MEETING INFORMATION
The Oklahoma City Water Utilities Trust usually meets twice per month on Tuesdays at 2:00 p.m. in
Council Chambers at City Hall, unless different or prior notice of a change is posted. Call 297-2422 to
confirm meeting dates.
It is the policy of the Trust to ensure that communications with participants and members of the public with
disabilities are as effective as communications with others. Anyone with a disability who requires an
accommodation, a modification of policies or procedures, or an auxiliary aid or service in order to
participate in this meeting should call (405) 297-2422 at least 48 hours in advance (not including weekends
or holidays). The staff will give primary consideration to the choice of auxiliary aid or service requested by
the individual with disability. If you need an alternative format of the agenda, or any information provided
at this meeting, please call (405) 297-2422 at least 48 hours before the meeting.
Addressing the Trust
Citizens may address the Trust on certain items by signing up to speak and providing the agenda item
number, their reason for appearing and their address, but all comments must be relevant to the item. If
you wish to address the Trust, you may call 297-2422 or you may sign up to speak at the meeting. The
Chairman or presiding officer may in his or her discretion prohibit a person from addressing the Trust, or
have any person removed from the Council Chamber, if that person commits any disorderly or disruptive
behavior, which includes without limitation any of the following: speaking without being recognized by the
Chairman or presiding officer; continuing to speak after notice that the speaker’s allotted time has expired;
presenting comments or material not relevant to the item under discussion; failing to comply with the
lawful instructions of the Chairman or presiding officer; engaging in other conduct, activity, or speech that
delays, disturbs, interferes, or disrupts the effective or timely conduct of the meeting, or is otherwise
violent, threatening, abusive, obscene, or jeopardizing the safety of self or others. A person may also be
subject to arrest and removal from the Municipal Building for violation of Oklahoma City Municipal Code
2020, § 30-81 – Disorderly conduct and/or violation of Okla. Stat. tit. 21, §280- Willfully Disturbing,
Interfering With or Disrupting State Business, Agency Operations or Employees.
Citizens may address the Trust on individual concerns at the end of the agenda under “Citizens to be
Heard.” Comments must concern Trust services or policies. Please fill out a "Request to be Heard" form
located outside the Chambers. Please return this form to the Trust Secretary before the meeting
begins. PLEASE LIMIT YOUR COMMENTS TO 3 MINUTES. Continuing to speak beyond the time
allowed by the Chairman or presiding officer shall constitute grounds for removal from the Council Chamber.
Trust Actions
The Trust may take any of several actions including but not limited to adopt, approve, ratify, deny, defer,
recommend, amend, strike, or continue any item. The Trust is not limited by staff recommendations as to
the actions it may take. If more information is needed, the Trust may refer matters to the General
Manager or to Legal Counsel, or submit them to committees, boards, commissions, or independent
consultants for additional study. The Trust may authorize the General Manager or Legal Counsel to take
certain actions. Items may be stricken from the agenda, or no action may be taken.
Consent Docket
Consent Docket items are usually approved as a group with the proper motion from a Trustee. Consent
Docket items usually involve routine actions or standard contracts. Trustees, staff, or citizens may request
discussion or separate consideration of any Consent Docket item. A separate vote may be taken upon the
motion of a Trustee.

F. Amendment No. 1 with Belt Construction, Inc. dba K Bass Construction, Inc.,
Project WC-0904 Phase IV, 72-inch Water Transmission Main Assessment Joint
Replacement, Douglas Boulevard and SE 164th Street from Draper Water
Treatment Plant to Midwest Boulevard, increase of $216,000.
G. Amendment No. 1 with Wynn Construction Company, Inc., Project WT-0250-3,
Filter Influent Flume Rehabilitation Treatment Train Number One, Draper Water
Treatment Plant, increase of $129,511.
H. Change Order No. 2 with Crossland Heavy Contractors, Project WT-0246,
Hefner Surge System Operational Enhancements, Hefner Water Treatment Plant,
increase of $37,265.80.
I. Change Order No. 3 with Wynn Construction Company, Inc., Project ST-0149,
North Canadian Wastewater Treatment Plant Improvements and Upgrades,
increase of $481,392.25.

bond into effect.
K. Amendment No. 1 and Change Order No. 1 with Cimarron Construction
Company, LLC, Project WC-0619, Waterline Replacement, SE 4th Street to SE
15th Street from Eastern Avenue to Eckroat Street, decrease of $12,685; and
accepting the project and placing the maintenance bond into effect.
L. Request for Proposals to be advertised, (RFP OCWUT 33-24) Crane and Hoist
Equipment Inspection and Preventive Maintenance.
M. Resolution authorizing the open market purchase of crane and hoist equipment
inspection and preventive maintenance services (OM24-C249048), estimated cost
$100,000, until contract award.
N. Agreement with the Oklahoma Department of Agriculture, Food, and Forestry,
Forestry Services Division, AC-24-0023-DR, to perform hazardous fuel reduction
services to remove evasive trees and grasses that present a fire hazard adjacent to
Tinker Air Force Base and located on property owned by the Oklahoma City
Water Utilities Trust at the Lake Stanley Draper Reservoir and Reservation.
O. Memorandum of Understanding with The City of Oklahoma City for the relocation
of a sanitary sewer main, Projects SC-1097, Sanitary Sewer Rehabilitation, and
PC-0649, Street Enhancements, North Walker Avenue between NW 30th Street
and NW 29th Street.
P. Joint Revocable Permit with The City of Oklahoma City and the Bodies Race
Company, PE-24-0010-HR, to hold the Couple Shuffle 5/10K at the Lake
Hefner Reservoir and Reservation, February 25, 2024, revenue of $305
(OCWUT revenue of $125).
Q. Oklahoma Department of Environmental Quality Permit to Construct, Project
WL000009230875, Water Main Extension, south of NW 122nd Street and east
of Piedmont Road.
R. Ratification of payments from January 4, 2024 through January 30, 2024.
IV. Concurrence Docket
A. Concurrence with The City of Oklahoma City in approving the Plans and
Specifications to be advertised for bids, Projects PC-0926 and WC-1023
Roadway Widening and Waterline Relocation, Post Road from SE 74th Street to
SE 59th Street, SE 74th Street from Douglas Boulevard to Post Road. (No
OCWUT funds)
B. Concurrence with The City of Oklahoma City in approving Amendment No. 3 to
Contract for Engineering Services with CEC Corporation, Projects PC-0926,
Street Widening Improvements of Post Road from SE 44th Street to SE 74th
Street, and Project WC-1023, 60-inch Water Transmission Main Replacement
along SE 74th Street from Douglas Boulevard to Post Road; along Post Road
from SE 74th Street to SE 44th Street; and along SE 44th Street from Post Road
to Douglas Boulevard, fee increase of $1,211,780. (No OCWUT funds)
C. Concurrence with The City of Oklahoma City in approving Amendment No. 7 and
Change Order No. 10, Projects BC-0219R, Pedestrian Bridge, and WC-0997,
Waterline Relocation, Northwest Expressway and West Wilshire Boulevard,
increase of $9,878.00. (No OCWUT funds)

V. Emergency Construction Contracts by Resolution (Four affirmative votes required
for approval.)
A. Resolution ratifying the actions of the General Manager in declaring an emergency;
waiving competitive bidding; and issuing emergency Purchase Order Nos.
03052020WB01 to Aerzen Rental USA and 02162021DDM02 to Lone Star
Blowers, Inc., for the rental, maintenance, and service of blowers for the Deer
Creek Wastewater Treatment Plant; and ratifying payments; and authorizing
additional payments for anticipated continuing services and equipment until the
emergency is resolved, estimated cost $1,900,000.
(Four affirmative votes required for approval)
VI. Items for Individual Consideration
A. Resolution of the Oklahoma City Water Utilities Trust approving and authorizing
Clean Water State Revolving Fund funding from the Oklahoma Water Resources
Board in the aggregate principal amount of $370,000; approving the issuance of its
promissory note in the total aggregate principal amount of $370,000, and
authorizing its execution; approving and authorizing the execution of funding
agreement for clean water state revolving fund; ratifying and confirming certain
utilities lease agreements and extending the terms thereof until the promissory note
is paid; approving intent to abide by and carry out various covenants; approving
and authorizing a scope of services agreement with bond counsel, and authorizing
the establishment of a project costs disbursement account, and authorizing
disbursement of fees and expenses; and containing other authorizations and
provisions and necessary actions relating thereto.
