MEETING INFORMATION
The Oklahoma City Water Utilities Trust usually meets twice per month on Tuesdays at 2:00 p.m. in Council Chambers
at City Hall, unless different or prior notice of a change is posted. Call 405-297-2422 to confirm meeting dates.
It is the policy of the Trust to ensure that communications with participants and members of the public with disabilities
are as effective as communications with others. Anyone with a disability who requires an accommodation, a
modification of policies or procedures, or an auxiliary aid or service in order to participate in this meeting should call
405-297-2422 at least 48 hours in advance (not including weekends or holidays). The staff will give primary
consideration to the choice of auxiliary aid or service requested by the individual with disability. If you need an
alternative format of the agenda, or any information provided at this meeting, please call 405-297-2422 at least 48
hours before the meeting.
Addressing the Trust
Citizens may address the Trust on certain items by signing up to speak and providing the agenda item number, their
reason for appearing and their address, but all comments must be relevant to the item. If you wish to address the Trust,
you may call 405-297-2422 or you may sign up to speak at the meeting. The Chairman or presiding officer may in his
or her discretion prohibit a person from addressing the Trust, or have any person removed from the Council Chamber,
if that person commits any disorderly or disruptive behavior, which includes without limitation any of the following:
speaking without being recognized by the Chairman or presiding officer; continuing to speak after notice that the
speaker’s allotted time has expired; presenting comments or material not relevant to the item under discussion; failing
to comply with the lawful instructions of the Chairman or presiding officer; engaging in other conduct, activity, or
speech that delays, disturbs, interferes, or disrupts the effective or timely conduct of the meeting, or is otherwise
violent, threatening, abusive, obscene, or jeopardizing the safety of self or others. A person may also be subject to
arrest and removal from the Municipal Building for violation of Oklahoma City Municipal Code 2020, § 30-81 –
Disorderly conduct and/or violation of Okla. Stat. tit. 21, §280- Willfully Disturbing, Interfering With or Disrupting
State Business, Agency Operations or Employees.
Citizens may address the Trust on individual concerns at the end of the agenda under “Citizens to be Heard.”
Comments must concern Trust services or policies. Please fill out a “Request to be Heard” form located outside the
Chamber. Please return this form to the Trust Secretary before the meeting begins. PLEASE LIMIT YOUR
COMMENTS TO 3 MINUTES. Continuing to speak beyond the time allowed by the Chairman or presiding office
shall constitute grounds for removal from the Council Chamber.
Trust Actions
The Trust may take any of several actions including but not limited to adopt, approve, ratify, deny, defer, recommend,
amend, strike, or continue any item. The Trust is not limited by staff recommendations as to the actions it may take. If
more information is needed, the Trust may refer matters to the General Manager or to Legal Counsel, or submit them to
committees, boards, commissions, or independent consultants for additional study. The Trust may authorize the
General Manager or Legal Counsel to take certain actions. Items may be stricken from the agenda, or no action may be
taken.
Consent Docket
Consent Docket items are usually approved as a group with the proper motion from a Trustee. Consent Docket items
usually involve routine actions or standard contracts. Trustees, staff, or citizens may request discussion or separate
consideration of any Consent Docket item. A separate vote may be taken upon the motion of a Trustee.

A. Request for Proposals to be advertised (RFP OCWUT 17-25), Utility Network Migration
and Cityworks Reconfiguration.
B. Joint Contracts for Engineering Services with The City of Oklahoma City and Black and
Veatch Corporation, MC-0763-A; Kimley-Horn and Associates, Inc., MC-0763-C;
Plummer Associates, Inc., MC-0763-D, Civil Engineering Services for Water and
Wastewater Systems at Tinker Air Force Base, Oklahoma City, Oklahoma, estimated
annual fee of $1,000,000 per consultant, July 1, 2025 through June 30, 2028.
C. Ratifying and approving Addendum No. 1; awarding a contract to Jordan Contractors,
LLC, Project SC-1097-1, Sanitary Sewer Rehabilitation, NW 30th Street to NW 28th
Street from Shartel Avenue to Hudson Avenue, $920,157; and approving the contract
and bonds.
D. Ratifying and approving Addendum No. 1; awarding a contract to Southwest Water
Works, LLC, Project WC-1097, Waterline Replacement, Muzny Lane to Prairie Ridge
Road between SE 85th Street and SE 87th Street and SW 91st Street to SW 92nd Street
between Blackwelder Avenue and McKinley Avenue, $1,530,875; and approving the
contract and bonds.
E. Ratifying and approving Addenda Nos. 1 through 3; cancelling the bid solicitation
effective May 22, 2025, Project WT-0224-1, Clearwell Improvements, Draper Water
Treatment Plant.
F. FY2026 Annual Contract (OCWUT00152), for the purchase and sale of Commercial
Paper Notes, Series A (Tax-Exempt) and Commercial Paper Notes, Series B (Taxable),
not to exceed $95,000, July 1, 2025 through June 30, 2026.
G. Amendment No. 1 to the System Support Contract with NEXGEN Asset Management
(C249042), to provide an Enterprise Asset Management System Selection, Deployment
and Implementation, estimated annual cost $300,000.
H. Renewal No. 2 of the Joint Professional Services Agreement with The City of Oklahoma
City and the Center for Employment Opportunities, Inc. (SS24-C249002), to provide two
Employment Opportunities, Inc. work crews, estimated annual cost $420,000, July 1,
2025 through June 30, 2026.
I. Amendment No. 1 and Change Order No. 1 with Southwest Water Works, LLC, Project
WC-1095, Waterline Replacement, along Barr Avenue and Nicklas Avenue between NW
39th Street and NW 36th Street, along SW 38th Street and SW 40th Street between
Blackwelder Avenue and Douglas Avenue, increase of $101,845.
J. Amendment No. 1 and Change Order No. 1 with Cimarron Construction Company, LLC,
Project WC-1110, Waterline Replacement, (three locations), decrease of $59,201.
K. 1. Amendment No. 6 and Renewal No. 4 of the Agreement with The City of Oklahoma
City and Oklahoma County (OCWUT00052), for the effective removal of trash,
debris, brush, overgrowth on public property, and for requested graffiti abatement
on public property in areas of Oklahoma City that are within Oklahoma County,
estimated annual cost $186,900, July 1, 2025 through June 30, 2026; and
2. Amendment No. 2 and Renewal No. 1 of the Memorandum of Understanding with
The City of Oklahoma City for the general terms, funding, and obligations of the
effective removal of trash, debris, brush, overgrowth on public property, and graffiti
abatement program.
L. Amendment No. 2 with Southwest Water Works, LLC, Project WC-1041, Waterline
Replacements, (four locations), increase of $51,482; accepting the project; and placing
the maintenance bond into effect.
M. Ratifying and approving Addendum No. 1; and adopting a Resolution extending time to
award contract for good cause, awarding contract to Southwest Water Works, LLC,
Project WC-1096, Waterline Replacement, NW 71st Street to Grand Boulevard between
NW 73rd Street and Berkley Avenue, $1,465,580; and approving the contract and bonds.
N. 1. Reimbursement Agreement with The City of Oklahoma City and Enable Oklahoma
Intrastate Transmission, LLC, Project WC-1010, Second Atoka Water Pipeline -
New Stonewall Pump Station, estimated cost of $873,981.86; and
2. Authorize advanced payment of $120,373.
O. Oklahoma Department of Environmental Quality Permit to Construct, Project TS-0006,
Lift Station Elimination Area D, Tinker Air Force Base, Oklahoma City, Oklahoma.
P. Oklahoma Department of Environmental Quality Permit to Construct, Project TS-0007,
Lift Station Elimination Area A, Tinker Air Force Base, Oklahoma City, Oklahoma.
Q. Revocable Permit with William F. Shdeed for the continuation of parking lot usage on
the Hefner Canal easement, July 1, 2025 through June 30, 2026, annual revenue of
$1,200.
IV. Concurrence Docket
A. Concurrence with The City of Oklahoma City in approving Change Order No. 3 with
Schwarz Paving Co., Inc., Projects PC-0557 and WC-1085, Roadway Widening and
Improvements, SW 15th Street from Czech Hall Road to Mustang Road; and Projects
PC-0558, WC-1106, and SC-1080, Roadway Widening and Improvements, SW 15th
Street from Mustang Road to John Kilpatrick Turnpike, no cost. (No OCWUT funds)
V. Emergency Construction Contracts by Resolution (Four affirmative votes required for
approval.)
VI. Items for Individual Consideration
A. 1. Letter of Engagement with The City of Oklahoma City and Phillips Murrah P.C. for
legal services related to the Engineering Services Contract, Project SC-0950, 72-
inch Sanitary Sewer Relief Interceptor; and
2. Enter into executive session on advice of the Municipal Counselor to receive
confidential communications from its attorneys regarding legal services related to
the Engineering Services Contract, Project SC-0950, 72-inch Sanitary Sewer Relief
Interceptor as authorized by 25 O.S. (2024 Supp.) §307(B)(4) because disclosure
will seriously impair the ability of the public body to proceed in the public interest.
B. 1. Settlement Agreement and Release with The City of Oklahoma City and ASI
Construction, LLC; and
2. Enter into executive session on advice of the Municipal Counselor to receive
confidential communications from its attorneys concerning pending litigation,
claims, actions and potential settlement of this case as authorized by 25 O.S. (2024
Supp.) §307(B)(4) because disclosure will seriously impair the ability of the public
body to proceed in the public interest in the case of ASI Construction, LLC v. The
City of Oklahoma City, the Oklahoma City Water Utilities Trust, and Freese and
Nichols, Inc., in United States District Court for the Western District of Oklahoma,
Case No. CIV-2021-1138-JD.
