MEETING INFORMATION
The Oklahoma City Water Utilities Trust usually meets twice per month on Tuesdays at 2:00 p.m. in Council
Chambers at City Hall, unless different or prior notice of a change is posted. Call 297-2422 to confirm meeting
dates.
It is the policy of the Trust to ensure that communications with participants and members of the public with
disabilities are as effective as communications with others. Anyone with a disability who requires an
accommodation, a modification of policies or procedures, or an auxiliary aid or service in order to participate in
this meeting should call (405) 297-2422 at least 48 hours in advance (not including weekends or holidays). The
staff will give primary consideration to the choice of auxiliary aid or service requested by the individual with
disability. If you need an alternative format of the agenda, or any information provided at this meeting, please
call (405) 297-2422 at least 48 hours before the meeting.
Addressing the Trust
Citizens may address the Trust on certain items by signing up to speak and providing the agenda item number,
their reason for appearing and their address, but all comments must be relevant to the item. If you wish to
address the Trust, you may call 297-2422 or you may sign up to speak at the meeting. The Chairman or
presiding officer may in his or her discretion prohibit a person from addressing the Trust, or have any person
removed from the Council Chamber, if that person commits any disorderly or disruptive behavior, which
includes without limitation any of the following: speaking without being recognized by the Chairman or
presiding officer; continuing to speak after notice that the speaker’s allotted time has expired; presenting
comments or material not relevant to the item under discussion; failing to comply with the lawful instructions
of the Chairman or presiding officer; engaging in other conduct, activity, or speech that delays, disturbs,
interferes, or disrupts the effective or timely conduct of the meeting, or is otherwise violent, threatening,
abusive, obscene, or jeopardizing the safety of self or others. A person may also be subject to arrest and
removal from the Municipal Building for violation of Oklahoma City Municipal Code 2020, § 30-81 –
Disorderly conduct and/or violation of Okla. Stat. tit. 21, §280- Willfully Disturbing, Interfering With or
Disrupting State Business, Agency Operations or Employees.
Citizens may address the Trust on individual concerns at the end of the agenda under “Citizens to be Heard.”
Comments must concern Trust services or policies. Please fill out a "Request to be Heard" form located
outside the Chambers. Please return this form to the Trust Secretary before the meeting begins. PLEASE
LIMIT YOUR COMMENTS TO 3 MINUTES. Continuing to speak beyond the time allowed by the Chairman
or presiding officer shall constitute grounds for removal from the Council Chamber.
Trust Actions
The Trust may take any of several actions including but not limited to adopt, approve, ratify, deny, defer,
recommend, amend, strike, or continue any item. The Trust is not limited by staff recommendations as to the
actions it may take. If more information is needed, the Trust may refer matters to the General Manager or to
Legal Counsel, or submit them to committees, boards, commissions, or independent consultants for additional
study. The Trust may authorize the General Manager or Legal Counsel to take certain actions. Items may be
stricken from the agenda, or no action may be taken.
Consent Docket
Consent Docket items are usually approved as a group with the proper motion from a Trustee. Consent Docket
items usually involve routine actions or standard contracts. Trustees, staff, or citizens may request discussion or
separate consideration of any Consent Docket item. A separate vote may be taken upon the motion of a Trustee.

Waterline Replacement, Muzny Lane to Prairie Ridge Road between SE 85th

C. Amendment No. 1 to the Contract for Engineering Services with MacArthur
Associated Consultants, LLC, Project WC-0878, Atoka Pipeline Raw Water
Transmission Line, 1.44 miles west of Highway 3 (east/west County Road
133/Benchmark 113) to Macomb, fee increase of $964,690.
D. Amendment No. 2 to the Contract for Engineering Services with Smith
Roberts Baldischwiler, LLC, Projects W000TE-A and S000TE-A,
independent engineer to serve the Oklahoma City Water Utilities Trust, fee
increase of $1,100,000.
E. Amendment No. 4 to the Contract for Engineering Services with Triad
Design Group, Inc., Project WC-0875, Atoka Pipeline Raw Water
Transmission Line, Canadian River Crossing, fee increase of $470,000.
F. Change Order No. 1 with McKee Utility Contractors, LLC, Project WC-
0877, Atoka Pipeline Raw Water Transmission Line, Konawa Pump Station
to 1.44 miles west of SH-3W, increase of $1,355,343.
G. Amendment No. 1 and Change Order No. 1 with Wynn Construction
Company, Inc., Projects TW-0001-R and TS-0001-R, Tinker Operations
Building, Tinker Air Force Base, Oklahoma City, Oklahoma, increase of
$114,194.65.
H. Amendment No. 2 and Change Order No. 2 with Wynn Construction Co.,
Inc., Projects ST-0154-1 and ST-0161, Wastewater Treatment Plant
Biosolids; Odor Management and Electrical Improvements, Deer Creek
Wastewater Treatment Plant, decrease of $909,061.

and Control Improvements, Tinker Air Force Base, Oklahoma City,
Oklahoma, no cost; accepting the project; and placing the maintenance bond
into effect.
J. Amendment No. 1 and Change Order No. 1 with Jordan Contractors, LLC,
Project SC-1110, Sanitary Sewer Rehabilitation, NE 24th Street to NE 30th
Street from Santa Fe Avenue to Walnut Avenue, decrease of $118,694;
accepting the project; and placing the maintenance bond into effect.
K. Amendment No. 1 and Change Order No. 1 with Krapff-Reynolds
Construction Company, Project SC-1117, Sanitary Sewer Rehabilitation, NW
23rd Street to NW 28th Street, and Lyon Boulevard to Roff Avenue, increase
of $25,333.25; accepting the project; and placing the maintenance bond into
effect.
L. Resolution authorizing an increase to the annual cost estimate for Pricing
Agreements with Global Energy Solutions (C219035) and Evans Enterprises,
Inc. (C219036), for rewinding, repair, and replacement of electric motors and
pumps, estimated annual cost increase of $2,000,000 to a total estimated
annual cost of $3,200,000, through the period ending June 7, 2027.
M. Memorandum of Understanding with The City of Oklahoma City and the
Zoological Trust for the installation of a sewer main, Project SC-1166,
Sanitary Sewer Extension and Abandonment, along the northwest shore of
Northeast Lake.
N. Joint Revocable Permit with The City of Oklahoma City and Bodies Race
Franchise, LLC dba Bodies Race Company, LLC, PE-25-0025-DR, to hold
the “Donot Stop 5K, 10K, and Half Marathon” at the Lake Stanley Draper
Reservation, May 17, 2025, revenue of $225. (OCWUT revenue of $125)
O. Joint Revocable Permit with The City of Oklahoma City and Bodies Race
Franchise, LLC dba Bodies Race Company, LLC, PE-25-0026-DR, to hold
the “Hometown Half” at the Lake Stanley Draper Reservation, June 7, 2025,
revenue of $225. (OCWUT revenue of $125)
P. Oklahoma Department of Environmental Quality Permit to Construct,
Project WT-0253, High Service Pump Station Electrical Improvements,
Draper Water Treatment Plant.
Q. Oklahoma Department of Environmental Quality Permit to Construct, 10th
Flight Test Squadron Operations Facility, Tinker Air Force Base, Oklahoma
City, Oklahoma.
R. 1. Recommend The City of Oklahoma City accept five permanent
easements, Project SC-0915, Lift Station Improvements, NW 20th
Street to NW 23rd Street between Eagle Lane and East Overholser
Drive; and
2. Authorize payment of claims, $5,495.40.
S. Ratification of payments from March 26, 2025 through April 22, 2025.

and Nichols, Inc., in United States District Court for the Western
District of Oklahoma, Case No. CIV-2021-1138-JD; and
2. Consider settlement offer.
D. Enter into executive session on advice of the Municipal Counselor to receive
confidential communications from its attorneys concerning pending
litigation, claims, and actions as authorized by 25 O.S. (Supp 2024) §307(B)
(4) because disclosure will seriously impair the ability of the public body to
proceed in the public interest in the case of Vadnais Trenchless Services, Inc.
v. Oklahoma City Water Utilities Trust, Triad Design Group, Inc. and
AECOM Technical Services, Inc., in United States District Court for the
Western District of Oklahoma, Case No. CIV-2024-4170.
E. Enter into executive session on advice of the Municipal Counselor to receive
confidential communications from its attorneys concerning pending
litigation, claims, and actions as authorized by 25 O.S. (Supp 2024) §307(B)
(4) because disclosure will seriously impair the ability of the public body to
