PARTICIPANT INSTRUCTIONS
Free parking is available at the Sheridan-Walker Parking Garage (501 West Sheridan Ave,
northwest corner of Sheridan and Walker, immediately north of John Rex School). Parking
tickets must be validated by City staff before or after the meeting. Only the south entrance to
City Hall will be open.
It is the policy of the City to ensure that communications with participants and members of the
public with disabilities are as effective as communications with others. Anyone with a
disability who requires an accommodation, a modification of policies or procedures, or an
auxiliary aid or service, or alternate format of the agenda in order to participate in this meeting
should contact the ADA Coordinator of the Planning Department at 405-297-2406 as soon as
possible but not later than 48 hours (not including weekends or holidays) before the scheduled
meeting. The Planning Department will give primary consideration to the choice of auxiliary
aid or service requested by the individual with disability. If you need an alternate format of the
agenda or any information provided at said meeting, please contact the ADA department
coordinator listed above 48 hours prior to the scheduled meeting.
ADDRESSING THE COMMISSION
Citizens may address the Commission on agenda items by responding to Chair’s call for
speakers during discussion on each item. All comments must be relevant to the item. The Chair
or presiding officer may in his or her discretion prohibit a person from addressing the
Commission and/or remove that person from the Council Chambers, if that person commits
any disorderly or disruptive behavior. Disorderly conduct includes, but is not limited to, any of
the following: speaking without being recognized by the Chair or presiding officer; continuing
to speak after notice that the speaker’s allotted time has expired; presenting comments or
material not relevant to the item under discussion; failing to comply with the lawful
instructions of the Chair or presiding officer; engaging in other conduct, activity or speech that
delays, pursuant to 21 O.S. §280, disruptive conduct includes any conduct that is “violent,
threatening, abusive, obscene, or that jeopardizes the safety of self or others”. A person may
also be subject to arrest and removal from the Municipal Building for violation of Oklahoma
City Municipal Code 2020, §30-81- Disorderly conduct and/or violation of Okla. Stat. tit.
21, §280 – Willfully Disturbing, Interfering With or Disrupting State Business, Agency
Operations or Employees. Please limit your comments to three minutes.
COMMISSION ACTIONS
Official Action can only be taken on items which appear on the Agenda. The Urban Design
Commission may adopt, approve, deny, defer, recommend, amend, strike or continue any
Agenda item. When more information is needed to act on an item, the Urban Design
Commission may refer the matter to Planning Department staff. All items are either approved,
denied, continued to a specific later date, or stricken from the Agenda entirely.

Scenic River Cases:
A. SRCA-26-00008 at 2100 S Western Avenue (Western Gateway). An
application by Brandon Cutts, BranMar Construction, for Robert Kay, The
Bryn Mawr Trust Co./Hajoca Corp, to: 1) Construct a 20,250 sf addition to
match, materials, color, and height of the existing warehouse; 2) Construct
sidewalk along Western Ave; and 3) Install landscaping, including street
trees.

B. UDCA-25-00026(R1-P2) at 3925 N Lincoln Blvd (Lincoln Blvd
Corridor). An application by Chad Mitchell, ADG/Blatt, for Amanda
Tsoodle, Sovereign Properties Holdco, LLC, to: 4) Paint the building.

A. SPUD-1817 at 2319 and 2321 N Barnes Avenue (Uptown NW 23rd St).
Consideration and possible action on an application by Mark Zitzow,
Johnson & Associates, for Nathan Cao, Omega Investments, LLC, to provide
a recommendation to the Planning Commission regarding a request to rezone
from C-4 General Commercial District, R-2 Medium-Low Density
Residential District, and Urban Design (UD) Overlay District (Uptown NW
23rd St) to a new Simplified Planned Unit Development (SPUD-01817) that
would be developed in accordance with a modified R-4 General Residential
District and Urban Design (UD) Overlay District.
B. SPUD-1829 at 5235 N Lincoln Blvd (Lincoln Boulevard Corridor).
Consideration and possible action on an application by David Box, Box Law
Group, PLLC, for Allan Meadors, Zella Capital, LLC, to provide a
recommendation to the Planning Commission regarding a request to rezone
from O-2 General Office District, Healthy Neighborhood Overlay (HNO),
and Urban Design (UD) Overlay District (Lincoln Blvd Corridor) to a new
Simplified Planned Unit Development (SPUD-01829) that would be
developed in accordance with a modified O-2 General Office District,
Healthy Neighborhood Overlay (HNO) District, and Urban Design (UD)
Overlay District (Lincoln Blvd Corridor).

1. SRCA-25-00016(R1) at 900 Hangar Drive (Western Gateway).
Application by Brayden Taylor, Gardner Studio for Robert Hughes,
DRP URP Wheeler Owner, LLC, to: 1) Install 6' tall wood fence on the
north property line at the northeast portion of the site; 2) Install
cantilevered carports over 13 parking spaces on the south side of the
parking lot; 3) Install a blade sign at the northeast corner of the building,
4 sq. ft.; and 4) Install attached wall sign of backlit letters, The Lindy,
30 sq. ft.
2. SRCA-25-00017(R1) at 900 Hangar Drive (Western Gateway).
Application by Brayden Taylor, Gardner Studio for Robert Hughes,
DRP URP Wheeler Owner, LLC, to: 1) Install 6' tall wood fence on the
south property line between the parking lot and the landscaping; and 2)
Install cantilevered carports over ten parking spaces on the southwest
side of the parking lot.
3. SRCA-26-00007 at 2013 SW 14th Street (Stockyards). Application
by Andrea Wieg, Jay London Homes, for Jay London, Jay London
Homes, to: 1) Construct 2-story duplex with single car garages; 2)
Construct 2 curb cuts, 2 driveways and sidewalks; 3) Install fence; 4)
Install HVAC equipment; and 5) Install landscaping, including street
trees.
Urban Design Cases:
4. UDCA-23-00032(R7) at 1205 NW 23rd Street and 2401 N Classen
Blvd (Uptown NW 23rd St). Application by Kevin Galliart, Trinity
Group Architects, for Jason J. King, Rainbow Records, to: 1) Revise the
plan to eliminate the Nichia panel inserts at the north end of the east
elevation.
5. UDCA-25-00026(R1-P1) at 3925 N Lincoln Blvd (Lincoln Blvd
Corridor). An application by Chad Mitchell, ADG/Blatt, for Amanda
Tsoodle, Sovereign Properties Holdco, LLC, to: 1) Remove existing
pole sign and protective bollards; 2) Remove asphalt paving at the north
side of the building, construct a new concrete drainage swale, and install
landscaping; 3) Remove sidewalk at the east frontage of the building
and install new curb ramp for relocated ADA parking stalls; and 4)
Make revisions to the roof plan to address drainage issues.
6. UDCA-25-00032(P2) at 2217 NW 23rd Street (Uptown NW 23rd St).
An application by Brittany Murillo, Cyntergy, for Crystal Kelly,
Walmart Real Estate Business Trust, to: 7a) Install 19 Pickup parking
stall signs (with stall number, phone number, and Pickup signage) at 3 sf
each; and 7b) Install seven Pickup Area directional signs.
7. UDCA-26-00008 at 832 NW 7th Street (Cottage District). An
application by Veronica Wisniewski, Monica L. Brown Rev Trust, to: 1)
Replace existing 16' x 22' wood deck at the rear (south side) of the
house with pressure-treated southern pine boards and including new
stairs at the west and east sides, and new cable style railings on three
sides.
