PARTICIPANT INSTRUCTIONS
Free parking is available at the SheridanWalker Parking Garage (501 West Sheridan Ave, northwest
corner of Sheridan and Walker, immediately north of John Rex School). Parking tickets must be
validated by City staff before or after the meeting.
The following guidelines are in place for meetings in the Council Chamber at City Hall: only the south
entrance to City Hall will be open; air purifying machines have been installed in the Chamber; hand
sanitizer machines and disposable face masks will be available.

format of the agenda in order to participate in this meeting should contact the ADA Coordinator of the

48 hours (not including weekends or holidays) before the scheduled meeting. The Planning Department
will give primary consideration to the choice of auxiliary aid or service requested by the individual with
disability. If you need an alternate format of the agenda or any information provided at said meeting,

ADDRESSING THE COMMITTEE
Citizens may address the Committee on agenda items by responding to Chair’s call for speakers during
discussion on each item. All comments must be relevant to the item. The Chair or presiding officer may
in his or her discretion prohibit a person from addressing the Committee and/or remove that person
from the Council Chambers, if that person commits any disorderly or disruptive behavior. Disorderly
conduct includes, but is not limited to, any of the following: speaking without being recognized by the
Chair or presiding officer; continuing to speak after notice that the speaker’s allotted time has expired;
presenting comments or material not relevant to the item under discussion; failing to comply with the
lawful instructions of the Chair or presiding officer; engaging in other conduct, activity or speech that
delays, pursuant to 21 O.S. §280, disruptive conduct includes any conduct that is “violent, threatening,
abusive, obscene, or that jeopardizes the safety of self or others”. A person may also be subject to
arrest and removal from the Municipal Building for violation of Oklahoma City Municipal Code 2020,
§3081 – Disorderly conduct and/or violation of Okla. Stat. tit. 21, §280 Willfully Disturbing,
Interfering With or Disrupting State Business, Agency Operations or Employees. Please limit your
comments to three minutes.
COMMITTEE ACTIONS
Official Action can only be taken on items which appear on the Agenda. The Riverfront Design
Committee may adopt, approve, deny, defer, recommend, amend, strike or continue any Agenda item.
When more information is needed to act on an item, the Riverfront Design Committee may refer the

A. To provide a recommendation for an Ordinance relating to Advertising and Signs,
repealing Article V of Chapter 3 of the Oklahoma City Municipal Code, 2020,
and amending Articles IV, VI, VII, VIII, IX, XIII of Chapter 59 of the Oklahoma
City Municipal Code, 2020 to update sign regulations in design districts, to delete
provisions regarding nonaccessory signs, to authorize administrative approval for
certificates of approval for murals in design districts and enacting a new Article
XVI, Sign Regulations, of Chapter 59 of the Oklahoma City Municipal Code,
2020 to provide for new sign districts and street typologies, to set forth standards
for types of signs, to provide for administration and enforcement, to provide for the
measurement of signs and to add definitions.

1. SRCA2100005 R2 at 901 SE 5th St (Regatta District) Application by
Chrissy Hill Rogers, Ratliff Architecture, PC, for Eric J Wenger, PE, City of
Oklahoma City, to: 1) First floor: remove elevator/stair to roof; 2) Add sally
port and exit to west side and glazing at west façade; 3) Modify bar at main
restaurant to be interior and exterior; 4) Enlarge container bar; 5) Second
floor: remove all occupied roof scope; 6) Building materials: modify metal
building panels, including color; 7) Delete translucent panels; 8) Delete stair
guardrail; 9) Modify height of taller building to 18’ tall to eave, and height of
shorter building to 15’; 10) Delete mulch; 11) Revise pea gravel to crushed
granite; 12) Reduce size of paved parking lot; 13) Change location of event
