OKLAHOMA CITY WATER UTILITIES TRUST MEETING INFORMATION The Oklahoma City Water Utilities Trust usually meets twice per month on Tuesdays at 2:00 p.m. in Council Chambers at City Hall, unless different or prior notice of a change is posted. Call 405-297-2422 to confirm meeting dates. It is the policy of the Trust to ensure that communications with participants and members of the public with disabilities are as effective as communications with others. Anyone with a disability who requires an accommodation, a modification of policies or procedures, or an auxiliary aid or service in order to participate in this meeting should call 405-297-2422 at least 48 hours in advance (not including weekends or holidays). The staff will give primary consideration to the choice of auxiliary aid or service requested by the individual with disability. Addressing the Trust Citizens may address the Trust on certain items by signing up to speak and providing the agenda item number, their reason for appearing and their address, but all comments must be relevant to the item. If you wish to address the Trust, you may call 405-297-2422 or you may sign up to speak at the meeting. The Chairman or presiding officer may in his or her discretion prohibit a person from addressing the Trust, or have any person removed from the Council Chamber, if that person commits any disorderly or disruptive behavior, which includes without limitation any of the following: speaking without being recognized by the Chairman or presiding officer; continuing to speak after notice that the speaker’s allotted time has expired; presenting comments or material not relevant to the item under discussion; failing to comply with the lawful instructions of the Chairman or presiding officer; engaging in other conduct, activity, or speech that delays, disturbs, interferes, or disrupts the effective or timely conduct of the meeting, or is otherwise violent, threatening, abusive, obscene, or jeopardizing the safety of self or others. A person may also be subject to arrest and removal from the Municipal Building for violation of Oklahoma City Municipal Code 2020, § 30-81 – Disorderly conduct and/or violation of Okla. Stat. tit. 21, §280- Willfully Disturbing, Interfering With or Disrupting State Business, Agency Operations or Employees. Citizens may address the Trust on individual concerns at the end of the agenda under “Citizens to be Heard.” Comments must concern Trust services or policies. Please fill out a “Request to be Heard” form located outside the Chamber. Please return this form to the Trust Secretary before the meeting begins. PLEASE LIMIT YOUR COMMENTS TO 3 MINUTES. Continuing to speak beyond the time allowed by the Chairman or presiding office shall constitute grounds for removal from the Council Chamber. Trust Actions The Trust may take any of several actions including but not limited to adopt, approve, ratify, deny, defer, recommend, amend, strike, or continue any item. The Trust is not limited by staff recommendations as to the actions it may take. If more information is needed, the Trust may refer matters to the General Manager or to Legal Counsel, or submit them to committees, boards, commissions, or independent consultants for additional study. The Trust may authorize the General Manager or Legal Counsel to take certain actions. Items may be stricken from the agenda, or no action may be taken. Consent Docket Consent Docket items are usually approved as a group with the proper motion from a Trustee. Consent Docket items usually involve routine actions or standard contracts. Approve the minutes of the December 16, 2025 meeting. III. Consent Docket A. Plans and Specifications to be advertised for bids, Project WC-1088, Waterline Replacement, Holiday Place to NW 61st Terrace between Vermont Avenue and NW 61st Street. B. Ratifying and approving Addenda Nos. 1 and 2; awarding a contract to Southwest Water Works, LLC, Project WC-1141, Unit Price Lead Service Line Replacement, Citywide, not to exceed $2,100,000; and approving the contract and bonds. C. Ratifying and approving Addenda Nos. 1 through 3; awarding a contract to Cimarron Construction Co., Project WC-1093, Waterline Replacement, NW 116th Street to NW 113th Street between Walters Avenue and Matthews Avenue, $1,495,594; and approving the contract and bonds. D. Sole Source Agreement with Hydra-Stop, LLC (OCWUT00198), system products, services, and training, estimated annual cost $200,000, retroactive to November 8, 2025 through November 7, 2026. E. M. Resolution authorizing an increase to the annual cost estimate for Pricing Agreements with Core & Main LP (R23-C209034), and ICM of America, Inc. (OCWUT00041), water and wastewater utility construction tools and equipment, estimated annual cost increase of $150,000, to a total estimated annual cost of $375,000, through the period ending March 31, 2026. N. Resolution authorizing an increase to the annual cost estimate for Pricing Agreements with Core & Main LP (C249066), Pioneer Supply LLC (C249067), and Powerseal Pipeline Products, Inc. (C249068), waterline repair clamps, estimated annual cost increase of $400,000, to a total estimated annual cost of $700,000; and authorizing an increase to the open market purchase of waterline repair clamps and related items not available on pricing agreements (OM24-C249056), estimated annual cost increase of $150,000, to a total estimated annual cost of $200,000, through the period ending March 25, 2029. O. Resolution authorizing an increase to the annual cost estimate for Pricing Agreements with Global Energy Solutions (C219035) and Evans Enterprises, Inc. (C219036), for rewinding, repair, and replacement of electric motors and pumps, estimated annual cost increase of $1,000,000 to a total estimated annual cost of $4,200,000, through the period ending June 7, 2027. P. Assignment of the Permit Agreement (AC-16-0027-HR) with The City of Oklahoma City from the Oklahoma City Boathouse Foundation to Riversport America, LLC, estimated annual cost $40,000, through February 22, 2026. Q. Revocable Permit with The City of Oklahoma City and Downtown OKC, allowing the temporary construction, erection, operation, and maintenance of a public art installation, Light and Airy, consisting of three freestanding, removable components titled the “Cake,” “Plate,” and “Fork”, within the public right-of-way at the intersection of NW 10th Street and Walker Avenue. R. Oklahoma Department of Environmental Quality Permit to Construct, Project TW-0009- 2, Well 27 Replacement, Tinker Air Force Base. S. Ratification of payments from November 26, 2025 through December 30, 2025. IV. Concurrence Docket A. Concurrence with The City of Oklahoma City in approving Amendment No. 1 and Change Order No. 1 with Rudy Construction Co., Projects PC-0926, Roadway Widening, Post Road from SE 44th Street to SE 74th Street, and WC-1023, 60-inch Water Transmission Main Replacement, SE 74th Street from Douglas Boulevard to Post Road; Post Road from SE 74th Street to SE 44th Street; and SE 44th Street from Post Road to Douglas Boulevard. (No OCWUT funds) B. Concurrence with The City of Oklahoma City in accepting Projects PC-0698 and WC- 1026, Roadway Widening, SW 149th Street between Western Avenue and Santa Fe Avenue; and placing the maintenance bond into effect. (No OCWUT funds) V. Emergency Construction Contracts by Resolution (Four affirmative votes required for approval.) A. Resolution ratifying the actions of the General Manager in declaring an emergency, approving the bidding documents, approving Addendum No. 1, and awarding a contract to Urban Contractors, LLC, Project SE-0064, Emergency Sanitary Sewer Repair, 4712 NW 62nd Terrace, $227,227; ratifying issuance of an emergency work order; and approving the contract and bonds. (Four affirmative votes required for approval.) VI. Items for Individual Consideration A. Resolution ratifying the actions of the General Manager in directing the Deputy Director of Utilities-Financial Services in receiving and administering the award and grant reimbursements of the High Hazard Potential Dams Grant Program, fiscal year 2021, from the Oklahoma Water Resources Board in the amount of $552,500; ratifying the actions of the General Manager in executing the grant agreement, DHS-2022-GR-00116-S01; and ratifying the actions of the General Manager in directing the Deputy Director of Utilities-Financial Services in receiving and administering the award of the High Hazard Potential Dams Grant Program, fiscal year 2022, from the Oklahoma Water Resources Board in the amount not to exceed $509,100; authorizing the General Manager or Designee(s) to execute any document associated with the established grant agreement; and authorizing the General Manager or Designee(s) to administer necessary accounts for grant expenditures, deposits, and reimbursements; and authorizing the General Manager or Designee(s) to provide required reports to administer the grant.
