Schussler, and Patricia Gira Board of Trustees Meeting Minutes April 19, 2004 2004-0042 Based on the above findings of fact, I move to approve the Site Plan entitled "Proposed Retail Development S.W.C of 143rd Street and Wolf Road" prepared by Arcline Associates Ltd. dated 7/11/03 and last revised 2/26/04 sheets SP1 and SP2 subject to the following condition: 1. That the petitioner submit a revised Site Plan showing 75% lot coverage for the development for staff review within 60 days; And Based on the above findings of fact, I move to approve the Exterior Building Elevations entitled "Exterior Building Elevations Proposed Retail Shops B SWC of 143rd Street and Wolf Road" prepared by Arcline Associates Ltd. dated 9/16/03 sheet EL1 subject to the following condition: 1. That the petitioner consider further architectural treatments to the building to enhance appearance and offset the long, low roof line; And Based on the above findings of fact, I move to approve the Subdivision Plan entitled "Resubdivision of Lot 3 and 4 of Resubdivision of Lot 2 Kann Commercial Subdivision" prepared by Manhard Consulting Ltd. dated 2/03/04; And Based on the above findings of fact, I move to approve the Special Use request for drive thru facilities and 6,400 square feet of restaurant space within the Shops of Orland 2 retail center subject to the following conditions: 1. That the petitioner return to the Board of Trustees with a Landscape Plan within 60 days; 2. That a bike rack be added to the Site Plan in front of the proposed building; 3. That a bike path be installed along 143rd Street from the east property line to the west property line; and 4. That the petitioner verify compliance with the Code requirement of no greater than 75% lot coverage. The petitioner is requesting approval of final plan, subdivision, Special Use, and variance for construction of a retail center on the south side of 143rd Street about 1 block west of Wolf Road. VILLAGE OF ORLAND PARK Page 2 of 3 Board of Trustees Meeting Minutes April 19, 2004 Judy Zamudio, Edgemark Development, was present. They are requesting an off-site sign for Dunkin Donuts/Baskin Robbins located at the 143rd Street entrance for Osco. Robert Sullivan explained that this would require an amendment to the Sign Ordinance to allow a variance for an off-site plan. A separate request would have to be made. President McLaughlin asked if they could proceed without the sign. Ms. Zamudio responded that this is a stipulation within the lease and without the approval they may lose the tenant. A landscape plan was submitted to the Village is January and they have not gotten approval for that either. Mr. Sullivan stated they changed the plan because they did not have the lot coverage and that change affected the landscape plan as well. Trustee O'Halloran feels that allowing this would set a precedent for the Sign Ordinance. If this is such a problem to the petitioner, perhaps this item should be put on hold. President McLaughlin stated that the off-site sign probably will not be allowed. A motion was made by Trustee O'Halloran, seconded by Trustee Fenton, that this matter be APPROVED.
