MEETING INFORMATION
The Oklahoma City Water Utilities Trust usually meets twice per month on Tuesdays at 2:00 p.m. in
Council Chambers at City Hall, unless different or prior notice of a change is posted. Call 297-2422 to
confirm meeting dates.
It is the policy of the Trust to ensure that communications with participants and members of the public with
disabilities are as effective as communications with others. Anyone with a disability who requires an
accommodation, a modification of policies or procedures, or an auxiliary aid or service in order to
participate in this meeting should call (405) 297-2422 at least 48 hours in advance (not including weekends
or holidays). The staff will give primary consideration to the choice of auxiliary aid or service requested by
the individual with disability. If you need an alternative format of the agenda, or any information provided
at this meeting, please call (405) 297-2422 at least 48 hours before the meeting.
Addressing the Trust
Citizens may address the Trust on certain items by signing up to speak and providing the agenda item
number, their reason for appearing and their address, but all comments must be relevant to the item. If
you wish to address the Trust, you may call 297-2422 or you may sign up to speak at the meeting. The
Chairman or presiding officer may in his or her discretion prohibit a person from addressing the Trust, or
have any person removed from the Council Chamber, if that person commits any disorderly or disruptive
behavior, which includes without limitation any of the following: speaking without being recognized by the
Chairman or presiding officer; continuing to speak after notice that the speaker’s allotted time has expired;
presenting comments or material not relevant to the item under discussion; failing to comply with the
lawful instructions of the Chairman or presiding officer; engaging in other conduct, activity, or speech that
delays, disturbs, interferes, or disrupts the effective or timely conduct of the meeting, or is otherwise
violent, threatening, abusive, obscene, or jeopardizing the safety of self or others. A person may also be
subject to arrest and removal from the Municipal Building for violation of Oklahoma City Municipal Code
2020, § 30-81 – Disorderly conduct and/or violation of Okla. Stat. tit. 21, §280- Willfully Disturbing,
Interfering With or Disrupting State Business, Agency Operations or Employees.
Citizens may address the Trust on individual concerns at the end of the agenda under “Citizens to be
Heard.” Comments must concern Trust services or policies. Please fill out a "Request to be Heard" form
located outside the Chambers. Please return this form to the Trust Secretary before the meeting
begins. PLEASE LIMIT YOUR COMMENTS TO 3 MINUTES. Continuing to speak beyond the time
allowed by the Chairman or presiding officer shall constitute grounds for removal from the Council Chamber.
Trust Actions
The Trust may take any of several actions including but not limited to adopt, approve, ratify, deny, defer,
recommend, amend, strike, or continue any item. The Trust is not limited by staff recommendations as to
the actions it may take. If more information is needed, the Trust may refer matters to the General
Manager or to Legal Counsel, or submit them to committees, boards, commissions, or independent
consultants for additional study. The Trust may authorize the General Manager or Legal Counsel to take
certain actions. Items may be stricken from the agenda, or no action may be taken.
Consent Docket
Consent Docket items are usually approved as a group with the proper motion from a Trustee. Consent
Docket items usually involve routine actions or standard contracts. Trustees, staff, or citizens may request
discussion or separate consideration of any Consent Docket item. A separate vote may be taken upon the
motion of a Trustee.

A. Ratifying and approving Addenda Nos. 1 and 2; awarding a contract to Urban
Contractors, LLC, Project SC-1109, Sanitary Sewer Replacement, SE 55th
Street to SE 59th Street from Bryant Avenue to Empire Boulevard, $443,131; and
approving the contract and bonds.
B. Renewal of the Professional Services Agreement with ADS, LLC (C199035),
wastewater flow metering, monitoring services, and installations, estimated annual
cost $375,000, May 21, 2024 through May 20, 2029.
C. Amendment No. 3 to the Contract for Engineering Services with Carollo
Engineers, Inc., Project WT-0253, Draper Water Treatment Plant Existing High
Service Pump Station Electrical Improvements, fee increase of $58,862.
D. Amendment No. 2 and Change Order No. 2 with 4M Trenching, LLC, Project
WC-1046, 16-inch Waterline Extension, Eastern Avenue and SE 15th Street near
the Oklahoma River, increase of $7,409.57.
E. Amendment No. 3 and Change Order No. 2 with Matthews Trenching Company,
Inc., Project SC-1101, Sanitary Sewer Main Improvements, Meridian Avenue
from NW 28th Street to NW 33rd Street, increase of $26,465.
F. Change Order No. 1 with Matthews Trenching Company, Inc., Project SE-0057,
Emergency Sanitary Sewer Repair, 4610 NW 26th Street, increase of $5,001;
accepting the project and placing the maintenance bond into effect.
G. Ratifying and approving Addendum No. 1; and adopting a Resolution extending
time to award contract as mutually agreed, awarding contract to 4M Trenching,
LLC, Project SC-1106, Sanitary Sewer Replacement, NW Expressway and
North Mustang Road, $2,012,380; and approving the contract and bonds.
H. 1. Pricing Agreements award and approval, Agilent Technologies, Inc.
(C249057), Hach Company (C249058), IDEXX Distribution, Inc.
(C249059), Brinkmann Instruments, Inc. dba Metrohm USA, Inc.
(C249060), Shimadzu Scientific Instruments, Inc. (C249061), Thermo
Electron North America, LLC (C249062), Laboratory Instruments and
Equipment, estimated annual cost $600,000, April 9, 2024 through
April 8, 2029;
AND
2. Resolution authorizing the open market purchase of Laboratory
Instruments and Equipment not available on pricing agreements (OM24-
C249063), estimated annual cost $100,000, April 9, 2024 through April 8,
2029.

I. 1. Renewal of the Pricing Agreement with Core & Main LP (C219033), cast
iron water and wastewater frames and lids, estimated annual cost
$100,000, May 1, 2024 through April 30, 2027;
AND
2. Resolution authorizing the open market purchase of cast iron water and
wastewater frames and lids for no-bid items, and related items not
available on pricing agreement (OM21-C219034), estimated annual cost
$50,000, May 1, 2024 through April 30, 2027.
J. 1. Recommend The City of Oklahoma City accept the completion of a Policy
A-1 Project from Scissortail Development, LLC, Project WR-2022-00001,
oversized water main extension under Policy A-1 procedures to serve
Fireside Creek Offsite, in the vicinity of SW 29th Street and South
Mustang Road; and recommend acceptance of the project; the
maintenance bond was placed into effect April 11, 2023;
AND
2. Authorize payment of the claim, $27,372.
K. Ratification of payments from February 28, 2024 through March 26, 2024.

V. Emergency Construction Contracts by Resolution (Four affirmative votes required

VI. Items for Individual Consideration
A. Final Engineering Report, Project WT-0271, Foundation Dewatering System
Improvements, Hefner Water Treatment Plant, and proceed with Engineering
Services.
B. Amendment No. 1 to the Professional Services Agreement with The City of
Oklahoma City and Inframark, LLC (C229002), operation, maintenance, and
repair services for Tinker Air Force Base water and wastewater systems,
estimated annual cost $3,859,226.29, August 3, 2021 through October 31, 2026.
C. Management Agreement with The City of Oklahoma City and The Oklahoma
Radio Kontrol Society (AC-23-0004-HR), to promote, operate, manage, and
maintain a radio-controlled model aircraft flying field and facilities on a portion of
the Lake Hefner Reservation, retroactive to February 19, 2023 through February
18, 2026.
D. Resolution recommending The City of Oklahoma City adopt an ordinance relating
to Parks, Recreation, Cultural Affairs, Etc., amending Chapter 38 of the
Oklahoma City Municipal Code, 2020, by amending the title of Division 10 -
Model Aircraft - Lake Stanley Draper Reservation, Section 38-309 - Restricted
areas, Section 38-309.1 - Permits, Section 38-309.2 - Regulations; restrictions,
and Section 38-309.3 - Authority of the Utilities Director, Director and Police
Chief; and by amending Chapter 60 - General Schedule of Fees, Title 38 - Parks,
Recreation, Cultural Affairs, Etc., by amending Section 60-38-45 - Model aircraft
permits.
