MEETING INFORMATION
The Oklahoma City Water Utilities Trust usually meets twice per month on Tuesdays at 2:00 p.m. in Council Chambers
at City Hall, unless different or prior notice of a change is posted. Call 405-297-2422 to confirm meeting dates.
It is the policy of the Trust to ensure that communications with participants and members of the public with disabilities
are as effective as communications with others. Anyone with a disability who requires an accommodation, a
modification of policies or procedures, or an auxiliary aid or service in order to participate in this meeting should call
405-297-2422 at least 48 hours in advance (not including weekends or holidays). The staff will give primary
consideration to the choice of auxiliary aid or service requested by the individual with disability. If you need an
alternative format of the agenda, or any information provided at this meeting, please call 405-297-2422 at least 48 hours
before the meeting.
Addressing the Trust
Citizens may address the Trust on certain items by signing up to speak and providing the agenda item number, their
reason for appearing and their address, but all comments must be relevant to the item. If you wish to address the Trust,
you may call 405-297-2422 or you may sign up to speak at the meeting. The Chairman or presiding officer may in his
or her discretion prohibit a person from addressing the Trust, or have any person removed from the Council Chamber,
if that person commits any disorderly or disruptive behavior, which includes without limitation any of the following:
speaking without being recognized by the Chairman or presiding officer; continuing to speak after notice that the
speaker’s allotted time has expired; presenting comments or material not relevant to the item under discussion; failing
to comply with the lawful instructions of the Chairman or presiding officer; engaging in other conduct, activity, or
speech that delays, disturbs, interferes, or disrupts the effective or timely conduct of the meeting, or is otherwise violent,
threatening, abusive, obscene, or jeopardizing the safety of self or others. A person may also be subject to arrest and
removal from the Municipal Building for violation of Oklahoma City Municipal Code 2020, § 30-81 – Disorderly
conduct and/or violation of Okla. Stat. tit. 21, §280- Willfully Disturbing, Interfering With or Disrupting State Business,
Agency Operations or Employees.
Citizens may address the Trust on individual concerns at the end of the agenda under “Citizens to be Heard.” Comments
must concern Trust services or policies. Please fill out a “Request to be Heard” form located outside the Chamber.
Please return this form to the Trust Secretary before the meeting begins. PLEASE LIMIT YOUR COMMENTS TO
3 MINUTES. Continuing to speak beyond the time allowed by the Chairman or presiding office shall constitute grounds
for removal from the Council Chamber.
Trust Actions
The Trust may take any of several actions including but not limited to adopt, approve, ratify, deny, defer, recommend,
amend, strike, or continue any item. The Trust is not limited by staff recommendations as to the actions it may take. If
more information is needed, the Trust may refer matters to the General Manager or to Legal Counsel, or submit them
to committees, boards, commissions, or independent consultants for additional study. The Trust may authorize the
General Manager or Legal Counsel to take certain actions. Items may be stricken from the agenda, or no action may be
taken.
Consent Docket
Consent Docket items are usually approved as a group with the proper motion from a Trustee. Consent Docket items
usually involve routine actions or standard contracts. Trustees, staff, or citizens may request discussion or separate
consideration of any Consent Docket item. A separate vote may be taken upon the motion of a Trustee.

B. Plans and Specifications to be advertised for bids, Project SC-1136, Sanitary Sewer Line
Replacement, West Wilshire Boulevard to NW Grand Boulevard between Porter Drive
and Lakeview Drive.
C. Plans and Specifications to be advertised for bids, Project WC-1087, Waterline
Replacement, SW 51st Street to SW 52nd Street between Blackwelder Avenue and

Water Works, LLC, Project WC-1114, Waterline Replacement, along Mulholland Drive
between Woody Creek Drive and Saddle River Drive, $1,469,175; and approving the
contract and bonds.
I. Amendment No. 1 and Change Order No. 1 with Urban Contractors, LLC, Project SC-
1126, Sanitary Sewer Replacement, NE 30th Street to NE 33rd Street between Jordan
Avenue and Rhode Island Avenue, increase of $55,247.50.
J. Resolution waiving consultant selection procedures and approving Contract for
Engineering Services with Tetra Tech, Inc., Project WC-1042, Waterline Replacement,
NW 63rd Street to NW 60th Street between May Avenue and Villa Avenue, fee of
$195,425.
K. Resolution authorizing an increase to the annual cost estimate for the Professional Services
Agreement with Transdev Fleet Services, Inc. (R23-C189013), for Solid Waste fleet
maintenance services, estimated annual cost increase of $2,360,000 to a total estimated
annual cost of $3,760,000, for the period ending December 31, 2025.
L. 1. Recommend The City of Oklahoma City approve the Pipeline License with BNSF
Railway Company (24W-22350), Project SC-1119, Sewer Line Replacement,
(three locations); and
2. Authorize payment of claim, $8,666.
M. 1. Recommend The City of Oklahoma City approve the Pipeline License with BNSF
Railway Company (24W-22370), Project SC-1119, Sewer Line Replacement,
(three locations); and
2. Authorize payment of claim, $8,666.
N. 1. Recommend The City of Oklahoma City approve the Pipeline License with BNSF
Railway Company (25W-24814), Project SE-0061, Emergency Sanitary Sewer
Repair, 3 NE 8th Street; and
2. Authorize payment of claim, $8,666.
O. Will Serve Agreement with The City of Oklahoma City and Oklahoma Gas and Electric
for electric service, Project ST-0138, South Canadian Wastewater Treatment Plant
Improvements.
P. Joint Revocable Permit with The City of Oklahoma City and Bodies Race Franchise, LLC
dba Bodies Race Company, LLC, PE-26-0002-DR, to hold the “Spooky Sprint 5K, 10K,
and Half Marathon” at the Lake Stanley Draper Reservation, October 18, 2025, revenue
of $225. (OCWUT revenue of $125)
IV. Concurrence Docket
A. Concurrence with the McGee Creek Authority in ratifying and approving Addendum No.
1; Resolution ratifying the actions of the General Manager in approving plans and
specifications to be advertised for bids, ratifying the actions of the Chairman in awarding
contract to Tanner Brown, DBA Brown’s Construction, Project WMC-037-1 Revised,
MCA Residence Replacement, McGee Creek Reservoir, Farris, Oklahoma, $351,815.51;
and approving the contract and bonds.
B. Concurrence with the McGee Creek Authority in adopting a Resolution ratifying the
bidding and selection procedures of the Oklahoma City Water Utilities Trust; and ratifying
the actions of the General Manager in utilizing the Pricing Agreement with Contour Sierra
Aebi Terratrac, LLC (OCWUT00087) to purchase a slope mower, $223,198.
C. Concurrence with the McGee Creek Authority in approving Amendment No. 2 and Change
Order No. 2, Project WMC-037-R, MCA Headquarters Building Replacement, McGee
Creek Reservoir, Farris, Oklahoma, increase of $30,408.37; accepting the project; and
placing the maintenance bond into effect.
D. Concurrence with the McGee Creek Authority in adopting a Resolution ratifying the
actions of the General Manager in approving the Joint Funding Agreement
(25SJJFAOK017000) with the United States Geological Survey, July 1, 2025 through June
30, 2026, cost $5,200.
E. Concurrence with the McGee Creek Authority in adopting a Resolution consenting to the
Bureau of Reclamation granting a potential future permanent easement across lands of the
McGee Creek Project for the Kiamichi Pipeline Water Supply Project; and recommending
that a use fee be waived.
V. Emergency Construction Contracts by Resolution (Four affirmative votes required for
approval.)
