validated by City staff before or after the meeting. Only the south entrance to City Hall will be open.

ADDRESSING THE COMMISSION
Citizens may address the Commission on agenda items by responding to Chair’s call for speakers
during discussion on each item. All comments must be relevant to the item. The Chair or presiding
officer may in his or her discretion prohibit a person from addressing the Commission and/or remove
that person from the Council Chambers, if that person commits any disorderly or disruptive behavior.
Disorderly conduct includes, but is not limited to, any of the following: speaking without being
recognized by the Chair or presiding officer; continuing to speak after notice that the speaker’s
allotted time has expired; presenting comments or material not relevant to the item under discussion;
failing to comply with the lawful instructions of the Chair or presiding officer; engaging in other
conduct, activity or speech that delays, pursuant to 21 O.S. §280, disruptive conduct includes any
conduct that is “violent, threatening, abusive, obscene, or that jeopardizes the safety of self or others”.
A person may also be subject to arrest and removal from the Municipal Building for violation of
Oklahoma City Municipal Code 2020, §3081 Disorderly conduct and/or violation of Okla. Stat. tit.
21, §280 – Willfully Disturbing, Interfering With or Disrupting State Business, Agency Operations or
Employees. Please limit your comments to three minutes.
COMMISSION ACTIONS
Official Action can only be taken on items which appear on the Agenda. The Urban Design
Commission may adopt, approve, deny, defer, recommend, amend, strike or continue any Agenda
item. When more information is needed to act on an item, the Urban Design Commission may refer
the matter to Planning Department staff. All items are either approved, denied, continued to a specific
later date, or stricken from the Agenda entirely.

A. UDCA2300027 at 2409 N Robinson Avenue (Uptown NW 23rd St)
Application by Christina Perkins, Tiny Umbrella, LLC for Sarah Winningham, Tiny
Umbrella, LLC to: 1) Remove deteriorated round columns at front porch at the
east elevation and replace with wood posts; 2) Remove old windows at the east
elevation and replace with new windows; 3) Remove front entry door and
sidelights at the east elevation and replace with new front entry door and new
sidelights; 4) Repaint existing railings at front porch; 5) Add railings to the stairs at
the front porch; 6) Remove iron railings at front balcony; 7) Rebuild balcony at the
east elevation and replaced light fixture; 8) Remove existing concrete sidewalk at
front entry and replaced with new concrete sidewalk (with old concrete painted to
match new concrete); 9) Pour section of new concrete at the base of the rear
staircase; 10) Replace decayed wooden rear staircase with new metal staircase;

Tharasena Family Trust to: 1) Construct new ADA access ramp at 729 NW
23rd St; 2) Remove existing east wall of the building at 731 NW 23rd to
create opening for covered platform/stage area; 3) Install lap siding on new
recessed exterior wall at the east elevation; and 4) Construct new openair
raised platform/stage at the east elevation of 731 NW 23rd St with exterior
sides clad in stained wood planks.
2. UDCA2300028(P1) at 1742 NW 16th Street (Plaza District)
Application by Luis D. Rodriguez for Fausto Cifuentes to: 1) Replace the
right overhead door at the north elevation with a new overhead door; 2)
Construct a new pergola (attached to the building at the north elevation with
wood supports and a metal roof; 3) Paint the trim (at the parapet edge) on
the building Turquoise Tint and paint the rest of the building Ultra White; and
4) Place planter boxes in the patio area.

People to: 1) Replace existing glazing; 2) Replace existing window frames as

to: 1) Extend upper wall at the north elevation using brick material to match
existing; 2) Install new entry door in existing opening at the north elevation;
3a) Replace the storefront glazing system at the recessed corner entry; 3b)
Install two new storefront glazing systems at the east elevation with new entry
doors and transom glass; 3c) Reconstruct the structurally unstable wall at the
east elevation saving stone and brick materials for reuse in the rebuilding of
this wall (no painted reused brick shall be used); 4) Remove existing sign
existing; 2) Install new entry door in existing opening at the north elevation;
3a) Replace the storefront glazing system at the recessed corner entry; 3b)
Install two new storefront glazing systems at the east elevation with new entry
doors and transom glass; 3c) Reconstruct the structurally unstable wall at the
