MEETING INFORMATION
The Oklahoma City Water Utilities Trust usually meets twice per month on Tuesdays at 2:00 p.m. in
Council Chambers at City Hall, unless different or prior notice of a change is posted. Call 297-2422 to
confirm meeting dates.
It is the policy of the Trust to ensure that communications with participants and members of the public with
disabilities are as effective as communications with others. Anyone with a disability who requires an
accommodation, a modification of policies or procedures, or an auxiliary aid or service in order to
participate in this meeting should call (405) 297-2422 at least 48 hours in advance (not including weekends
or holidays). The staff will give primary consideration to the choice of auxiliary aid or service requested by
the individual with disability. If you need an alternative format of the agenda, or any information provided
at this meeting, please call (405) 297-2422 at least 48 hours before the meeting.
Addressing the Trust
Citizens may address the Trust on certain items by signing up to speak and providing the agenda item
number, their reason for appearing and their address, but all comments must be relevant to the item. If
you wish to address the Trust, you may call 297-2422 or you may sign up to speak at the meeting. The
Chairman or presiding officer may in his or her discretion prohibit a person from addressing the Trust, or
have any person removed from the Council Chamber, if that person commits any disorderly or disruptive
behavior, which includes without limitation any of the following: speaking without being recognized by the
Chairman or presiding officer; continuing to speak after notice that the speaker’s allotted time has expired;
presenting comments or material not relevant to the item under discussion; failing to comply with the
lawful instructions of the Chairman or presiding officer; engaging in other conduct, activity, or speech that
delays, disturbs, interferes, or disrupts the effective or timely conduct of the meeting, or is otherwise
violent, threatening, abusive, obscene, or jeopardizing the safety of self or others. A person may also be
subject to arrest and removal from the Municipal Building for violation of Oklahoma City Municipal Code
2020, § 30-81 – Disorderly conduct and/or violation of Okla. Stat. tit. 21, §280- Willfully Disturbing,
Interfering With or Disrupting State Business, Agency Operations or Employees.
Citizens may address the Trust on individual concerns at the end of the agenda under “Citizens to be
Heard.” Comments must concern Trust services or policies. Please fill out a "Request to be Heard" form
located outside the Chambers. Please return this form to the Trust Secretary before the meeting
begins. PLEASE LIMIT YOUR COMMENTS TO 3 MINUTES. Continuing to speak beyond the time
allowed by the Chairman or presiding officer shall constitute grounds for removal from the Council Chamber.
Trust Actions
The Trust may take any of several actions including but not limited to adopt, approve, ratify, deny, defer,
recommend, amend, strike, or continue any item. The Trust is not limited by staff recommendations as to
the actions it may take. If more information is needed, the Trust may refer matters to the General
Manager or to Legal Counsel, or submit them to committees, boards, commissions, or independent
consultants for additional study. The Trust may authorize the General Manager or Legal Counsel to take
certain actions. Items may be stricken from the agenda, or no action may be taken.
Consent Docket
Consent Docket items are usually approved as a group with the proper motion from a Trustee. Consent
Docket items usually involve routine actions or standard contracts. Trustees, staff, or citizens may request
discussion or separate consideration of any Consent Docket item. A separate vote may be taken upon the
motion of a Trustee.

A. Plans and Specifications to be advertised for bids, Projects TC-0506 and WC-
1020-1, Intersection Improvements and Watermain Replacements, Pennsylvania
Avenue at NW 10th Street and Virginia Avenue.
B. Resolution terminating the Professional Services Agreement with Universal
Security Guard Association, Inc. (OCWUT00029), security services for Utilities
facilities, effective September 10, 2024.
C. Request for Proposals to be advertised (RFP OCWUT 07-25), Security Services
for Utilities Department, NW 5th Street and Pennsylvania Avenue facilities, Lake
Stanley Draper boat docks and Lake Hefner boat docks.
D. Ratifying and approving Addendum No. 1; awarding a contract to Krapff
Reynolds Construction Company, Project SC-1117, Sanitary Sewer
Rehabilitation, NW 23rd Street to NW 28th Street, and Lyon Boulevard to Roff
Avenue, $984,289.20; and approving the contract and bonds.
E. Ratifying and approving Addenda Nos. 1 through 4; awarding a contract to
Downey Contracting, LLC, Project ST-0167-2, Disinfection and Dechlorination
Improvements, Groundwater Well Improvements, North Canadian Wastewater
Treatment Plant, $2,325,000; and approving the contract and bonds.
F. Professional Services Agreement with Gravitec Systems, Inc. (OCWUT00054),
planned inspection, evaluation, design, fabrication, installation, and training
services, estimated annual cost $200,000, September 10, 2024 through
September 9, 2027.
G. Amendment No. 1 and Change Order No. 1 with Cimarron Construction
Company, LLC, Project WC-0950-1, Waterline Replacement, NW 122nd Street
from Reynolds Road to Legends Boulevard, NW 144th Street to NW 147th
Terrace from Elmtree Lane to Salem Creek Road, decrease of $10,206.
H. Amendment No. 1 with Urban Contractors, LLC, Project SE-0059, Emergency
Sanitary Sewer Aerial Creek Crossing Replacement, Windover Drive and
Coachlight Drive (Edmond), decrease of $1,097.89; accepting the project; and
placing the maintenance bond into effect.
I. Change Order No. 1 with Wynn Construction Company, Inc., Project ST-0163-
2, Diffuser Replacement, North Canadian Wastewater Treatment Plant, increase of
$18,140.10; accepting the project; and placing the maintenance bond into effect.

J. Amendment No. 2 and Change Order No. 2 with Krapff-Reynolds Construction
Company, Project SC-1087, Sanitary Sewer Rehabilitation, eight locations,
increase of $23,650; accepting the project; and placing the maintenance bond into
effect.
K. Ratification of payments from July 31, 2024 through August 27, 2024.
IV. Concurrence Docket
A. Concurrence with The City of Oklahoma City in approving Amendment No. 5 to
the Contract for Engineering Services with CEC Corporation, Project PC-0926,
Street Widening Improvements of Post Road from SE 44th Street to SE 74th
Street, and Project WC-1023, 60-inch Water Transmission Main Replacement
along SE 74th Street from Douglas Boulevard to Post Road; along Post Road
from SE 74th Street to SE 44th Street; and along SE 44th Street from Post Road
to Douglas Boulevard, fee increase of $95,050. (No OCWUT funds)
B. Concurrence with The City of Oklahoma City in approving Amendment No. 10
with Allen Contracting, Inc., Projects BC-0219R and WC-0997, Pedestrian
Bridge and Waterline Relocation, Northwest Expressway and West Wilshire
Boulevard, decrease of $10,183.01. (No OCWUT funds)
V. Emergency Construction Contracts by Resolution (Four affirmative votes required
for approval.)
A. Resolution ratifying the actions of the General Manager in declaring an emergency;
waiving competitive bidding; issuing emergency Purchase Order No.
02192024SMK11; approving a Lease Agreement with Kraft Tank Corporation;
and authorizing payments for services and equipment until the emergency is
resolved, estimated cost $160,000.
(Four affirmative votes required for approval.)
B. Resolution ratifying the actions of the General Manager in declaring an emergency;
issuing emergency Purchase Order No. 08092024MK01; and authorizing
payments for services and equipment until the emergency is resolved, estimated
cost $100,000.

VI. Items for Individual Consideration
A. Joint Resolution with The City of Oklahoma City declaring a tract of real property
on the future West Elm Creek Reservoir, outside of the inundation area and outside
of the six hundred and sixty feet reserved pursuant to Oklahoma Statutes Title 11,
section 37-104 for water quality protection, as surplus to and abandoned for the
water utility purpose, and approving the sale of such real property, more
particularly described on Attachment “A,” “as is” by the Oklahoma City Water
Utilities Trust to The City of Oklahoma City for the sales price of $5,000,000;
Resolution of the Oklahoma City Water Utilities Trust authorizing and directing the
Chairman and Secretary, after receipt of the sales price of $5,000,000 by the
Oklahoma City Water Utilities Trust, to execute the attached warranty deed,
attached as Attachment “B”; and reserving certain easements as may be necessary.
B. 1. Presentation on the Cost-of-Service and Rate Design Recommendations;
and
2. Resolution directing the General Manager and General Counsel to finalize
and forward the necessary ordinance amendments to implement the
recommended rate plan to City Council for consideration.
