MEETING INFORMATION
The Oklahoma City Water Utilities Trust usually meets twice per month on Tuesdays at 2:00 p.m. in
Council Chambers at City Hall, unless different or prior notice of a change is posted. Call 297-2422 to
confirm meeting dates.
It is the policy of the Trust to ensure that communications with participants and members of the public with
disabilities are as effective as communications with others. Anyone with a disability who requires an
accommodation, a modification of policies or procedures, or an auxiliary aid or service in order to
participate in this meeting should call (405) 297-2422 at least 48 hours in advance (not including weekends
or holidays). The staff will give primary consideration to the choice of auxiliary aid or service requested by
the individual with disability. If you need an alternative format of the agenda, or any information provided
at this meeting, please call (405) 297-2422 at least 48 hours before the meeting.
Addressing the Trust
Citizens may address the Trust on certain items by signing up to speak and providing the agenda item
number, their reason for appearing and their address, but all comments must be relevant to the item. If
you wish to address the Trust, you may call 297-2422 or you may sign up to speak at the meeting. The
Chairman or presiding officer may in his or her discretion prohibit a person from addressing the Trust, or
have any person removed from the Council Chamber, if that person commits any disorderly or disruptive
behavior, which includes without limitation any of the following: speaking without being recognized by the
Chairman or presiding officer; continuing to speak after notice that the speaker’s allotted time has expired;
presenting comments or material not relevant to the item under discussion; failing to comply with the
lawful instructions of the Chairman or presiding officer; engaging in other conduct, activity, or speech that
delays, disturbs, interferes, or disrupts the effective or timely conduct of the meeting, or is otherwise
violent, threatening, abusive, obscene, or jeopardizing the safety of self or others. A person may also be
subject to arrest and removal from the Municipal Building for violation of Oklahoma City Municipal Code
2020, § 30-81 – Disorderly conduct and/or violation of Okla. Stat. tit. 21, §280- Willfully Disturbing,
Interfering With or Disrupting State Business, Agency Operations or Employees.
Citizens may address the Trust on individual concerns at the end of the agenda under “Citizens to be
Heard.” Comments must concern Trust services or policies. Please fill out a "Request to be Heard" form
located outside the Chambers. Please return this form to the Trust Secretary before the meeting
begins. PLEASE LIMIT YOUR COMMENTS TO 3 MINUTES. Continuing to speak beyond the time
allowed by the Chairman or presiding officer shall constitute grounds for removal from the Council Chamber.
Trust Actions
The Trust may take any of several actions including but not limited to adopt, approve, ratify, deny, defer,
recommend, amend, strike, or continue any item. The Trust is not limited by staff recommendations as to
the actions it may take. If more information is needed, the Trust may refer matters to the General
Manager or to Legal Counsel, or submit them to committees, boards, commissions, or independent
consultants for additional study. The Trust may authorize the General Manager or Legal Counsel to take
certain actions. Items may be stricken from the agenda, or no action may be taken.
Consent Docket
Consent Docket items are usually approved as a group with the proper motion from a Trustee. Consent
Docket items usually involve routine actions or standard contracts. Trustees, staff, or citizens may request
discussion or separate consideration of any Consent Docket item. A separate vote may be taken upon the
motion of a Trustee.

A. Approve the minutes of the December 5, 2023 meeting.
III. Consent Docket
A. Ratify and approve Addendum No. 1; approve a Professional Services Agreement
(C249041) and System Support Contract (C249042) with Nexgen Asset
Management to provide an Enterprise Asset Management System Selection,
Deployment and Implementation, estimated cost $4,694,440.
B. Pricing Agreement assignment (C219028), Ozone System Improvements, from
SUEZ Treatment Solutions Inc. to Veolia Water Technologies Treatment
Solutions USA Inc., estimated cost $4,113,015, retroactive to September 1,
2023 through March 15, 2024.
C. Amendment No. 2 to the Contract for Engineering Services with AECOM
Technical Services, Inc., Project WC-0962, second Atoka Pipeline construction
program manager for Stanley Draper Reservoir to Atoka Reservoir, extending the
contract through August 13, 2024, no cost.
D. Amendment No. 6 to the Contract for Engineering Services with Carollo
Engineers, Inc., Project WT-0159 (clearwells), Various Improvements to
Strengthen the Redundancy and Resiliency for Water Treatment and Storage,
Draper Water Treatment Plant, fee increase of $223,064.
E. Change Order No. 2 with Wynn Construction Company, Inc., Project ST-0149,
North Canadian Wastewater Treatment Plant Improvements and Upgrades,
increase of $814,799.27.
F. Change Order No. 3 with Crossland Heavy Contractors, Inc., Project ST-0138,
South Canadian Wastewater Treatment Plant Improvements, decrease of
$410,393.86.
G. Amendment No. 6 and Change Order No. 6 with The City of Oklahoma City and
the Central Oklahoma Transportation and Parking Authority, Projects MC-0619,
MS-0123, and WC-1029, Northwest Bus Rapid Transit, Transit Center
Downtown providing service north on North Classen Boulevard to Northwest
Expressway and Meridian Avenue, increase of $265,026.99. (No OCWUT
Funds)
H. Final Acceptance, Project SC-1121, Emergency Sanitary Sewer Repairs, NW
33rd and Drexel Boulevard, and NW Expressway east of Meridian Avenue; and
placing the maintenance bond into effect.

I. Amendment No. 1 and Change Order No. 1 with Southwest Water Works, LLC,
Project WC-0497, Waterline Replacement, North Pennsylvania Avenue to
Waverly Avenue from Sheffield Road to Carlisle Court Serving the City of the
Village, increase of $61,637.30; and accepting the project and placing the
maintenance bond into effect.
J. Change Order No. 7 with Wynn Construction Company, Inc., Project WT-0167,
Superscraper Modifications, Draper Water Treatment Plant, increase of
$41,254.00; accepting the project and placing the maintenance bond into effect.
K. Resolution extending time to award contract, awarding a contract to
Krapff-Reynolds Construction Company, Project SC-1095, Sanitary Sewer
Rehabilitation, North Western Avenue to North Blackwelder Avenue from
Northwest Expressway to I-44, $2,336,771.50; and approving the contract and
bonds.
L. Resolution authorizing the sole source purchase of IDEXX laboratory products for
water quality testing from IDEXX Distribution, Inc. (SS24-C249011), estimated
annual cost $125,000, January 1, 2024 through December 31, 2024.
M. Resolution appropriating Oklahoma City Water Utilities Trust funds, as such
become available, for the fiscal year 2024 equipment replacement; authorizing the
General Manager, or designee, to purchase such equipment items from state and
other intergovernmental cooperative purchasing contracts that are bid and
awarded in a manner consistent with the practices of the Oklahoma City Water
Utilities Trust and applicable state law; directing the General Manager, or designee,
to prepare and advertise bid specifications and/or requests for proposals for
remaining equipment, and present proposed contracts to the Oklahoma City Water
Utilities Trust for consideration of award; and authorizing the General Manager, or
designee, to declare fiscal year 2024 surplus items that are sold for more than
$25,000 as surplus to the needs of the Oklahoma City Water Utilities Trust,
estimated cost $3,238,576.
N. Confidentiality and Non-Disclosure Agreement with AutoDesk, Inc. for the
purpose of negotiating terms, conditions, and a licensing agreement for a sole
source purchase of InfoWorks ICM, SE, InfoWater, and other InfoMaster
software packages.
O. Fiber Optic Crossing Permit with The City of Oklahoma City and MCI Metro
Access Transmission Services, LLC, (CP-0005), to install, operate, and maintain
a two-inch conduit and fiber optic line across the Hefner Canal and an existing 36-
inch transmission main, located at NW 50th Street and Hefner Canal Road in
Oklahoma County, revenue of $5,000.
P. Recommend The City of Oklahoma City accept a permanent easement, Project
WC-1079, Waterline Repair, 8301 North I-35 Service Road.
Q. Acceptance of a permanent easement from The City of Oklahoma City, WA-
2022-00003, Wheeler Park Improvements, north of SW 15th Street and east of
South Western Avenue.
IV. Concurrence Docket
A. Concurrence with The City of Oklahoma City in approving Change Order No. 3
with Schwarz Paving Company, Projects PC-0473 and WC-1027, Roadway
Widening, North Kelley Avenue from East Wilshire Boulevard to East Britton
Road, increase of $407,693.50. (No OCWUT funds)

B. Concurrence with The City of Oklahoma City in approving Change Order No. 4
with Allen Contracting, Inc., Projects PC-0559 and WC-0998, Roadway
Widening Improvements, Sara Road between SW 15th Street and SW 29th
Street. (No OCWUT funds)
C. Concurrence with The City of Oklahoma City in accepting Projects PC-0446 and
WC-0797 with Redlands Contracting, LLC, Street Improvements, West Britton
Road from North Morgan Road to North County Line Road; and placing the
maintenance bond into effect.
V. Emergency Construction Contracts by Resolution (Four affirmative votes required
for approval.)
A. Resolution ratifying the actions of the General Manager in declaring an emergency;
approving the bidding documents, approving Addendum No. 1, and awarding a
contract to Urban Contractors, LLC, Project SE-0055, Emergency Sanitary
Sewer Repair, 4818 South Pennsylvania Avenue, $213,775; ratifying issuance of
an emergency work order; and approving the contract and bonds.
(Four affirmative votes required for approval.)

A. Receive the Annual Financial Report and Letter to Management on Internal
Controls, and Auditors Required Communications to the Trust documents for the
