dates.
It is the policy of the Trust to ensure that communications with participants and members of the public with
disabilities are as effective as communications with others. Anyone with a disability who requires an
accommodation, a modification of policies or procedures, or an auxiliary aid or service in order to
participate in this meeting should call (405) 297-2422 or TDD (405) 297-2020 at least 48 hours in advance
(not including weekends or holidays). The staff will give primary consideration to the choice of auxiliary
aid or service requested by the individual with disability. If you need an alternative format of the agenda, or
any information provided at this meeting, please call (405) 297-2422 at least 48 hours before the meeting.
Safety Guidelines
The following safety guidelines are in place during the COVID-19 pandemic for meetings in the Council
Chamber at City Hall: face coverings are strongly recommended throughout the building (disposable face
masks will be available); only the south entrance to City Hall will be open; air purifying machines will be in
the Chamber; hand sanitizer machines will be available; and the Chamber will be cleaned and sanitized
daily.
Addressing the Trust
Citizens may address the Trust on certain items by signing up to speak and providing the agenda item
number, their reason for appearing and their address, but all comments must be relevant to the item. If
you wish to address the Trust, you may call 297-2422 or you may sign up to speak at the meeting. The
Chairman or presiding officer may in his or her discretion prohibit a person from addressing the Trust, or
have any person removed from the Council Chamber, if that person commits any disorderly or disruptive
behavior, which includes without limitation any of the following: speaking without being recognized by the
Chairman or presiding officer; continuing to speak after notice that the speaker’s allotted time has expired;
presenting comments or material not relevant to the item under discussion; failing to comply with the
lawful instructions of the Chairman or presiding officer; engaging in other conduct, activity, or speech that
delays, disturbs, interferes, or disrupts the effective or timely conduct of the meeting, or is otherwise
violent, threatening, abusive, obscene, or jeopardizing the safety of self or others. A person may also be
subject to arrest and removal from the Municipal Building for violation of Oklahoma City Municipal Code
2020, § 30-81 – Disorderly conduct and/or violation of Okla. Stat. tit. 21, §280- Willfully Disturbing,
Interfering With or Disrupting State Business, Agency Operations or Employees. Citizens will be limited to
three minutes to speak to the Trust.
Trust Actions
The Trust may take any of several actions including but not limited to adopt, approve, ratify, deny, defer,
recommend, amend, strike, or continue any item. The Trust is not limited by staff recommendations as to
the actions it may take. If more information is needed, the Trust may refer matters to the General
Manager or to Legal Counsel, or submit them to committees, boards, commissions, or independent
consultants for additional study. The Trust may authorize the General Manager or Legal Counsel to take
certain actions. Items may be stricken from the agenda, or no action may be taken.
Consent Docket
Consent Docket items are usually approved as a group with the proper motion from a Trustee. Consent
Docket items usually involve routine actions or standard contracts. Trustees, staff, or citizens may request
discussion or separate consideration of any Consent Docket item. A separate vote may be taken upon the
motion of a Trustee.

Approve the minutes of the March 15, 2022, meeting.
III. Consent Docket
A. Receive the Consultant Review Committee Report and authorize negotiation of a
contract with CP&Y, Inc., Project ST-0173, headworks improvements and
hydraulic study, North Canadian Wastewater Treatment Plant.
B. Receive the Consultant Review Committee Report and authorize negotiation of a
contract with Carollo Engineers, Inc., Project WT-0253, existing high service
pump station electrical improvements, Draper Water Treatment Plant.
C. Receive an Engineering Report from Carollo Engineers, Inc., Project WM-0286,
various improvements to the Overholser Dam and Hefner Canal Inlet, and
authorize engineering services.
D. Ratify and approve the Plans and Specifications, Projects MC-0619, MS-123,
and WC-1029, Northwest Bus Rapid Transit Stations, Northwest Expressway
from North Classen Boulevard to North Meridian Avenue.
E. Renewal of the Pricing Agreement with Scudder Service and Supply, Inc. (R22-
C209002), electronic gates, services, supplies, and preventive maintenance,
estimated annual cost $100,000, May 21, 2022, through May 20, 2025.
F. Change Order No. 1 revising the construction contract with Jenco Construction
Company, Project WM-0340, new restroom facility, Lake Stanley Draper
Marina, increase of $2,348.
G. Change Order No. 3 revising the construction contract with T.J. Campbell
Construction Company, Project WM-0341, road improvement, East Stanley
Draper Drive from Water Plant Road to South Westminster Road, increase of
$4,824.06.
H. Change Order No. 3 revising the construction contract with Downey Contracting,
LLC, Project WM-0369, Atoka Pump Station vault and duct bank replacement,
Atoka Pump Station, increase of $373.03.
I. Amendment No. 1 to the Professional Services Agreement with RFIP, Inc.
(C219010), for ethernet radios, replacement, and ongoing maintenance
services, estimated increase of $700,000.

J. Resolution authorizing an increase in the cost estimate for the purchase of
repair/replacement parts, units, and repair service of various machinery from
Pricing Agreements with Automatic Engineering (R22-C199002), Edwards
Equipment, LLC (R22-C199003), Environmental Improvements, Inc. (R22-
C199004), and Haynes Equipment Co., LLC (R22-C199005), estimated annual
cost increase of $1,600,000 to a total estimated annual cost of $3,600,000, for
the period ending July 31, 2024.
K. Resolution authorizing the sole source purchase of IPL brand genuine original
equipment manufacturer replacement lids and other parts from IPL North America,
Inc. (SS22-C229024), for big blue refuse and green recycle carts, April 12, 2022,
through April 11, 2024, estimated annual cost $200,000.
L. Joint Resolution with The City of Oklahoma City ratifying the actions of the Mayor
of The City of Oklahoma City and the Chairman of the Oklahoma City Water
Utilities Trust, respectively, in executing the State of Oklahoma, Choctaw Nation
of Oklahoma, Chickasaw Nation, City of Oklahoma City Water Settlement:
Settlement Agreement’s and Act’s Publication Deadline Second Extension.
M. Raw Water Service Agreement with The City of Oklahoma City, the McGee
Creek Authority, and Stability Strategic Management, LLC, (AC-22-0005-WH),
April 26, 2022, through April 25, 2027.
N. Department of the Army, Corps of Engineers, Tulsa District, Nationwide Permit
(NWP-13), Project WC-0855, water transmission main extension for Draper-
Hefner system interconnection, NW 4th Street and MacArthur Boulevard to 7420
Melrose Lane.
O. 1. Recommend The City of Oklahoma City accept the permanent easements,
Project WC-0974, waterline replacements, Villa Avenue to Virginia Avenue
from NW 33rd Street to NW 28th Street and Classen Boulevard to
Western Avenue from NW 51st Street to NW 46th Street; and
2. Authorize payment of the claims, $77,900.
P. Recommend The City of Oklahoma City accept a permanent easement, Project
WA-2021-00014, waterline improvements, Midwest City Sports Complex.
Q. Ratification of payments from March 9, 2022, through April 5, 2022.
IV. Concurrence Docket
A. Concurrence with The City of Oklahoma City in ratifying and approving Addenda
Nos. 1 through 3; awarding a contract to Downey Contracting, LLC, Projects
DC-0310 and WC-1018, Drainage Improvements, west of North Western
Avenue from NW 50th Street to NW 63rd Street, $1,028,723; and approving the
contract and bonds. (No OCWUT funds.)
B. Concurrence with the Central Oklahoma Transportation and Parking Authority in
approving Amendment No. 4 to the Contract for Engineering Services with HNTB
Corporation, Project MC-0619, Northwest Bus Rapid Transit Project, to provide
surveying, additional design, and right-of-way services, fee increase of $261,311.
(OCWUT increase of $11,418.)
C. Concurrence with The City of Oklahoma City in approving Amendment No. 1 to
the Contracts for Engineering Services with Carollo Engineers, Inc., Project MC-
0646-A, CEC Corporation, MC-0646-B, and Triad Design Group, Inc., Project
MC-0646-F, civil engineering services for water and wastewater construction
related activities, July 1, 2022, through December 31, 2022.

D. Concurrence with The City of Oklahoma City in approving Amendment No. 2 to
the Contracts for Engineering Services with Kimley-Horn and Associates, Inc.,
Project MC-0646-C, and Olsson Associates, Inc., Project MC-0646-E, civil
engineering services for water and wastewater construction related activities, July
1, 2022, through December 31, 2022.
E. Concurrence with The City of Oklahoma City in adopting a Resolution approving
Change Order No. 10 and Amendment No. 6, Projects M3-P016, MAPS 3
Scissortail (Lower) Park, WC-1000, waterline relocation, and SC-1073, sanitary
sewer relocation, Robinson Avenue to Harvey Avenue from Interstate 40 to SW
15th Street, increase of $242,037.56; and authorizing the use of excess collections
and/or interest to fund Change Order No. 10 and Amendment No. 6. (No
OCWUT funds.)
V. Emergency Construction Contracts by Resolution (Four affirmative votes required
for approval.)
A. Resolution ratifying the actions of the General Manager in declaring an emergency,
approving the bidding documents, approving Addendum No. 1, and awarding a
contract to Urban Contractors, LLC, Project SE-0043, emergency sanitary sewer
repairs, SW 29th Street from Meridian Avenue to Utah Avenue, $249,140;
ratifying issuance of an emergency work order; and approving the contract and
bonds.
(Four affirmative votes required for approval.)

A. 1. Receive the Revised Engineering Report from CP&Y, Inc., Project
ST-0138, South Canadian Wastewater Treatment Plant improvements; and
2. Plans and Specifications to be advertised for bids, Project ST-0138, South
Canadian Wastewater Treatment Plant improvements.
B. 1. Presentation on Project WC-0874, Atoka Pipeline raw water transmission
line; and
2. Ratifying and approving Addenda Nos. 1 through 4; and adopting a resolution
extending the time to award a contract, awarding a contract to McKee
Utility Contractors, Inc., Project WC- 0874, Atoka Pipeline raw water
transmission line, Ada Pump Station to Canadian River Crossing,
$37,272,000; and approving the contract and bonds.
