PARTICIPANT INSTRUCTIONS FOR IN PERSON MEETING
The Oklahoma County Criminal Justice Advisory Council will be meeting IN PERSON on January 18, 2024
at 3:00 p.m. The Council encourages participation in the public meeting from the residents of Oklahoma
County. Participants who wish to speak under Citizen Participation will need to sign up to speak using the
Oklahoma County Criminal Justice Advisory Council form available on the registration table. Citizens will
be limited to 2 minutes to speak to Council.
Citizens may address the Council but all comments must be relevant to topics on the agenda. Citizens’
Participation is not provided as a general forum and is not a forum for support/opposition of publicly
announced or declared candidates for public office/issues, as such, they will not be allowed to be discussed.
Citizens will not be allowed to campaign on any political issue during the Council meeting. Comments must
strictly concern specific Council actions or policies on the agenda. PLEASE LIMIT YOUR COMMENTS
TO 2 MINUTES.
Special Considerations for Attendance at NorthCare:
Because NorthCare is a private facility and not a public building, all attendees agree to abide by the
rules of decorum befitting a private entity and community service provider, including that all attendees
should conduct themselves “in a dignified and orderly manner…” in accordance with all Facility Rules
and Regulations or be removed from the premises.
Council Actions
Official action can be taken only on items which appear on the agenda. The Council may adopt, approve,
ratify, deny, defer, recommend, amend, strike, or continue any agenda item.
When more information is needed to act on an item, the Council may refer the matter to Staff. The Council
may also refer items to standing committees of the Council for additional study. Under certain circumstances,
items are deferred to a specific later date or stricken from the agenda entirely.

2. Approve appointment of officers and community representatives:
a. Appointment of Clay Bennett to be Chair and Tony Tyler to be Vice-Chair; Amy Simpson
to be Secretary and Christy Gillenwater to be Assistant Secretary.
b. Appointment of Tony Tyler as First Community Representative, Sue Ann Arnall as Second
Community Representative, Dan Straughan as Third Community Representative and
Theodis Manning to be the Fourth Community Representative, and Brandi Garner to be
the Fifth Community Representative.
c. Appointment of Scot Rigby as Treasurer.
d. Appointment of Cole Marshall as General Counsel.
e. Designation of City OKC Clerk as publisher of all meeting notices
3. Approve Consent Docket:
a. Accept Report on Current Expenditures [ Report ]
b. Accept Financial Summary for FY24 2Q [ Summary]
c. Transfer $1,000 from carryover funds to DOJ/Div. Hub grant bank account
4. Presentation by Crime and Justice Institute on preliminary findings from the Governor’s
MODERN Justice Taskforce.
5. Presentation by ODMHSAS on diversion program training on Feb. 1 for defense attorneys,
prosecutors, and judges [ Event Info.]
6. Updates from Subcommittees:
a. Data Subcommittee: update on Data Hub RFI bidding process
b. Courts Subcommittee: Update on SQ 781 funding process for OK County;
Update on Warrant Clearance Event on Feb. 16 and previous events
7. Presentation, Discussion and possible Action to endorse the Transportation Plan for detainee
releases for the new jail
8. Executive Director’s Report
9. Citizen Participation (Public comments on items on the agenda and strictly relevant to the CJAC,
limited to two (2) minutes or less per person)
10. New Business (Any matter not known or reasonably foreseeable prior to the posting of the
agenda)
