MEETING INFORMATION
The Oklahoma City Water Utilities Trust usually meets twice per month on Tuesdays at 2:00 p.m. in
Council Chambers at City Hall, unless different or prior notice of a change is posted. Call 297-2422 to
confirm meeting dates.
It is the policy of the Trust to ensure that communications with participants and members of the public with
disabilities are as effective as communications with others. Anyone with a disability who requires an
accommodation, a modification of policies or procedures, or an auxiliary aid or service in order to
participate in this meeting should call (405) 297-2422 at least 48 hours in advance (not including weekends
or holidays). The staff will give primary consideration to the choice of auxiliary aid or service requested by
the individual with disability. If you need an alternative format of the agenda, or any information provided
at this meeting, please call (405) 297-2422 at least 48 hours before the meeting.
Addressing the Trust
Citizens may address the Trust on certain items by signing up to speak and providing the agenda item
number, their reason for appearing and their address, but all comments must be relevant to the item. If
you wish to address the Trust, you may call 297-2422 or you may sign up to speak at the meeting. The
Chairman or presiding officer may in his or her discretion prohibit a person from addressing the Trust, or
have any person removed from the Council Chamber, if that person commits any disorderly or disruptive
behavior, which includes without limitation any of the following: speaking without being recognized by the
Chairman or presiding officer; continuing to speak after notice that the speaker’s allotted time has expired;
presenting comments or material not relevant to the item under discussion; failing to comply with the
lawful instructions of the Chairman or presiding officer; engaging in other conduct, activity, or speech that
delays, disturbs, interferes, or disrupts the effective or timely conduct of the meeting, or is otherwise
violent, threatening, abusive, obscene, or jeopardizing the safety of self or others. A person may also be
subject to arrest and removal from the Municipal Building for violation of Oklahoma City Municipal Code
2020, § 30-81 – Disorderly conduct and/or violation of Okla. Stat. tit. 21, §280- Willfully Disturbing,
Interfering With or Disrupting State Business, Agency Operations or Employees.
Citizens may address the Trust on individual concerns at the end of the agenda under “Citizens to be
Heard.” Comments must concern Trust services or policies. Please fill out a "Request to be Heard" form
located outside the Chambers. Please return this form to the Trust Secretary before the meeting
begins. PLEASE LIMIT YOUR COMMENTS TO 3 MINUTES. Continuing to speak beyond the time
allowed by the Chairman or presiding officer shall constitute grounds for removal from the Council Chamber.
Trust Actions
The Trust may take any of several actions including but not limited to adopt, approve, ratify, deny, defer,
recommend, amend, strike, or continue any item. The Trust is not limited by staff recommendations as to
the actions it may take. If more information is needed, the Trust may refer matters to the General
Manager or to Legal Counsel, or submit them to committees, boards, commissions, or independent
consultants for additional study. The Trust may authorize the General Manager or Legal Counsel to take
certain actions. Items may be stricken from the agenda, or no action may be taken.
Consent Docket
Consent Docket items are usually approved as a group with the proper motion from a Trustee. Consent
Docket items usually involve routine actions or standard contracts. Trustees, staff, or citizens may request
discussion or separate consideration of any Consent Docket item. A separate vote may be taken upon the
motion of a Trustee.

Improvements, Hefner Water Treatment Plant.
B. Contract for Engineering Services with Freese and Nichols, Inc., Project TS-
0011, Tinker Sewer Mains and Lift Station Elimination, Tinker Air Force Base,
Southwest Area, Phase 1, fee of $274,600.
C. Renewal of the Professional Services Agreement with Clifford Power Systems,
Inc. (C209018), emergency power generation services, estimated annual cost
$1,500,000, December 3, 2024 through December 2, 2029, and approving the
performance bond.
D. Amendment No. 2 to the Contract for Engineering Services with Freese and
Nichols, Inc., Project WM-0309, Overholser Dam Structural Stability
Improvements, Lake Overholser Dam, fee increase of $2,226,915.
E. Amendment No. 3 to the Contract for Engineering Services with Kimley-Horn and
Associates, Inc., Project WC-0974, Waterline Replacements, Villa Avenue to
Virginia Avenue from NW 33rd Street to NW 28th Street and Classen Boulevard
to Western Avenue from NW 51st Street to NW 46th Street, fee increase of
$54,300.
F. Amendment No. 1 and Change Order No. 3 with McKee Utility Contractors,
Inc., Project WC-0873, Atoka Pipeline Raw Water Transmission Line, Stonewall
Pump Station to Ada Pump Station, increase of $2,643,145.57.
G. Amendment No. 17 to the Award/Contract (SP0600-20-C-8331) associated
with the United States of America for the municipalization of the water and
wastewater systems at Tinker Air Force Base.
H. Amendment No. 6 to the Professional Services Agreement with The City of
Oklahoma City and C.H. Guernsey and Company (C149054), consultant services
for Tinker Air Force Base Municipalization, decrease of $390,360, retroactive to
November 1, 2024 through January 20, 2026.
I. Request for Proposals to be advertised (RFP OCWUT 04-25), Tinker Air Force
Base Hydraulic Modeling and Support Services.

J. Final Acceptance, Project SC-1124, Sanitary Sewer Aerial Crossing
Rehabilitation, 4800 South Broadway Place, and placing the maintenance bond
into effect.
K. Amendment No. 1 with Urban Contractors, LLC, Project SC-1096, Sanitary
Sewer Rehabilitation, NW 43rd Street to NW 50th Street from May Avenue to
Pate Avenue, decrease of $152,419.04; and accepting the project; and placing the
maintenance bond into effect.
L. Amendment No. 1 with C-P Integrated Services, Project WM-0393, Lake
Hefner Drive Retaining Wall Rehabilitation, South Lake Hefner Drive and North
Portland Avenue, decrease of $10,400; accepting the project; and placing the
maintenance bond into effect.
M. Amendment No. 1 and Change Order No. 1 with Krapff-Reynolds Construction
Company, Project SC-1095, Sanitary Sewer Rehabilitation, Western Avenue to
Blackwelder Avenue from NW Expressway to I44, increase of $74,100; and
accepting the project; and placing the maintenance bond into effect.
N. Amendment No. 1 and Change Order No. 1 with Matthews Trenching Company,
Inc., Project WE-0104, Emergency Water Transmission Main Repair, 4000 South
Douglas Boulevard, decrease of $74,710; and accepting the project; and placing
the maintenance bond into effect.
O. Amendment No. 2 and Change Order No. 2 with Southwest Water Works, LLC,
Project WC-1043, Waterline Replacements, NW 105th Terrace to NW 104th
Terrace between McKinley Avenue and Military Avenue and NW 161st Street
between Rim Road and Promontory Road, increase of $49,987.45; accepting the
project; and placing the maintenance bond into effect.
P. Joint Resolution with The City of Oklahoma City declaring the necessity for
acquiring certain permanent easements for water and wastewater utility purposes
including Project SC-1107, Sanitary Sewer Improvements, NW 26th Street from
Ann Arbor Avenue to Meridian Avenue; authorizing, instructing, and directing the
City Manager to acquire said permanent easements for purposes and uses
incidental thereto; authorizing, instructing, and directing the Municipal Counselor to
condemn said properties for said purposes if said permanent easements cannot be
purchased and the damages settled by agreement with the owners of real property;
and authorizing the General Manager of the Oklahoma City Water Utilities Trust to
purchase and settle damages with the owners and to pay claims associated with
condemnation proceeding.
Q. Ratifying and approving Addenda No. 1 and 2; and adopting a Joint Resolution
extending time to award contract as mutually agreed, awarding a joint contract to
Rudy Construction Co., Inc., Projects TC-0506 and WC-1020-1, Intersection
Improvements and Water Main Replacements, Pennsylvania Avenue at NW 10th
Street and Virginia Avenue, $5,639,436.85; assigning CEC Corporation as testing
laboratory; and approving the joint contract and bonds.
R. Resolution authorizing the General Manager or designee to review and approve
amendments to contracts for software, licenses, services, and associated hardware
to maintain, expand, and/or improve the applications, functionality, versatility,
and/or flexibility of the construction, operation, administration, and/or maintenance
of water, wastewater, and/or solid waste systems, not more than $50,000 and in
accordance with the unit prices and provisions of the contract previously approved
by the Oklahoma City Water Utilities Trust; and directing Utilities staff to provide
the executed amendments to the Oklahoma City Water Utilities Trust at the next
available meeting for ratification.

S. 1. Recommend The City of Oklahoma City accept a permanent easement,
Project SC-1107, Sanitary Sewer Improvements, NW 26th Street from
Ann Arbor Avenue to Meridian Avenue; and
2. Authorize payment of claim, $4,383.
IV. Concurrence Docket
V. Emergency Construction Contracts by Resolution (Four affirmative votes required
for approval.)
A. Resolution ratifying the actions of the General Manager in declaring an emergency;
approving the bidding documents, approving Addendum No. 1, and awarding a
contract to Urban Contractors, LLC, Project SE-0060, Emergency Sanitary
Sewer Repair, 3310 NW 16th Street, $129,129; ratifying issuance of an
emergency work order; and approving the contract and bonds.
(Four affirmative votes required for approval.)
B. Resolution ratifying the actions of the General Manager in declaring an emergency;
waiving competitive bidding; issuing emergency Purchase Order No.
09092024SMK01 to Rangeline Utility Services, LLC dba RUTS Construction;
and authorizing payments for services and equipment until the emergency is
resolved, estimated cost $800,000.
