OKLAHOMA CITY WATER UTILITIES TRUST MEETING INFORMATION The Oklahoma City Water Utilities Trust usually meets twice per month on Tuesdays at 2:00 p.m. in Council Chambers at City Hall, unless different or prior notice of a change is posted. Call 405-297-2422 to confirm meeting dates. It is the policy of the Trust to ensure that communications with participants and members of the public with disabilities are as effective as communications with others. Anyone with a disability who requires an accommodation, a modification of policies or procedures, or an auxiliary aid or service in order to participate in this meeting should call 405-297-2422 at least 48 hours in advance (not including weekends or holidays). The staff will give primary consideration to the choice of auxiliary aid or service requested by the individual with disability. Addressing the Trust Citizens may address the Trust on certain items by signing up to speak and providing the agenda item number, their reason for appearing and their address, but all comments must be relevant to the item. If you wish to address the Trust, you may call 405-297-2422 or you may sign up to speak at the meeting. The Chairman or presiding officer may in his or her discretion prohibit a person from addressing the Trust, or have any person removed from the Council Chamber, if that person commits any disorderly or disruptive behavior, which includes without limitation any of the following: speaking without being recognized by the Chairman or presiding officer; continuing to speak after notice that the speaker’s allotted time has expired; presenting comments or material not relevant to the item under discussion; failing to comply with the lawful instructions of the Chairman or presiding officer; engaging in other conduct, activity, or speech that delays, disturbs, interferes, or disrupts the effective or timely conduct of the meeting, or is otherwise violent, threatening, abusive, obscene, or jeopardizing the safety of self or others. A person may also be subject to arrest and removal from the Municipal Building for violation of Oklahoma City Municipal Code 2020, § 30-81 – Disorderly conduct and/or violation of Okla. Stat. tit. 21, §280- Willfully Disturbing, Interfering With or Disrupting State Business, Agency Operations or Employees. Citizens may address the Trust on individual concerns at the end of the agenda under “Citizens to be Heard.” Comments must concern Trust services or policies. Please fill out a “Request to be Heard” form located outside the Chamber. Please return this form to the Trust Secretary before the meeting begins. PLEASE LIMIT YOUR COMMENTS TO 3 MINUTES. Continuing to speak beyond the time allowed by the Chairman or presiding office shall constitute grounds for removal from the Council Chamber. Trust Actions The Trust may take any of several actions including but not limited to adopt, approve, ratify, deny, defer, recommend, amend, strike, or continue any item. The Trust is not limited by staff recommendations as to the actions it may take. If more information is needed, the Trust may refer matters to the General Manager or to Legal Counsel, or submit them to committees, boards, commissions, or independent consultants for additional study. The Trust may authorize the General Manager or Legal Counsel to take certain actions. Items may be stricken from the agenda, or no action may be taken. Consent Docket Consent Docket items are usually approved as a group with the proper motion from a Trustee. Consent Docket items usually involve routine actions or standard contracts. Trustees, staff, or citizens may request discussion or separate consideration of any Consent Docket item. A separate vote may be taken upon the motion of a Trustee. Approve the minutes of the July 29, 2025 meeting. III. Consent Docket A. Plans and Specifications to be advertised for bids, Project TW-0016, Waterline Connection for Tinker AFB-MROTC, Tinker Air Force Base. B. Specifications to be advertised for bids, Projects WY-0065 and SY-0032, Unit Price Small Diameter Water Main Repair, Citywide. C. Specifications to be advertised for bids, Projects WY-0066 and SY-0033, Unit Price Pavement Restoration Services, Citywide. D. Contract for Engineering Services with Benham Design, LLC, SC-1132, Sanitary Sewer Rehabilitation, NW 22nd Street to NW 16th Street from Tulsa Avenue to Portland Avenue, fee of $457,576.34. E. Reject bid (OCWUT 16-25), granulated activated carbon. F. Resolution authorizing an increase to the annual cost estimate for the open market purchase of PVC pipe and fittings for the Utilities Department (OCWUT00099), estimated annual cost increase of $200,000, to a total estimated annual cost of $500,000, through the period ending January 13, 2026. G. Professional Services Agreement with Allstate Termite & Pest Solutions, Inc. (OCWUT00161), gopher, rodent, and other pest removal services, estimated annual cost $400,000, August 12, 2025 through August 11, 2030. H. Amendment No. 2 to Contract for Engineering Services with The City of Oklahoma City and Poe and Associates, Inc., Projects PC-0760, Roadway Widening, WC-1078, Waterline Relocation, and WC-1077, Water Transmission Main, North Cemetery Road from West Reno Avenue to NW 10th Street, fee increase of $27,207.94. (No OCWUT funds) I. Amendment No. 21 to the Award/Contract (SP0600-20-8331) associated with the United States of America for the municipalization of the water and wastewater systems at Tinker Air Force Base. J. Amendment No. 22 to the Award/Contract (SP0600-20-8331) associated with the United States of America for the municipalization of the water and wastewater systems at Tinker Air Force Base. K. Amendment No. 1 and Change Order No. 1 with Cimarron Construction Company, LLC, Project WC-1031, Waterline Aerial Crossing Replacement, south of NW 36th Street between North Grand Boulevard and West I-44 Service Road, decrease of $16,309; accepting the project; and placing the maintenance bond into effect. L. 1. Recommend The City of Oklahoma City approve the Supplemental Agreement (0773762) with Union Pacific Railroad Company (AC-21-0035-RR), Project WC- 0855-R, Water Transmission Main, NW 4th Street and MacArthur Boulevard to 7420 Melrose Lane; and 2. Authorize payment of claim, $2,000. M. 1. Recommend The City of Oklahoma City approve the Pipeline Crossing Agreement (0798676) with Union Pacific Railroad Company, Project WC-1020, Intersection Improvements and Water Main Replacements, NW 1st Street to NW 10th Street along Pennsylvania Avenue; and 2. Authorize payment of claim, $34,450. N. Oklahoma Department of Environmental Quality Permit to Construct, Project WT-0224- 2, Clearwell Improvements, Draper Water Treatment Plant. O. Recommend The City of Oklahoma City accept a permanent easement, Project SC-1114, Sewer Line Replacement, NW 31st Street to NW 28th Street from Roff Avenue to Grand Boulevard. P. Accept a permanent easement from The City of Oklahoma City, Project SD-2024-00009, MAPS4 Diversion Hub, south of NW 10th Street and west of Western Avenue. Q. Ratification of payments from June 25, 2025 through July 29, 2025. IV. Concurrence Docket A. Concur with The City of Oklahoma City in accepting a permanent easement, Projects PC-0926, Roadway Widening, Post Road from SE 44th Street to SE 74th Street, and WC-1023, 60-inch Water Transmission Main Replacement, SE 74th Street from Douglas Boulevard to Post Road; Post Road from SE 74th Street to SE 44th Street; and SE 44th Street from Post Road to Douglas Boulevard. (No OCWUT funds) V. Emergency Construction Contracts by Resolution (Four affirmative votes required for approval.) VI. Items for Individual Consideration A. Master Sales Agreement with Badger Meters, Inc. (C249027), meters, registers, hardware, and associated replacement parts, estimated annual cost $2,500,000, retroactive to January 1, 2025 through December 31, 2030. VII. Items from Trustees VIII.
